Citation index ve citation analizi: Enformatik bir model çalışması
Scientific articles, published in English, countries is being complied under "Citation Indexes" with their references in developed countries. These indexes take into consideration only a small amount of the scientific studies realized in developing countries. Therefore, under such a situation it is extremely difficult to determine the level of contribution to the information produced and developing science at universal level by countries like Turkey. These types of informetric studies are mainly executed by means of evaluation of the publications in the English citation indexes of authors of a certain subject in our country. Whereas, we believe that it is impossible to execute a healthy study, aiming at measuring of the information produced in Turkey and scientific evaluation of authors and publications, without forming Turkish citation indexes. For this reason, the first objective of our study is to make it clear that it is necessary to compile the scientific studies, published in Turkish, together with their references in a source of citation index type. In our opinion it shall be possible to realize informetric studies, covering all fields öf science with the formation of this kind of index. In order exemplify the manner in which this kind of an application can be realized in any field of science, seventeen doctorate thesis have been selected from the librarianship literature in our study. Articles in the bibliography of the theses and their publications have been complied in a database and synchronic citation analysis has been realized. Thus the publications utilized in these thesis' s have been classified into three categories in accordance with the Bradford Law. It has been determined that the "Türk Kütüphaneciler Derneği Bülteni (Turkish Librarianship Association Bulletin), which was in the core category, is the publication utilized the most in the thesis studies of the Turkish Librarianship. Other publications have been listed according to their level of significance in our study. When the breakdown of the articles according to the age factor is examined, we see that most of the citations do not include the publications of the recent years. On the other hand, according to the analysis results we see that the rate of article utilization in thesis' s is rather low. * Conclusively, as a result of our researches it is suggested informetric laws and models can be utilized in the determination of infrastructure requirements of our scientific policy in general and specifically of our information services

The concept of lifelong learning first appeared during 1800's. It gradually changed and enhanced under social, economic and technological effects. Although it became from time to time a current issue in the 60's and 70's, it was only in the 90's, when it became an important point for society. The concept of lifelong learning, which has to be implemented in our rapid developing world, where information, documents and technology change immediately, underlines the fact that learning is a never-ending process. In all parts of life such as formal education, work life or daily life; people need information continuously which means that they need to "learn" throughout their lifetime. Learning is not a process that is completed with compulsory education, in the contrary it is an activity which should last for a lifetime. In order to adapt oneself to the enormous changes in information, documents and technology world, to have an occupation, to be informed continuously in order to keep up with the developments in one's professional area, to be an individual or to be an active member of society, people need in every step of their life access to new information and skills or they need to develop their existing knowledge and skills. Therefore to fulfil the increasing need for information, information centres, especially public libraries are of great importance at this point. Thus, public libraries are institutions, which tolerate access to every layer of society and besides support formal education and enable individuals opportunities to learn independently. Public libraries, which have an important role in providing chance equality in education, intellectual freedom, critical thinking, providing free service to everyone without making any discrimination, are considered as democratic institutions which will ensure the greatest support for lifelong learning. Industrialised countries, which have re examined the role of public libraries in the new shaping social, and economic world, are putting the programmes to work which they are going to benefit from. The Grundtvig Programme within the Sokrates Education Programme of the European Union, is an example for the dissemination of adult education and lifelong learning among society. In this work the terms "adult education" and "lifelong learning" are explained i « lexically, their definitions are given, the Grundvig Programme, part of the Sokrates Program in the European Education Programme has been examined thoroughly and it has been tried to reveal how the programme of which public libraries are part of, could be implemented in Turkey in the progress of adult education and lifelong learning
Decision making process in management and practice in information centers
The decision process, which is one of the factors of management, directly effects the other processes of management. Every action starts with a decision. Just as in all stages in human life, the decision making process is intensively experienced in organizational actions. In this context, in the information centre, which is a formal organization, one of the stages of scientific management, the decisions making process, shows itself in services with set goals. In this thesis, how the above mentional process is and should be experienced has been put forward by examining the decision making process. In order the achieve this, a "user survey" has been conducted in Ankara with 22 university library managers. In this research, it was put forward to what extend the reactions of managers, put forward in the decision making process and the process itself into their function in line with goals of the information centre. At the end of the thesis, it was concluded that decision making authorities of information centre managers is limited due to present internal and external factors and direct hierarchial relations and that this has negative effects on function and services of the information centre

Public relations in university libraries and Bilkent University Library
The primary mission of university libraries is to serve the university community. It is important that the service they offer is qualified enough to meet the needs of the users of the university library. In order to reach that quality standard the library has to be able to communicate with its environment. Public relations is a concept that will help university libraries to be and stay in contact with their environment. Therefore it is significant for university library staff to know what public relations are, how public relations activities are carried out and which public relations tools can be used to establish a relation between the library and its users. University libraries can know the users they serve and offer qualified services to them in accordance with their information needs only if they attach due importance to public relations. In this study, several public relations tools that university libraries can use when conducting public relations activities are identified and their characteristics are described. The use of public relations methods and tools will help university libraries to know who their users are and enable them to promote themselves, their services, rules and collections to their users. The study investigated how the significant concept of public relations is treated in Bilkent University Library in the light of the current implementatitons. A survey was administered to graduate and postgraduate students of Bilkent University, who use the university library. It was attempted to determine the effect of public relations activities carried out in Bilkent University Library on students. The study was concluded with some suggestions based on the results of the survey
Impacts of copyright and legal deposit laws on the development of publishing and librarianship during the republic era in Turkey
The purposes of this research are to identify the defective parts and produce formula for the actions to be taken considering the country's realites via setting forth impacts of Law of Legal Deposit for Printed Scripts and Drawings together with Law of Intellectual Property Rights, which became a law after the proclamation of the republic in our country, on the development of publishing and librarianship from past to present.
Hypothesis arguing “Despite the fact that Law of Legal Deposit for Printed Scripts and Drawings and Law of Intellectual Property Rights which were prepared and became a law during the Republic Era in Turkey had played an significant role on the development of publishing and librarianship in the earlier stages, these laws are not satisfying the existing requirements due to lagging behind the alteration in our days.” is tested in this research.
Datas were obtained via using documentary research, interview and questionnaire techniques; terms of copyright and legal deposit were analysed separately in the first stage; thereafter historical development, past and existence of copyright and legal deposit in the world and in our country is supplied within chronological perspective in this research which used historical method and descriptive method.
Hereupon, unconfigured interviews were actualized with Culture and Tourism Ministry General Directorate of Libraries and Publications, Culture and Tourism Ministry General Directorate of Copyrights and Cinema, National Library, Beyazıt State Library, İstanbul University Central Library, TGNA Library and the authorities of other libraries that joined in the questionnaire together with former and new directors of Printed Scripts and Drawings, the authorities of The British Library, Legal Deposit Office and Newspaper Legal Deposit Office in Great Britain, plus fifteen publisher, seven typographer and seven publisher/typographer.
Also, questionnaire studies oriented findings and the analysis of these findings take part in this research. These questionnaire studies were realized by using descriptive method – prepared separately for three hundred publisher/typographer and two hundred sixty-five library staff - for the purposes of identifying the impacts of legal deposit and copyright laws on publishing and librarianship in institutional base, putting forward the existing case from a different viewpoint of publishers, typographers and library staffs in this respect, determining the problems they faced in due course of working and taking the opinions and proposals of publishers/typographers and library staffs towards the solutions for their problems.
Our hypothesis is verified in the light of findings obtained from the research and proposals for the solution of the problem are brought forward
A comparison of job aatisfaction of librarians working at state and private trust universities
In Turkey, there are two kinds of universities, one type operated by the state and the other group owned privately. While the growth in the number of universities in recent years created competition among the universities, the speedy expansion of knowledge or information technology turned the libraries serving higher education into distinctive institutions. The upward trend in the success of universities directly corresponds to the importance they attach to libraries, which are able to provide information without difficulty and in the shortest possible time when there is such a need. This information, of course, needs to be reliable. The libraries are in a position to provide reliable service, thanks to qualified personnel. The subject of job satisfaction occupies a prominent place in contributing to the effective service given by the librarians.
This study aims to compare the factors impacting on job satisfaction of the librarians, who have graduated from the Librarianship or Information Management department and subsequently employed by the ever-multiplying state and private universities, and also offers suggestions for the solution of problems related to work. The hypothesis, formulated within this framework, was specified in the following description: “Differences exist between the state and private universities on the basis of working conditions that influences job satisfaction, namely, pay, promotion, supervision, fringe benefits, contingent rewards, operating conditions, coworkers, nature of work, and communication.”
The research on this subject was realized in association with the librarians hired by the universities, whether under state or private ownership. Generally speaking, the utilized method was that of description, and surveys were used as a technique for collecting data.
Surveys were conducted in a total of 60 university libraries, that is, in 49 state and 11 private universities, which were established at least a decade ago, as well as a student body exceeding 5,000 pupils. A total of 54 libraries responded to the inquiries of this study.
This research demonstrated that, in a general sense, different levels of job satisfaction do not exist between librarians working in state and private universities. A comparison of the factors shows that the only difference noted which is pay, is not significant from a statistical perspective
