Economic and effective archival works and services could only be achieved through control of records from their creation to the stage where they are made ready for use. This is a records management process which includes its creation preservation, organization, retrieval and destruction. The first of these activities, records creation, is a prerequisite of the others. One cannot talk about protection, retrieval, elimination and organization of a records unless it is created. When records are controlled during the stage of creation, unnecessary production is checked and the quality of records are increased. Consequently, this process will provide quality and economy in terms of time, materials and manpower. It is the effectiveness of the records creation control that influences all other processes. This study identifies records creation, its relation to other activities, and its importance for administrative and archival works. The study sheds light on the subjects of records management in general and records creation in particular. The study also attempts to form the framework of records creation control by providing information on correspondence, forms, reports and by-laws and their characteristics. Finally the study describes the activities in Turkey concerning records management together with standardization and records creation control
The usage of information retrieval technology by the academicians of the Ankara University
The main purpose of this work is to describe the current developments in the information technology, to emphasize their use in information retrieval and to carry out a user study about the information technology use of the most elite group of information users, the university staff. During the study taking into account the numbers of the universities in Turkey, Ankara University has been chosen as a sample and a questionnaire has been applied to the 437 academicians to see the degree of their information use. The outcome of the questionnaire has showed that their age, economic status, the amount of time they reserve to do research, their knowledge of foreign languages, being to a foreign country to specialise in their own field, the area of their studies and their academic status has effected the academicians use of information technology. As a conclusion, this user study has indicated that the information technology use of the academicians is quite high. On the other hand to promote more use, user education programs about the information technology should be conducted. Also long term information retrieval strategies should be formed and the latest technology should be presented to the academicians of by the university administrators
Language problem in retrieving images on web search engines
Information sources are increasing rapidly and exponentially on the Web. Many kinds of information sources from all over the world can be accessed easily through search engines. Although Web is successful to overcome the geographical barriers in access to information, language is still a problem to overcome. In other words the main issue is not retrieving the documents in various languages, but to be able to utilize from them. Many search engines provide “translation support” so that their users are able to find and use text based sources in foreign languages. But in case of searching for images, they don’t provide “translation support” and give the results depending on search keywords.
Therefore the general judgment which depends on the current belief that Web will be a solution for digital divide, is not completely realistic yet. The validity of this idea may be considered as true for image sources also, because images are more effective than text based documents in conveying their content. The aim of this study is to show that language is still a barrier in retrieving and using images.
In this study the language barrier/problem for queries in different languages on different search engines is tested. According to this, information retrieval performance of Google, Yahoo! and Bing are evaluated in terms of precision ratio, relative recall ratio and language independence ratio with first 10 and 20 cut-off points of total results.
According to our findings, search engines have language barrier/problem in retrieving images. Solution which is presented, to overcome this problem may be providing multilanguage information retrieval by using cross language information retrieval method and visual features
Management and filing of the electronic-signed documents
In its broadest definition, electronic signature refers to an electronic data which
is attached or logically connected to anelectronic data, and used for identity verification. This description covers three significant components of electronic signature; namely, the electronic signature firstly differs fromthe electronic data and is attached to it, secondly it has a logical connection with the data to which it is attached, and thirdly it is attached to the data with an aim to verify identity.
The question of security of information and computers is one of the factors overshadowing facilities and efficiencies provided bythe modern technology. Settlement of faith on technology within the society is the most important condition in order for enlargement of electronic signature within individual and institutional spaces and its replacement with the conventional structure.
Within the framework of this study, several models are emphasized so as to support paper savings and development of institutions and companies through use of electronic-signed documents. These employed models are few in number but may be improved by different approaches
Audio-visual archives and circumstances in Turkey
ABSTRACT Films (8 mm, 16 mm, 35 mm, 70 mm), magnetic bands (1 inch, 2 inches), video casettes (VHS, Betamax, Betacam, 8 mm, HI-8, Digital 8, Mini DV etc.), laser discs (CD, DVD, Blue-Ray) which are audio visual archives materials have shown a great development in 20th century and they are now very much in our daily lives. These materials which have special places in archives dicipline are used with technical equipments. Due to their sensitiveness as chemical products they become easily fragile and may have some problems like difficulty in updating record formats as that directly depend on technological developments. Users also have reconciliation rights problems while they are using these materials. Many countries in the world solved such problems with their national laws. In these countries, all national audio visual archives materials produced within the country are being collected and kept within archival standards to transfer them to the new generation. Information are provided and solutions are found by international organizations like FIAF and FIAT. There is not any central audio visual archives in Turkey. Private and official institutions and TV channels (TRT and private TV channels) have their own audio visual archives, however, when we compare them with the examples in the world, the conditions of these institutions are below the required level except TRT-member of FIAT, MSU Cinema TV Institute Archives member of FIAF. Computer mediated communication: Bibliometric analysis of the Kutup-l discussion list
Electronic discussion lists are widely used as a professional and scientific communication tool. Analyzing discussion lists provides useful information on professional and scientific communication patterns. This study aims to find out list members’ professional and scientific communication patterns using KUTUP-L, Librarians’ Discussion List, as a case study. Descriptive statistics and bibliometric analysis are based on a total of 19,827 messages posted on KUTUP-L between 1994 and 2008. Content analysis is based on a stratified sample of 977 messages.
Findings indicate that communication in the list has increased continuously over the years. The intent analysis of the messages shows that the initiatory movements take place more often than reflexive movements in the list communication. Distribution of messsages conforms to Pareto and Price laws but not to Lotka’s Law.
Content analysis results show that almost half the messages (%40) were off-topic. Topical analysis shows that issues about professional-scientific communication (%17), interlibrary loan activities (%12), collections (%10) and professional issues (%7) were discussed more often in the list. Altough mostly off topic, postings on celebrations (%16), condolences (%9,4) and job ads (%8,7) were widely included in the list communication. Subjects and intents of the postings tend to be changing over the years.
Findings of the study indicate that KUTUP-L seems to have an impact on professional lives of many Turkish librarians in that they use it as a venue to ask questions, share news and information with their colleagues, follow up current developments and discuss professional as well as social issues
