Public and school libraries meet requirements of research, reading and recreation for each individual, teach ways to access information, and contribute indirectly to the production of knowledge. Because children and young people hold an important place in their service, they are also required taking upon a major role in shaping them. The functions of both libraries show that they are in a position to complete and support each other. Therefore observations showed that the cooperation efforts have been made between public and school libraries. While the co-operation efforts are common Worldwide, these co-operation efforts are not so common and continuous in our country. Our research objectives are to determine the causes for not being able to develop relationship between public and school libraries, to find out what the requirements are for the cooperation and to inform the society the benefits of the possible cooperation between public and school libraries. In this context, provincial public library and twenty schools with library in the city center were identified and taken as research area of this study. Administrators, librarians and staff responsible for the libraries were identified as the target group. In this study, Description method was used. As well as having a comprehensive literature review, the study was enhanced by using interview and observation techniques. The problem considering aforementioned goals of this study can be formed and expressed as what are the reasons of lack of sufficient development for the cooperation among the public library and school libraries in city center of Aydın. Main hypothesis regarding our research problem is to identify and determine that there is not one reason for lack of cooperation activities between the public library and school library. The matter is multi-pronged. The various aspects of the problem should be considered and evaluated accordingly. Based on research results, main reasons for lack of sufficient formal cooperation between public and school libraries are: not establishing the communication between libraries, not having enough information about each other, no demands and request for cooperation and also not having an education program with teachings of library activities and applications. Resolving the cooperation problem identified above may be possible in condition that the close dialogue between the parties occurs, mutual promotion between public libraries and school libraries happens, and the communication establishes without having to wait the request and invitation from each other

Industrial enterprises work in a dynamic environment. Their needs and - requests change continuously. Like all the other natural and artificial systems, textile enterprises, in order to continue to exist have to be harmonious with their environment, follow the process of change and live according to this. Therefore all the storages of industrial process need to be supported by information. Information centers with the methods and techniques they use, and the services they present promote the continuous flow of information to the user community. They fulfil the same function for the industrial enterprises and the people who have any kind of connection with industry. Up till now many user studies were made to show the information needs and the information habits of the industrial firms. In the present study, a user survey is realized in the Turkish textile industry with the same objective. Research that has been done in Turkey and countries show that users do not know the presence of information sources and/or channels and the information needed is retrieved randomely and with difficulty. Yet there is a very important relationship between the comprehension of the importance of information for the fulfilment of industrial activities and establishment and use of information sources/channels and/or information centers. The hypoteheses which formed the basis of this research are verified by the data that were collected through the use of survey and documentary methods. These are: As for ail the other industries, iidbnnation carries vital irnportence for the textile industry too. Turkish textile industry should realize that information is a vital need for them to maintain their status in the wolrd economy and to develop themselves. Turkish textile information users need information; they do not know how to reach it; they do not have the habit of using information centers to retrieve the information they need; tley give precedence to the ease of retrieval and the use of information. In order to meet the needs of Turkish textile iidbnnation users in the highest possible level, information centers that store and disseminate the information needed should be established in the textile firms and these centres should be managed by professional information specialists. At the same time there is a need for the establishment of a national textile information center that has high quality in the sense of human, monetary and information resources

Knowledge has been developed and socialized along with the social activities of human beings from the beginning of the human life on earth. Knowledge production system has developed as the social structure improved, and each social structure has established its own knowledge production system. The industrial revolution and the emerging of national states completely changed the knowledge production process; the research work that had been conducted by individuals became institutionalized and systematic. Following the end of the industrial revolution and the transition to the information society, all the components of the economical and social life have experienced a development dependent on knowledge and its products, and knowledge has become the most important force on individual's defining and improving himself. Knowledge's having become a part of human life and production process such as money, land, raw materials, etc. and then an important source of income by itself, has required much more serious politics and approaches in knowledge production. Especially in developed countries, knowledge production has become an important state policy as a result of government support and direction for scientific research. This has led to allocating more resources and employing man power for knowledge and technical production. All these developments in the area of knowledge production has effected the way knowledge was spread, and historically, books have been the most effective tool for this. During the Republic period important development that can not be compared to the pre-Republic period has occured in Turkey in the economical and social fields. While economical structure has shown a transition from agriculture towards industrial sector during this period, the education level of the society has improved significantly. However, these developments have been unable to establish the social structure and conditions that are necessary to make the knowledge production effective in Turkey. Knowledge production has been limited mostly to the policies, applications and institutions or the state, and other social groups could not particape in this structure effectively. As in other developing countries, the structure where the knowledge production and usage are most effective is the educational institutions. As a result of all these factors, the knowledge production in Turkey does not have the quality and quantity to provide the required support for the society to develop in economical, cultural, technological, political and other similar areas. Since the society can not obtain the required accumulation of knowledge from its own sources, it can not determine its solutions effectively. Moreover, such an understanding has not been developed in the economical and social structure. Insufficient development of knowledge production and knowledge utilization has naturally had a negative impact on the book publication that would disseminate the knowledge. Book publications when compared population ratio between 1923 and 1999 not have any significant change. The number of books for one million people in high income societies that are the process of becoming information society is between 600 and 1750. These ratios are 250-400, 100-200 and 10-80 for over middle, middle and low income countries, respectively. In Turkey during the Republic period, this number has changed between 80 and 180, and currently is around 140. This is the level of middle income countries and it shows that the knowledge production is at the same level as the economical and social development in Turkey
