    Kadı registers that shed the light on the social life of the Ottoman Empire are one of the most important sources for today historian. Because, Kadıregisters are top of history sources that thay look our social life, economical life, local history and town history of the Ottoman Empire. This registers were keeping with complaint of human life. The value of this historical sources are very importantour material and moral culture. In this thesis, 23. register of Üsküdar Kadılığıcontains h. 968-970 (m.1561-1563) registers. This registers which contain rich important infoımation about social life of Ottoman Empire belonged to debt cases, to inheritance cases, to runaway slave, to murder cases and about this situation judgement (hüccet). This thesis incule transcription of these pages, summary of these pages, chart of subject classfication. Thera are discription of Kadıregisters, general characteristics and importance in the part of the entrance. The second part of entrance, after referring about physical description, there is speelingpart which used while writting Kadıregisters. After that, the judgements (hüccet) are classified with their subject. Besides this, the cahrt of subject classification is prepared and the numbers of judgements about their subject are looked on the chart. After the entrance, the second part ofthesis, there is resding of registers and transcription is gived. In the third part, every registers which in the 23. register are worked on the summary looks on the chart with their judgements numbers and paper numbers. At the end of the thesis, index which consist of important person names,place names, subject and good names that they are in the 23. registers is prepared

    Attitudes of library directors and librarians for the transferring of the public library services to the local govenments in Turkey

    Local governments which have overtaken important functions for providing public services to the public, and which fulfill these functions according to the needs of the public, are hence the nearest and most effective administrative units to the public. Public Libraries are the social institutions, which have local characteristics and provide all the information needs of the public that they serve, for providing assistance for the development of their regions. Local governments and public libraries are closely related to the societies they serve and shape their services according to the needs of the society. This study was made in order to present the views of the library directors and librarians that work in public libraries about the transferring of public libraries to local governments. The study was performed on the library directors and librarians that work in public libraries in Turkey. In this study 207 questionnaire forms were applied to the library staff. The hypothesis of the survey was formed as; “the library directors and librarians working in public libraries think that it would be appropriate to attach public libraries to local governments in Turkey only when legal structure, financing, staff, structure, collection conditions are provided, and without the satisfaction of these conditions, any changes would harm public libraries. At the end of the survey, it was understood that public librarians accept and want the transferring of public libraries to the local governments in principle, however, they think that it would be appropriate to realize this by providing the proper conditions. Besides, librarians do not consider the approaches in the legal process that was initiated about the transferring of public libraries to local governments as trustworthy in this period. Our hyphothesis was proved to be true by the results acquired

    The associations, which are the products of modern social structures, play an important role in the development of a profession. Those who are preoccupied with any sort of profession are involved with professional association in their field of work by spending some part of their times and energies in order to find solutions for their problems. The purpose of this study, entitled as "The Obstacles Which Prevent the Development of the Turkish Librarians' Association", is to reveal out the legal, organizational and financial problems that prevent the development of the Turkish Librarians' Association (TLA), which is unique professional association in the field of librarianship in our country. This thesis makes use of "comparative method" as a research technique. As a start, the history of the liberty of establishing an association in Turkey and the laws related to associations are analysed thoroughly, after which, the histories, organizational structures, membership systems, financial statuses and the activities of the TLA and the Library Association are focused on separately, both of them being compared within the framework of the criteria presented above. The obstacles which prevent the development of the TLA and the results derived out of this comparative study are listed below: 1. The laws related to associations in Turkey are effecting the activities of professional associations in a negative sense, 2. The TLA has shortcomings from the view point of organizational structure; 3. No solutions for the financial problems of the Association are being put forward; 4-. The amount of the number of members cannot be increased. Due to the reasons stated above, the activities of the TLA are limited and therefore it cannot perform its duties as a national library association. In the conclusion, in order to enable the TLA to solve its organizational and financial problems together with an increase in the number of its members, a reorganization as "Chamber of Librarians" is brought forth as a suggestion and by this way, how a solution for the problems may be found, is discussed

    Correspondences and their control in institutions

    Different kinds of forms of communications, such as bussines letters, applications, contracts, and pamplets are used in institutions and companies. However, letters, forms, reports, and regulations are considered more effective and useful means of communications. These types of documents are important because they are not only primary sources of institutional activities, but they also constitute major parts of documents produced by them. Institutions produce many kinds of documents as a result of their set goals and activities. Most important among them are official correspondences. Effective concept and method of written communication can only be achieved through its control in institutions. It is this control that provides necessary mean for balanced and timely production, augmentation, use, and dissemination of documents. For the stated reasons, there is a need for a correspondence management program in institutions. Unfortunately, there is no correspondence management program for institutions and archives in Turkey. Consequently, there is a need for a single standardized system for classifying official correspondence. Moreover, this system must be established by an institution responsible for the orderly handling of correspondence, and available standards must be revised

    Using CMMI techniques on document management and its quality analysis and its content procedures

    As a well known definition, CMMI (Capability Maturity Model Integration) is a development model that points outs fundamental practices for strengthening process of firms. The primary purpose of this work is get professional software firms or the ones having software development units (IT/ BT) to use CMMI. Hereby, differences in quality and content of the process and documents related to process would get attention. Ultimately, it would have an impact on document management. This work is consisted of five chapters. The content of each chapter is as shown below: 1. History, basic structure, process scopes, main categories and goals of companies' CMMI. 2. & 3. This chapter provides info on the differences between test period before/ after CMMI in which a sample study is run. (same for 3rd) 4. Project management is detailed in chapter 4 and sample papers regarding the process is conveyed. The chapter 5 gives you approach of demand management that was exist in almost all companies before Project management. Whilst this thesis was being prepared, not only literature search via internet was realized but also had contact with some consulting firms providing assist on CMMI.     The usage and widespread of electronic publications in children's libraries

    The Basic objective of this study is to determine why and how the electronic publication for children may be used in children’s libraries. First of all, the development of electronic publishing and the properties of the electronic publication, which is being used more intensely everyday, have been analysed within the scope of this objective. Within the other chapters of the study, issues such as quality and importance of publication for children which has a key role in meeting the mental and spiritual needsof children, the development of the children’s publishing in the world and our country have been focused on. Additionally, answers to why and how the electronic publication for children may be used in children’s libraries have been sought. As a result of the study, it has been concluded that the usage of the electronic publishing which is attractive to children in many ways shall be supported and widespread in children’s libraries

    Lifelong learning and public libraries in Turkey

    Lifelong learning, official or not, includes all planned or random learning activities which have been done during lifetime in order to develop individual, societal and professional knowledge and skills. Since information is the focus of learning, libraries are the most important institutions in this process. In this context, while libraries for children and librarians working in these institutions have an important role to play in early ages of childhood, in later ages public libraries and librarians working there are in charge of enhancing these skills for people. It gradually becomes important that all lifelong learning skills including information literacy being the first step of lifelong learning are in the agenda of public libraries. In addition, it is vital that libraries aiming to develop these skills are improved and spread. For this purpose, public libraries should be supported by authorities and within the scope of the same objectives; they should cooperate with educational and cultural institutions, art institutes, hospitals, prisons, etc. In this study, opinions and awareness levels of directors and librarians working in province public libraries in Turkey on lifelong learning were analyzed, the opportunities of public libraries were tried to be determined and the attitudes of senior units responsible for public libraries towards this topic were handled. The aim of the study is to identify the attitudes of public libraries towards lifelong learning and to find out the reasons of deficiencies arising from librarians or authorities if there is any. Within this framework the assumption of the study is ‘Public libraries in Turkey are not effective because public library directors and librarians are not aware of lifelong learning; do not have necessary opportunities and the authorities which they are bound to have negative attitudes towards them’. The scope of the study consists of 168 library directors (director, assistant director) working in county public libraries bound to The Ministry of Culture and Tourism and 354 librarians who graduated from Information and Documentation Management. According to the findings from 162 directors, assistant directors and librarian directors (40.7%) and librarians (50.6%) took part in the study think that they have enough knowledge about lifelong learning. However, the rate of the people thinking that they are informed enough in their schooling process is considerably low. Moreover, some of directors and librarians are aware of the fact that lifelong learning is the most significant matter they should improve themselves on. According to another result obtained from the study is although directors and librarians of public libraries argue that public libraries is an important part of the lifelong learning process, they are not aware of the duties they should take on in this process. It is impossible to say that county public libraries involved in the study organize sufficient number of activities within the scope of lifelong learning. Public libraries need some fundamental facilities so that they can carry out studies and researches about lifelong learning. They cannot be effective in this regard because they do not have necessary conditions in terms of budget, staff and cooperation with individuals and institutions and building and support of authorities. Based on the results of the study, it is suggested that the Ministry of Culture and Tourism accept public libraries in Turkey as one of the most significant components of lifelong learning process and reflect this attitude to legislation with legal documents like laws, regulations and directives. Furthermore, following suggestions have been put forward: lifelong learning activities should be taken into account in allocation of funds to public libraries, public libraries and librarians should be encouraged to cooperate with formal and informal educational institutions and to prepare common projects with them in this respect and staff, especially librarians, working in public libraries should receive in-service training
