    The University library plays a great role for the university it is affiliated to, regarding fulfilling it's functions. The Universities are especially in need of information and information resources to carry out their research and education functions. And this is achived at best through the affiliated libraries. As in all sorts of libraries, the university libraries too should have collection development policies. The university libraries will be able to give more effec tive services to the users with the collections developed through those policies. The evaluation of collection is one of the most important functions of collection development. The book collections can be evaluated from qualitative and quantitative aspects. In the recent years it is observed that in developed countries stress is, put upon the analysis of use which is one of the qualitative methods of collection evaluation. The analysis uf use consists of analyzing objectively the usage of collections within the library and through circulation. The results of these analyses are providing important data to the library administrators concerning collection development proce dures such as acquisition, selection, weeding and collec tion planning. This study aims at contributing to the collection development studies of the university libraries in our country and consequently aims at ensuring the more effec tive usage of the university libraries. So, the hypothesis of this study is, "The lack of analysis of use, concerning book collections of university libraries are preventing the sound performance of reader services". In this study the survey method has been used and data has been acquired through literature investigation, circulation analysis, questionnaires, interviews and ob servation techniques. Besides, the usage of collections on management, linguistics and general biology of the Hacettepe University Beytepe Central Library, Middle East Technical University Library and Gazi University Library by the academic personnel and by students within an academic year (1 October 1991-30 June 1992) has been analyzed. The results of the analysis revealed that the great majority of the mentioned book collections are not been used. During this study, questionnaires have been dis tributed to lecturers in the field of management, linguistics and general biology, and inverviews have been made with the administrators of the library. The estimations on number of books and usage for the year 1994, which have been achieved with the help of the analysis results of the circulation analysis, are to be found at the end of this study. In the couclusion, problems concerning collection development and collection evaluation at our university libraries have been emphasized and tried to offer suggestions for the solution of the problems

    The Role of public libraries in social change process and a model for their reorganization

    Public libraries have emerged parallel to literacy and to the notion of democratic society as resultants of social change during certain processes. They have become widespread by time and have turned into influential institutions upon social development. However in Turkey, they have been adopted as models from developed countries and in the social change process they haven't become effective formations within the country's social, cultural, economic and political structure. In this sense, our aim is to determine the basic reasons behind the ineffectiveness of public libraries within social change and to obtain a model relying on those research findings. Thereby, the problem is defined as follows: What prevents public libraries to fulfill their function in socio-cultural development? Hence, our hypothesis is as such: "Within the framework of dynamics of social change, public libraries havent been organised and developed effectively; being models imported from developed countries, they have been manipulated by short term casual decisions instead of long term policies aiming at social development". In our research, 'Historical Method' has been used and in addition to 1920-1995 period, certain periods of Ottoman Empire and 1996 applications have also been included in supporting our hypothesis. The findings have proved our hypothesis and a frame model in accordance with the country's administrative structure has been proposed which also gives opportunity for further development

    The main objective of literature searching services, is to direct the members of the user community served, to the relevant citations related to their search request topics, as rapidly as possible. Technological developments, since the mid 1960's, offered computer searches, in addition to the manual ones. The rapid response time, which is one of the search performance components, is guaranteed since then. However, there is still a need for a comparison concerning the response time of the computer searches, that of the manual ones, to find out how much the former is speedy. On the other hand, the quality of the search, seems to be a more important component than the rapid response time. The quality consists of considerations such as, the retrieval of relevant citations that meet the user needs mentioned through their search requests, the coverage of the database searched, as well as the effectiveness of the search in attaining the current literature, the efficiency of the search printout and the amount of the user effort. These components, which the users of the services do take close interest in, are later classified principally as relevancy, coverage and novelty, constituting the quality criteria of the search performance. Besides the "quality criteria", "time criteria" which determine the speed of the searches, are basically accepted as the criteria of search evaluation, valid both for computer and manual searches. Since most of the searches performed by several institutions in this country are on medicine, the scope of the present research is limited to this field. Computer searches are based on "MEDLINE CD-ROM" and manual ones on printed "Index Medicus". In fact, the comparison of these two sources is the comparison of two search techniques: CD-ROM and manual. The aim of the comparison is to determine the more effective search technique, in terms of quality and time criteria. The comparative evaluation of the techniques is performed and the following report hypothesis is tested: "In the field of medicine, the CD-ROM search technique is more effective than the manual search technique in terms of the components which are relevancy, coverage, novelty and response time. " In the present research Comparative Method is utilized and data are collected through literature analysis, interviews, questionnaires and correspondance. The medical doctors of Hacettepe University Medical Center, who refer to the searching services of the Center Library, are represented by 50 samples. 50 request topics are searched both manually and by computer. The search results were the subject of the comparative evaluation study. The comparison were performed in terms of the criteria mentioned above. As a result of this study, the hypothesis is proved to be true. Based on the results of this study, it is found out that the two search techniques have complementary features. Although CD-ROM is proved to be a more effective search technique in terms of quality and time criteria and the user preference comes out to be in favour of this technique, the abovementioned complementary characteristic features suggest the co-existence of both techniques, where possible and needed. Therefore, the main proposal of the present research is to make co-existence of CD-ROM and manual search techniques possible

    Use of web 2.0 tools in university libraries

    The aim of this study is to find out the use of Web 2.0 technologies in Turkish university libraries. Opinions of university libarians regarding Web 2.0 is also investigated. A questionnaire consisting of 84 questions was prepared and applied to 354 librarians in order to find out to what extend they use Web 2.0 technologies in their personal and professional lifes. Furthermore, a content analysis was carried out to discover to what extent Web 2.0 applications are used in libraries. A checklist was used to collect and record data from websites regarding the use of Web 2.0 tools. Findings indicate that librarians prefer usin the same tools in their private and professional lives. Majority the participants (94.1%) are using Facebook. 25.50% of university libraries use Web 2.0 application. Social networks are the most frequently (17.44%) used and preferred tools. While 59.3% (210) of participants use Wikis, only 1.7% use virtual world applications. On the other hand, findings indicate that neither Wikis nor virtual world applications are used in university libraries

    In parallel with the technological possibilities, improvements in software, hardware and network infrastructure, and change in institutional expectations affect radically electronic record and financial information systems and, narrow the areas of usage of traditional methods. In the study, it is primarily aimed at the examination of current circumstances, issues, methods and policies regarding solutions of issues intended for electronic information and record management systems in legal and administrative conditions and financial applications in Turkey. In the study, it was aimed also at the research of impact on making policies relating to the matter of the analysis of awareness level, issues encountered and expectations in this subject in the Development Bank of Turkey in application size. Additionally, in this study, it is aimed at obtaining necessary data to make information policies relating to the matter by analyzing of administrative and legal conditions and legal issues and violations intended for the financial information and record management in Turkey. In the study, the survey, which was developed in order to analyze current circumstances intended for electronic record and financial information systems of Development Bank of Turkey, was applied to 304 persons using the system. As a result of the analytical studies and survey conducted, came up that in public life, legal process relating to moving of communication, information and record procedures to electronic media, was configured to a large extent; electronic record and financial information systems of Development Bank of Turkey with regards to design, content richness, technical support, training support need to be developed; the precautions against violations in the field of informatics that are concerned about should be raised. As a result, because there is need for the development of financial information systems and electronic information and record systems, our hypothesis was proven

    Management of audio and moving image records

    Technological breakthroughs in the 19th century allowed capturing and recording the sound and the image, which in turn enabled humankind to make simultaneous re-cords of the lived moment. Regardless of the method of capturing, these records bore witness to the moment in time in which they were created, and set the foundation for the collective memory, because audio and moving image records, whether edited or not, have evolved into the reflections of not only individuals but also entire societies, and have become key instruments in making sense of facts and occurrences. These records sometimes complement written documents, and sometimes appear on their own as im-portant documents. Therefore, they have been accepted as archival material, albeit be-lated somewhat. Due to recording type and the physical properties of the recording media, audio and motion picture records are different in many ways compared to traditional archival re-cords. As these differences brought with them administrative issues, they have required archivists dealing mostly with traditional documents to develop themselves in many different areas in addition to their existing professional knowledge. The principal issues of the organisation of audio and motion picture records are where (under what roof) and how (by which method) they will be compiled and col-lected. The key to addressing these issues is enabling the establishment of legislation and structures that will cover all production in the country (cinematographic works, commercial audio, music and video recordings, radio and TV broadcasts, etc.). Devel-oped countries handle this issue by copyright laws, compilation laws and special legisla-tion. Considering the economic, social and cultural structure in Turkey and the current systems, new structures are needed to advance the system and make it more efficient.     Compilation, identification, access and conservation of ephemera collections: A study on İstanbul

    The purpose of this study is to make recommendations based on archiving for the solution of problems encountered and on how compilation, identification, access and preservation of ephemera type documents are being done following determining who preserve and compile them and where they are preserved in Istanbul. Interview techniques were utilized for the thesis with case study. Readily-prepared questions were asked to the contact people or authorized officers of the institutions which have ephemera collections in Istanbul and interviews were conducted with those people during preparation process of the thesis. What is defined in the first section of the thesis is the definition of ephemera and the documents named ephemera type and evaluated in what type institutions they are preserved. The institutions with ephemera type documents in Istanbul were examined in the second, third and fourth sections. In these sections; respectively, museums, libraries and archives and information-documentation centers and the ephemera type documents owned by them and their subjects were evaluated. As the result of the study, the institutions and organizations preserving ephemera type materials within their bodies in Istanbul which experience problems in terms of professional and occupational practices and economically were examined and found and determined that these institutions and organizations preserving ephemera type materials within their bodies in Istanbul have different compilation, identification, access and preservation problems from each other. Besides, an evaluation was made pursuant to the benefits that can be obtained as a result of bringing the collections at those places in a center and solution recommendations were presented for the solution of problems encountered after making a final evaluation
