    Digital reference services: METU library case

    Due to the rapid development in the internet, computer, information and communication related technologies, an ever increasing number of users has been trying to reach the information via electronic media. These developments result in the exploit of online reference services in today's libraries. The application areas and the user number and profile of the electronic user services, including e-mail, chat, video conference and etc., have been increasing on a daily basis. In Turkey, university libraries have been adapted themselves to give online reference services especially during the recent years. The aim of this study is to develop novel ideas to improve the quality of the online reference services given in METU Library after evaluating the current state of these services in the library. The research hypothesis are: 1. A huge percentage of the library users in METU do not aware of the ask the librarian electronic user service that has already been given in the library. 2. Since the chat services decrease the respond time to the user questions, the chat services may enhance both the number of users and their usage of online reference services. 3. In METU Library, the current infrastructure for the online reference services do not suitable for providing a wide range of online applications and extensive user practice. In this research, the detailed analysis of the pools, carried by the author among the library users in METU, proved the above hypothesis. These pools show that a huge number of library users do not know whether they can ask library related questions online or not. The pools also shows that chat service has a great potential to improve the quality of the online reference services. Finally, the research shows that the library infrastructure has to be improved to prepare METU Library to the 21st Century's online library consepts

    The analysis of the use of the Turkish Military Academy Library collection: A collection development proposal

    It is virtually impossible for a library to collect every kind of information since that exists and to make it available. Therefore, information center while acquiring data resources, have to use their limited financial resources appropriately in order to provide their users' needs as much as possible. While developing the most suitable collection for the users, the most important prerequisite is to know and identify the needs of its users and the system that is maintained in the information center. This is a result of a collection development policy that will be adopted by the information center. The basic aim of this study is to form a collection development policy concerning the Turkish Military Academy through the data obtained by analysing the collection use in the abovementioned Academy, by defining the library environment and its users, by analysing the problems which stems from the absence of any collection development policy. The basic hypothesis of this study has been identified as " The absence of a collection development policy in the Turkish Military Academy has a negative effect on collection development and the use. The research has made it clear that 37,70 per cent of the Turkish Military Academy Library collection is never being used; the collection is to a great extent made of donation the circulation of which is low; 85,97 per cent of the existing books in the library are 2000 or pre-2000; and an immediate weeding process is required and this weeding process should be done on a regular basis's; recently acquired books are being circulated at high percentage in comparison to the circulation of the dated books. Besides, it is concluded that there is no correlation between the circulation and the language in books are written. As a conclusion all our hypothesis are proved

    Measuring the service quality of the Middle East Technical University Library

    As with service-based business enterprises, determining the quality of service provided by libraries is dependent on the discovery of reliable data. In modern libraries, the ability to accurately measure and evaluate quality service to users holds a significant place in determining the value of library service to users and provides a key to appraising performance and productivity. The ability to analyze performance is one of the most important factors in the successful performance of their duties for university libraries. The quality level of the various services provided by university libraries of our country cannot be defined numerically; on the contrary, libraries have usually relied on the traditional means of analysis, making judgements based on generalized observation or common opinion. In university libraries measuring quality levels of user-focused services is a core problem. The hypothesis of this research has been stated as "The quality of the services provided by METU Library can be measured and re-organized according to the dimensions of library service quality which affect service, access to information, library as place and personal control". In this thesis, the LibQUAL+T service quality measurement tool has been applied as the scale of user-focused service quality and the quality of service at the METU Library has been measured. Determining the findings and evaluating them against those found in the literature provide the results of this research

    Impacts of watching television and computer using on student's (children's) reading habits

    Reading habits contribute both to the cognitive and social developments of individuals in so many aspects. This function of the reading habit continues in the rapid social changing process of today's world. However, children's habits of television watching and computer using have been recently seen to affect their reading habits. Therefore, defining the positive or negative impacts of television and computers on children and finding solutions carries significant importance. The aim of this study is to determine the influences of the television watching and computer using on children's reading habits. In order to find out the influences, a survey was performed of all 5th grade students at Bilkent Private Primary School and Çankaya Public Primary located within Ankara Büyükşehir Municipality borders. The questionaire was applied to 222 students in these two schools. "The thesis claims that 5th grade students who are in higher socioeconomic status find computers and television more enjoyable leisure than reading books and the time they spend on their influences reading habits preferences". As a result of the study, it is clear that students prefer to play on computers and watch television in their leisure time to reading books. There is an inverse proportion apparent between the time spent using computers and watching television and the time spent on reading. There were not any differences between private and public elementary school students in terms of their attitudes regarding these issues

    This study examines the possibilities of describing the archival metarials in Ottoman archives. The study concentrates on the MARC AMC format and MAD standarts and their application to the archival metarials housed in the Archive of the Topkapi Palace Museum. The examples are taken from the published catalogues of the Archive of the Topkapi Palace Museum. However, the details given in the published catalogues were insufficient to fully describe the materials according to MARC AMC format. Same materials were also applied to MAD standarts and were found relatively more sufficient

    Scientific publication policy of Turkey: A bibliometric approach based on citation indexes

    One of the serious evidences proving the success of a country’s science policy is the scientific publications produced by its scientists. Countries must develop healthy publication policies if they want to secure a future. It appears that the assessments which may serve as sources for the development of such policies are insufficient, since they emphasize the quantity rather than quality (the quality of the journal, number of citations received, a patent as the outcome) and disregard differences between the disciplines. This has a negative effect on Turkey’s international scientific publication production and its international development. The efficiency of scientific publications is usually evaluated through bibliometric studies. Citation indexes serve as the source of data for bibliometric research. This study examines the bibliometric characteristics of Turkey addressed publications and provides qualitative evaluations. In this respect, it makes use of several assessment tools such as, “the impact factor” regarding scientific journals, “the h-index” used for the assessment of scientists and the “relative citation impact” used for the comparison of countries. Turkey showed one of the sharpest increases in the number of publications in citation indexes. Academia’s insistence on the significance of publications in citation indexes played a major role in this increase. Another reason for the increase in the number of publications can be attributed to the promotions provided by The Scientific and Technological Research Council of Turkey (TÜBİTAK). It appears that only a few Turkey addressed articles were published in journals with high impact factors. The evaluations of Turkey based journals in citation indexes indicate that they are among the journals with comparatively low impact factors. The most frequent publications come from the fields of physics and chemistry along with medical fields in Turkey. It is anticipated in this study that the increase in the number of Turkey addressed publications in citation indexes will continue. However, this increase is not likely to reach the level of the scientifically advanced countries unless sufficient investment is made in the science and technology system. This study proves the hypothesis that the concept of scientific publication productivity, which forms a significant dimension of our national science and technology policy, is perceived and evaluated in a way that foregrounds quantity rather than quality

    Public relations at university libraries and Başkent University Library

    Public Relations at University Libraries and Başkent University Library, MA, Ankara, 2006. Public relations, is the sum of all activities of an institution to gain in a permanent way of the trust, sympathy and support of target mass. The objective of the public relations department in the libraries is to make people having positive opinions on the library. Determining the situation of the public relations effort at the university library and creating the solutions for the problems and developing the public relations work are very important. This work aims to clarify the opinions of the Başkent University Library users towards public relations of the library. The work is conducted on academic staff and students of the Başkent University, who are the users of library. Therefore, 200 people were interviewed. The hypotheses of the work; "physical insufficiency, lack of information that is demanded by the users, insufficient information about the library, ineffective use of the public relations tools, consequently, public relations work in the BU Library are not effective". In the work, there are also personal observations about the activities of the Başkent University Library on public relations. At the end of the work, it is seen that the public relations activities of the Başkent University Library are partially sufficient

    The Web based graduate education: A proposed application platform for Hacettepe University Department of Information Management

    As knowledge acquires economic value, the social structure is forced to change, and concepts and institutions are reshaped through questioning. Social transformation goes hand in hand with a desire of individuals to update themselves and to live a process of constant learning as much as possible. In time and with the restructuring of the departments of library science, their names have been changed to "Information Management," their curricula have been revised, and alternative educational platforms have started to be discussed. In the departments of Information Management, web based education constitutes one of the educational platforms to be utilized, especially at the level of graduate study. This platform also provides a structure for the students which enables them gather to information and build skills on evaluation and interpretation of personal studies at graduate level. This study aims to answer the question "How can a web based MA and Ph.D. application platform be developed for the graduates of the departments of Information Management?" By analyzing the present conditions in the world and Turkey and under the light of the examples, this study develops a application platform for MA and Ph.D. study for Hacettepe University, Department of Information Management. This study provides the definition of distance learning, its scope, history and models, and the components of the web based education. It also builds relations between web based education and departments of Information Management, and gives information about their programs. This study also presents the structure of the platform developed and emphasizes features of the modules and makes some suggestions for building a similar structure in our country

    Standardization of information services in medical services and applications in Turkey

All important international and national standards and rules which regulate these kinds of services and applications are being investigated. International standards and national standards are compared with a categorization according to standard developing organizations (SDOs), standardtypes and related services. The international standards which have been defined or applied in Turkey are being studied to find out integration level of Turkey with international standards. The lack of integration of Turkey with international standards is determined for all indicated fields. Necessary actions which should be taken for increasing integration are indicated as conclusion

    Records management in small and medium sized enterprises

    Today information has become the most powerful thing for the economy. Globalization has become a reality and competiton is more dynamic. Therefore, companies that in a competitive world, need to use information more effectively. Therefore information critical for the management and growth of busines value. To use information effectively companies are increasingly using information systems that enable the collection and dissemination of data and information. Records management in companies, important part of information systems. To effective and sistematic practice of records management, companies must pay attention to life cycle of records. In this research, Small and Medium Enterprises (SME) that work in Ankara in which employ between 50 and 99 employees, have been investigated according to company age, sector and records management studies in their companies. The aim of research is to determine records management studies in SME’s that work in Ankara. Research method is based on survey method and data gathered by literature review and questionnaire. In order to collect data, a questionnaire which contains 29 questions was sent to the companies working Ankara. The hypothesis stated as ""SME’s working in Ankara while execution of records management studies do not pay required attention. Therefore SME’s in Ankara doing inconsistent execution records management studies in their companies. As a result, it is clear that while records management studies in SME’s in Ankara do not pay attention to life cycle of records. To overcome for this situation some suggestions have been asserted
