Information management in multinational companies
Information, which has started with the human being, named the present era with the developments it had brought up. On the other side, multinational companies had been started with the geographical explorations and reached to its modern structure along with continuous changes. Today, the goods and services, which have been produced oncustomer demand, can be presented to consumer all around the world, by exceeding the geographical boundaries trough multinational companies. Throughout this process, the most important factor is the possibility of exchanging information, which was made possible by the developments in information technologies. Consequently, the information is continuously being changed among people and organizations, to result in increase in economic and cultural relations, thus brings up the requirement for information management and managers. This study can be assessed as continuation on information managementstudies. The study which generally covers information management and specifically mentions on the information management in multinational companies, has data on implementations in multinational companies and, the evaluation of multi-nationalization process in HQ 3rd Corps basedon the observations; aims to be helpful and contributive for further studies
International standards for description of electronic record
This thesis contains reqirements of production of necessary archival
description as international standards for description of archival material and analysis of international archival standards produced. So in Turkey requirement of initiating of those standards activities is emphasized. In addition standards which before electronic material produced were formed are analyzed. The kinds of metadata as a data about information-records is mentioned. Some concepts which are about electronic record are mentioned. However thesis content focuses on description standards for archival material means core of thesis is description standards for electronic records and information on electronical environment. In addition concepts of crosswalk and interoperabilty as infrastructure works about using of description standards in international area are mentioned. In conclusion of thesis, which kinds of activities will be required for applying of standard activities can be made enable in Turkey
The bibliometric analysis of journal usage data and its use in collection management
One of the most important functions of libraries is to develop and manage an effective collection that best meets the information needs of its users. With the introduction of electronic resources, collection development and management policies have become much more complex and interesting. Using the survey method, more than 30 million journal articles that were used at the National Academic Network and Information Center (ULAKBİM) and downloaded by the users of the consortium members (universities) from ScienceDirect, SpringerLink, Wiley InterScience and EBSCOHost databases between 2000 and 2007, were evaluated. Journal articles used were analyzed by means of bibliometric laws and the core journals were identified. The Urquhart Law, which “specifies that the supralibrary use of scientific and technical (sci/tech) journals is positively correlated with the number of libraries holding these journals in a system and therefore is a measure of their aggregate use within the library system, including their intralibrary use at the individual libraries of the system”, was tested for the first time in this study for the consortial use of electronic journals.
One third of articles used were satisfied by the core journals that constitute some 1.4% and 5% of all journals. Distributions of used articles to journals do not conform to the Bradford and Price Laws and the 80/20 Rule. No correlation was observed between the frequencies of use of core journals and a) their impact factors; b) total number of citations they received; and c) their half-lives. There was a positive correlation between the half-lives of core journals calculated by the frequencies of use of journals and the frequencies of citations they received. Almost all the core journals that satisfied the in-house needs of ULAKBİM users and those that did the document delivery requests were common. Current articles were used more often. There is a positive correlation between the frequencies of use of journals within the ScienceDirect, SpringerLink and Wiley InterScience databases by the consortium members and ULAKBİM users. Journals that are used frequently at ULAKBİM were also used more often by the library members of the consortium.
Based on eight years’ of use data of ULAKBİM and the university libraries making up the consortium, findings of this study should be used in collection development and management. Frequently used core journals should be retained while rarely used or never used journals should be excluded from the collection. Findings should be used to negotiate better consortial license agreements. The use data should be analyzed in more detail by taking into account the characteristics of universities such as their size and curricula
The impact of information technologies on the information seeking behavior of academic engineers: Bilkent University model
The changes of information technologies change the scientific information environment, and diversify the information channels, sources and services in an electronic environment. These technologies, also change the roles of the academic libraries in scientific communication and direct these libraries' services to the electronic environment. Due to these technologies, the information system which is affected, change information needs and information seeking behavior of library users. While academic libraries are serving to their engineering users, who needs technical and scientific information, they intend to make their services more closer to their users. in spite of that, the importance of following the changes on the information technologies and the changes of the information seeking behavior of engineers are getting important for academic libraries. in this study's coverage, the importance of information technologies on the information seeking and using behaviors of academic engineers is investigated. Because of this, it is evaluated that the types of using of information channels, information sources, formal and informal communication types, also using of the academic libraries of academic engineers at Bilkent University while gathering their information needs by using the whole advantages of information technologies. The problem of our study is being determined like that: ""Due to the changes of the information technologies, the environment, in which the information exists, tends to the electronic format, so it changes the roles of the university libraries in the scientific communication. These changes need to be investigated as user centered and the library services need to be evaluated according to the results.""
IV The hypothesis of our study which is determined according to the problem is that: ""Due to the infonnation technologies, academic engineers' - Information retrieval habits, - Types of the communications among their colleagues, - Preferences of the infonnation sources, - Ways of the infonnation retrieval, - Habits of the use of the university library, - Expectations of the library services which the university library serves is changing."" The survey method is used in the study. in this context, the questionnaire was sent to 267 academic engineers who work at the Bilkent University, and 249 (93,2 %) of them replied it. The results which we göt according to the data of the survey and the information in the literatüre is that: a Due to the information technologies, the information needs and the perceptions of information sources of engineers are changing. n The way of information seeking and searching of engineers turn to the electronic environment, the internet is used much in their daily lives. Also, search engines are used as a main information gathering tool. n The communication ways of engineers are changing. n Engineers prefer to use the university via the library web site, also the information sources they choose are on the library web site. n Engineers have some expectations from the university library on the library's electronic services. Above mentioned hypothesis is approved according to the result of the research

At the present time information is one of the most important components of management. Technological advancements, while accelerating the business tasks, also caused the information to increase by amount rapidly. Usage of the information on time and efficiently has become as important as the information itself. Humane values like Education, Experience, social responsibility and motivation has become more obvious for the information workers. Office rooms, that meant paperwork for many people are now seen as information management units. Business units that mainly focuses on producing, using and storing information has been investigated for everyday problems. Appropriate counter measures that could help resolving these problems has been investigated under scientific fundamentals
The history of Ottoman urban's archives resources: Example of İzmit
The paper is a preliminary study on the urban history of Izmit. Concentrating on the
Izmit case, it aims to provide an initial attempt for the chronological and analytical analysis of the archival sources related the Ottoman urban history.
The Thesis has been divided into four sections, in accordance with the transformation
observed in the administrative and economic structures of the Ottoman Empire and different
kinds of archival materials produced by different administrative offices, namely “Defterhane”
(Office of Registry of Land of Catastro), ”Bab-ı Defteri” (Ministry of Finance), “Maliye Nezareti” (Ministry of Finance) and register books (defters) belonging to the other administrative departments. In this study, eighteen register serials produced by the above departments of the Ottoman administrative structure had been determined and a detailed
chronological and analytical information on 273 books that include Izmit has been provided.
Apart from giving the date, the pages of the register books (defter) prevalent to Izmit, the transcription of the headings of each book has also been written down in this study. We also attempted to explain some of the special terminology used in these records
Cooperation between economics libraries: A model proposal for national e-library
Internet’s impact on daily life, rapid increase on the amount and variety of information
sources urge libraries/information and record managnemet centers act together and
cooperate for collection development purposes. In particular, periodicals and databases
which constitutes considerable amount of libraries’ budgets became important component of library collections but their updating costs add significant burdens on the limited budgets of libraries. In order to overcome this problem, libraries which have similar collections are looking for cooperation opportunities and try to give their users possible best service pushing the limits of their limited budgets.
This study aims to determine the current situations of business libraries in Ankara and
try to answer the question of if there is a overlap in the subscriptions of periodicals and
databases in their collections which requires cooperation among these business libraries.
In this regard, 13 business libraries were picked up and their preiodical and database list
between 2000-2006 were examined and overlapping publications were determined.
Also, an on-line national business library model was recommended in term of modern
library services.
The hypotheses of the study;
Main hypothesis:
“The different budget, collection, personnel, and organizational structures of business
libraries/information and record management centers and their parent institutions in
Ankara obstructs having a cooperation for shared collection development for periodicals
and joint retrieval of records.”
Sub-hypotheses:
“Lack of professional personnel, organizational policies of fulfilling information needs
of staff, and user centred structure for their own patrons are one of the main reasons
inhibiting to have cooperation among these libraries as well as continuity of this kind of
collaboration.”
“In terms of determining collection content and development, each institution acts
independently according to their staff’s preferences and focuses on sub-categories of
business discipline in their collections. Consequently, this reduces subscription of
shared titles and impedes cooperation among institutions for collection development.”
“The limited size of the collections and having a small number of periodicals
subscription decrease the amount of similar publications or periodicals titles and prevent
from establishing cooperation for collection development.”
“Although there is a need for a union catalogue for periodicals in business libraries, the
lack of the cooperation among these institutions obstruct having this type of product.”
Above mentioned hypothesies are approved according to the result of the research
Professional university librarians towards European Union
Today, information has become the most powerful and economical value. As a result of this, the importance of universities, which have produced and distributed scientific knowledge for ages, has increased. The best example for this is being seen in higher education activities of European Union's member and candidate countries, whose aim is to reach "a United Europe". Universities, which support scientific research and education, without doubt, are essential part of university system. In order to meet this responsibility completely, they are largely depend on qualified manpower who work in their libraries. In this research, librarians who work in university libraries in Ankara, have been investigated according to their demographic frequences, professional attidutes, and their oppinions for different professional topics. The aim of the research is to determine professional profile of university librarians. The research is based on survey method and data gathered by literature review and questionnaire. In order to collect data, a questionnaire was sent to professional university librarians, working in the state and private universities in Ankara. The hypothesis stated as "professional profile of university librarians in Turkey is not developed enough to reflect their professional quality to their working places and responsibility areas." At the end of research the hypothesis has been proved. In conclusion, it is clear that librarians working in university libraries are unable to reflect their professional knowledge into their responsibility areas. To overcome for this situation some suggestions have been asserted
Electronical record and model of document management for ISAM archives
The most important first step of the process of research and development is to enable reaching information by doing research. Traditional research methods that are done by scanning sources at center of informatin and record changed because of developing information, informatics and internet technologies.
One of these changes is the service of presenting information and record in an electronical environment to researchers. At this direction in our woik we defended the thesis that a similar kind of system can be set up in ISAM and can serve to researchers.
So the aim of our work is to carry out the management model of electronical record and document in ISAM
