    A view to the archive's different aims and applications in a changing world: Foresights to the future's record keeping

    Archives have existed since the oldest times of history. Human's evolving period is valid for archieves, too. This workout has handled forming of societies’ cultures and archives which provide protecting social memory and their changing period from existence to present day. Nowadays, the notion of archive is being mentioned with very different discipline. The workout has given place to archives’ different usage aims and applications. Open archive movement, formation of institutional archives,institutions'imposing value to their archives and starting to marketing them are samples of record keeping ina very different application areas. In the World and Turkey, it has been realized of archieve material's variety and audio visual archive material has gained value. Application examples which are related with establishments making audio visual archive material available with the opening of archives to the public gradually increase. New expansions which technology brings to archive world and variation period that archives convey have shed about future's record keeping and how it will be shaped. Archives' which are predicted to be completely digital in the future, it is obvious that archives will provide advantage for countries which use the information and technology correctly

    Subject headings studies in Turkey

    The aim of the subject headings is to providee access to the right source as rapidly as possible. Subject headings are useful tools for the users who prefer the subject approach. Access to the information by subject heading, decreases the risk of accessing to unnecessary sources. The use of subject headings provides the easiest access possible because the subject are expressed by using appropriate terms. Subject headings are so important tools in terms of users, libraries and information retrieval process. This study aims to provide information on subject headings studies in our country and to mention the need for national, standard and original unique ""Subject Headings List"". Moreover it is aim to point out the reasons of why such a list did not exist until the present date and to show the related problems regarding its lack. The following hypothesis is tested in the present research: ""Since there is no authority to coordinate the subject headings activities which provides standardization and authority as well, the original ""Subject Headings List"" could not created for the use of Turkish libraries"" In this study descriptive survey method is utilised. Data collecting techniques such as interview and observation is used. The published data is obtained by literature searching. Base on the results of this study, it is found out that there is a real need for a standart ""Subject Headings List"" in our country. Preparation studies should initiate as soon as possible. The reason for nonexistence of such a list is due to lack of an authoritative organization. It is also found that people who are concerned with the subject, including librarians, subject experts and users, could not act as strong a prossure group. As a result of this study, according to the answers received in the interviews, the hypothesis is proved to be true. A strong base should be established for professional organization and cooperation, as regards to subject headings. Implementation of national, standart and original ""Subject Headings List"" should be coordinated within an authoritative organization. Our main sutggestion for the matter is the cooperation of librarians. Such a cooperation can establish a strong and necessary base for an authoritative organization which s expected to implement the ""Subject Headings List"" for Turkey

    Today, archival work is very important for the protection and transfer of materials to future generations. Archival studies which was made or will be made, shows difference according to disciplines. The subject of our study is “Plastic art gallery”, which is different in terms of contained material type and application in terms of consisted of archival studies in the field. Before being handed on archival studies in plastic arts, concepts are given detailed information about the history of the archive, archives, archivists and archival. Survey was applied on 25 art galleries in Ankara, in order to obtain detailed information about their functioning and explore the archive services. Data collection techniques, literature review, interviews and observation were used in the questionnaire. In the study, Ankara Gallery NEV was taken up as an example which has already given an archive, and examined in detail the functioning of the archive. In addition, the questionnaire, interviews and correspondence will be helpful to shed light on the creation of a lasting memory with the Turkish art history, researchers and art lovers

    Library anxiety: A study on Bilkent University undergraduate students

    In order to design effective knowledge systems for undergraduates in university libraries it is vital to spell out, in addition to their needs of information sources and services, their ideas, perceptions, and thoughts about library services, information sources, and library use in general. In this vein, one of the main goals of libraries is to minimize the library anxiety that is borne out of pessimistic feelings students do have or may have in using the library. Library anxiety is the state of shyness, worry, and fear (due to some fundamental reasons such as barriers with staff, comfort with the library, knowledge of the library, and mechanical barriers) encountered when one is doing research by means of the library sources or services, or is generally simply using the library. Our investigation is built on a key hypothesis: “Due to barriers with staff, affective barriers, comfort with the library, knowledge of the library, and mechanical barriers university students have library anxiety”. This thesis studied both the theoretical knowledge oriented toward “library anxiety,” a first in Turkish professional literature, and the Library Anxiety Scale questionnaire data coming from users who are Bilkent University undergraduates. Our hypothesis has been tested and supported in this thesis by way of accumulated theoretical and practical knowledge

    Archiving electronic records and retrieval

    Records have become to be managed in electronic media since information technologies used in institutional structures intensively. This situation makes it compulsory to make a good archiving and depending on this provide efficient access to electronic records. It is significantly important to find solutions to this for the success of management system of e-records and the institution. In the thesis, it is concentrated on e-record management; important issues for a good archiving and within this context, methods of efficient and reliable access to e-records are handled. In this context, the thesis comprises of six parts. In the initial part,, the significance of the subject, aim of the study, the hypothesis, and the context of the study, research methods and resources used in the study are explained. In the second part, basic e-records management issues such as record and e-record concepts, e-records life cycle, e-signature, e-record management standards and subjects of developing an e-record management system are discussed. In the third part of the study, developing record in electronic media and transferring paper records to electronic media are handled. In the fourth part, issues such as regarding the archiving of the records, archiving and the types of files, technological requirements, digital preservation, preparing records retention schedule, appraisal and destruction process, preserving the authenticity and integrity of the archived electronic records, electronic signature problems in long-term archiving, metadata elements, disaster recovery and back up, system maintenance are explained in details. In the fifth part, in the context of access to e-records; the subjects of access system, access control and security of access, right of access and authorization, user interface and access options are discussed. In the sixth part, general evaluation regarding research subject is performed, suggestions are given and a model proposal is developed. With this thesis, the necessary issues in order to provide the sustainable archiving of e- records with preserving the authenticity and integrity of them and in this context providing effective access are explained

    Library and Information Science education: An approach to Albania

    "Accessible and accurate information is a basic need for well being all over the word. Only people equipped with accurate training can handle with this continuously increasing information need. These people are those whom nowadays are widely called “information professionals”. Nowadays, only a few countries do not offer a library and information science education (LIS) at a university level. Albania is one of this countries. This study aims to develop and propose an applicable academic-level LIS educational program approach to Albania. In this study descriptive method was used. As techniques for gathering information were used survey questionaire and structured interview techniques. Primarily socio-economic and educational structure of Albania is set forth, after that it was concluded with results based on an extensive literature review on LIS programs in the world. In an era where scientific and technological developments changes can deeply affect education a flexible and general approach that could place professional developments and local characteristics of the country was suggested. This approach comprises of general topics such as Information resources, Knowledge organization, Information users and communication, Research, Systems and information technology, Theory and Philosophy, Management and Other disciplines.
