A study on the educational needs of librarians working in cataloging departments of university libraries
Especially the technological innovations in today’s changing and developing
environment directly influence the resources in the scope of cataloging and
classification (the cataloging rules, classification systems, subject heading lists,
electronic applications, etc.). This causes the librarians working in Cataloging
Departments of University Libraries to face different practices while trying to move the
cataloging and classification services to the new occasions and continuing them.
Accordingly, supplying them with educational opportunities so as to develop and update
their present knowledge and skills in the rules and systems are rather fundamental.
In this study, the aims are focused on “determining the level, quality and scope of
educational needs in the rapidly changing and varying cataloging and classification
issues”. The hypothesis of the study was formulated as: ‘‘Only with high quality
educational programs it is probable for the librarians to continue the cataloging and
classification services which are developing and changing together with information and
communication technologies.’’ In the study, which has a descriptive method, a literature
survey has been accomplished and the data which have been constructed the core of the
study have been gathered through questionnaire and interviewing techniques. The
research was conducted on the librarians working in the cataloging departments of 11
university libraries in Ankara. In the study, the educational needs and educational
preferences of 60 librarians working in cataloging departments of universities were
acquired and then assessed; moreover 24 administrators were interviewed on this issue.
The hypothesis was confirmed at the end of the study
Marketing in university libraries: The sample of Başkent University Library
Marketing, which has a great role in recognition of customers by establishments and production of goods and services in line with customers’ needs, used to be a management philosophy only applied by profit-oriented establishments in the past. However, thanks to the competition and advance technology, nowadays non-profit establishments adopt marketing in order to communicate with their customers. Libraries also apply marketing strategies to meet their customers needs and requirements; to increase their service quality and to continue their existence.
In this study Başkent University Library was evaluated in terms of marketing mix components: service/goods for users ;convenience for users and communication with users. Since the Başkent University Library is a non-profit establishment, one component of marketin mix: “user cost” was excluded. In this descriptive study 791 students were applied a five-point Likert scale questionnaire. The participants were given 27 statements about marketing mix components of Başkent University Library and they were requested to evaluate these statements using the scale ranking from “strongly disagree” to “strongly agree”.
The results of this study point out that Başkent University Library does not satisfy students in terms of marketing mix components. Hence it is strongly recommended that the Library should develope a marketing program in order to make a positive change in marketing mix components
Cost-benefit analysis of electronic information resources: An evaluation on Middle East Technical University Library
In recent years there has been a rapid transition to subscription of electronic resources and significant percentages of library budgets are allocated to electronic resources. Identifying and analyzing the benefits and costs of this new trend is therefore relevant. In this study we have considered the experiences of METU Library in utilizing electronic resources and provided a cost-benefit analysis of electronic resources based on the cost and usage statistics obtained from this library. The study examines the ScienceDirect, EbscoHost and Web of Science databases available within the METU electronic resources collection. In addition to the subscription cost statistics, non-subscription cost information obtained through interviews and surveys have been used in our analysis. Usage statistics of electronic information sources have been collected in accordance with the COUNTER standards and analyzed using various methods. The high usage of electronic resources in METU reduces the unit cost of databases. According to the 2004 data, the cost per usage for EbscoHost and Web of Science is 0.2 respectively. These figures place METU below the average unit cost per use of all Anatolian University Libraries Consortium (ANKOS) members. Yet due to high subscription cost, the unit cost per use of ScienceDirect is relatively higher ($2.3), even though the database is used very heavily at METU. This figure is above the average unit cost per use of all ANKOS members for the ScienceDirect database. Statistics show that a small number of ""core"" journals satisfy significant amount of use while the majority of journals are used rather infrequently.
The results obtained from this study show that electronic resources cost, over the years, considerable amount of money for METU and their usage has also increased gradually. In general, it can be concluded that electronic resources are heavily utilized in METU in terms of overall usage. In order to maximize the benefits of electronic resources it is necessary to analyze cost and usage statistics in detail at both institutional and consortial levels, using various techniques. The results obtained from such studies can be used as guidelines for the development of collections of electronic resources, consortial agreements and user education programs
Usability in library web sites and design based on usability guidelines
Since the introduction of World Wide Web in the beginning of 1990, Internet has become one of the most efficient communication tool in the world. The number of Web- based library and information services has also increased due to recent advances in information and communication technologies (ICTs). In this study, we investigate the users' perception, views and attitudes about the usability of user interfaces of electronic library Web sites so as to identify the main factors that affect the ""usability"" and to ascertain their impact on user performance and satisfaction. This research was conducted on the Web site of the Turkish Academic Network and Information Center (ULAKBIM) which provides electronic library services to a diverse set of academic users at a national scale. First, the active (existing) ULAKBIM Web site was re-designed based on usability guidelines by taking into account the factors that contribute to the user's perceptions and attitudes to optimize the usability of the user interface. The two ULAKBIM Web sites (Existing Site and the Prototype Site that was re-designed based on usability guidelines) were compared for user performance and satisfaction by means of both qualitative and quantitative metrics within an experimental research framework. Quantitative measurements were based on ISO's operational definitions of effectiveness (task accuracy rate), efficiency (task completion time, number of steps and number of wrong steps) and user satisfaction. Qualitative data was collected by means of the Verbal Protocol Analysis and observation techniques. Subjects that took part in the experiment were selected from actual users of ULAKBIM' s Website by means of a convenience sampling. Fifty subjects were ramdomly assigned to Experimental and Control groups in equal numbers. Subjects in the Control group were asked to use ULAKBIM' s existing Web site to carry out
assigned tasks. Subjects in the Experimental group completed the same tasks by using the re-designed Prototype Web site of ULAKBIM. Findings indicate that subjects using the prototype Web site performed much better than those of the Control group (Existing Web site) in terms of various metrics (e.g. effectiveness, efficiency and satisfaction). This was also corroborated by qualitative data obtained though verbal protocol analysis. It was concluded that users are more effective and efficient in using Web sites that were designed according to the usability principles. They complete the assigned tasks faster and make fewer mistakes, which boosts the satisfaction levels

Performance appraisals of library staff working in Turkish universities
Staff performance appraisal is one of the leading issues in the field of management. Performance appraisal is an important component of a well-designed staff management. Decisions to be made on staff performance relates to staff management system; recruitment criteria, job descriptions, money policy, promotion, professional development and training, motivation are among the other parts of performance appraisal process.
Performance evaluation of the libraries started to become widespread in 1980s as all the current developments are also reflected in the libraries as well as other institutions. Libraries in the competitive environment prioritize the quality of service and efficiency. Therefore, libraries need to make use of performance evaluation methods in all ways.
The purpose of this study is to determine who conducts performance appraisal research and how on libraries of our country along with the perceptions and views of library staff. Furthermore, implementations in the public and private sector university libraries were compared; some problems were detected. Based on the staff expectations related to performance appraisal criteria and characteristics of a contemporary performance appraisal model has been proposed that can be implemented nationwide.
In this descriptive study, data were collected through reviewing the literature,
questionnaires and interviews. Questionnaires were administered to all public and
private university library staff in Ankara. The hypothesis of the study as ‘’Current performance appraisal methods in the universities negatively affects the attitudes of the library staff’’ has been verified.It is concluded that university library administrators and staff have views on the effectiveness of performance appraisal method they are found negative. In addition, there found a significant difference between staff views according to the status of the library they are working for and the administrative position of the staff
The characteristics of the information needs and information use of the users in the field of Fine Arts at Hacettepe University: A case study
Defining information needs and the characteristics of the information use is essential for establishing, arranging libraries and information centers and activating the services. Hence, revealing the information needs and information use of the users in the field of art is critically important.
The characteristics of information needs and use for the users in the field of fine arts are the main questions for this research. The hypothesis of the research is: “Determining features of the fine arts affect the information needs and sources, channels, technologies and information centers use of the users in this area.”
This research includes the academicians studying at Hacettepe University, Faculty of Fine Arts. 80 academicians belonging to this faculty constitutes the scope of this study. The result of response is 78.7 (63). In this research, the method of description is used and analyzing literature, interview, observation and questionnaire are used for the techniques of obtaining data .
In the result of the research, it is stated that the characteristic and determining features of the art affects on the information needs and sources, channels, technologies and information centers use of the users in this area
The Evaluation of Enterprise Information Systems within the scope of e- Government: A Case of the Ministry of Internal Affairs
Enterprise information systems are to be restructured within the frame of new approaches,
the expectations of inner and outer customers to whom the organizations offer service, legal and administrative obligations. Records management programs are included within the
basic components of enterprise information systems. While developing records management programs, the enterprise structure and workflow, software and hardware architecture, legal and administrative obligations which influence the current information management applications have to be taken into consideration. Enterprise information systems considered within the scope of records management comprise of the backbone belonging to the e-government applications. Accordingly, the records management programs and literature related to e-government are examined within this study and information systems, records management applications and e-içişleri systems which comprise of the research field are analyzed. The survey is developed in accordance with national and international conditions, standards, legal and administrative arrangements. 500 surveys are sent to the Ministry of Internal Affairs, Central Organization, governorships of 81 cities, related district governorships and special provincial directorate of administrations; 491 of them are returned and evaluated. e-İçişleri system is analyzed within the frame of analysis form developed by the reference to TS 13298. In accordance with the outcomes of this study, the hypothesis which is determined as “it is necessary to perform the integration of contents having different structures through work definitions and authorizations in “e-içişleri” , the optimization of conditions related to long term archiving of the contents without damaging their security and unity, more clear definitions of electronic applications for related legal arrangements and for the system to be totally adapted to TS 13298. It is also necessary to restructure the in-house technical support and in-service educational programs related to e-içişleri qualifications and their usage” has been confirmed
Knowledge management and institutional approach: A practice on public and private archieves and knowledge centers in Çorlu
Nowadays, the increasing importance of knowledge and its effects to the
processes of business and life, with its components, dynamics and characteristics;
information society, epistemology and comparative appreciation of the disciplines based on it, knowledge management and its processes are the main subjects of this thesis.
As it is impossible to abstract the knowledge from the technology in the new
economy, with the stress of industry, being the impulsive force; it is put forward the
necessity of cooperation between university and industry focusing on research, improvement and innovation, as passing through from labor based structure to knowledge based one, they should improve their capacity and competition.
As a context of incorporating organizational learning and learning through the
life to this process, to get maximum output from the knowledge management process,
libraries as the most important knowledge centers, must be reconstructed in order to match the needs of information age.
Perceiving and applying of information management in Çorlu scale, the personal
and institutional approaches were determined and the situations and problems of
information and document centers were also scrutinized. While the problems and
solutions of Turkey’s transformation process to the information society were evaluated,
at the same time it was tried to determine the factors and components to contribute to
