    Organizational records and archival management practices: The example of Ministry of Development

    Records management has changed by e-government applications within the framework of information technology.In this regard, it is required to analyse national and international conditions to determine the problems and expectations to develope suitable systems for organizational and administrational needs. Within this scope, the context of the study is the electronic records management practices in the Ministry of Development Central Organization. In this context, questionnaire was sent to 804 clients at Central Organization in Ankara who have power to use electronic records management systems on July 2, 2012. The questionnaire application was completed on August 15, 2012 and turnout at the questionnaire was determined as 167. With the performed analysis, the systems KB-eb, AVBYS and KB-Tarama which are in the context of the electronic records management practices in Ministry of Development, were evaluated. As a result of the analysis, metada standardization about the records integration in the systems, missing data input, stuff training and the lack of legal regulations with the power of anction are the problems came into prominence. The negative and uncertain responses of survey participants are over 70 percent that is supports above result. Survey participants indicate that the reasons of these problems are that; the information systems being developed in different times within seperated infrustructural ideas, lack of integration studies, inefficiency of personal training and engaments on responsibilities of the stuff who input data th the system. The results of the analysis verified the hypothesis determined as "because the electronic record management systems that are used in Ministry of Development (KB-eb, AVBYS, KB-Tarama) built up in different times and seperated infrustructural ideas cause; using the different defination tags on same subjects thus decrease the efficiency of the retrieval, getting difficulties on use of the systems, emerging the problems of the awareness of the system usage and training issues.

    Retention periods in records management and examination of the Alternatifbank

    In this work I focused on preparing retention periods of Alternatifbank, explaining importance of records management and retention periods within the records management. Importance and phases of records management were explained, and then information about preparing retention periods was given. Thesis consists of five chapters. First chapter mentions about importance of records management in an association. Furthermore, it contains main duties, responsibilities, functions of records management, records inventory, archive studies. Besides tangible and intangible utilities of records management, Second chapter contains effects on staff of records management and the information arrival, controlling on circulation of records. The information of retention periods is given on third chapter. On the fourth chapter there are samples about retention periods of Alternatifbank. It was given place to appendix on the fifth chapter. Furthermore, The history, the mission, the vision, the organization chart, the units and functions of Alternatifbank, the archive procedure and the duty definitions of record managers are given on the fifth chapter

    Technological means of international communication and collaboration in archives administration: BBS'es (Bullletin board systems) and the internet

    Launching with the hypothesis that Internet technologies are widely used by archivists for both national and international communication and collaboration, this study has got a variety of aims in the form of : showing the ways archivists make use of Internet for consumption, for production and for communication and collaboration aims; among these, to study the use of mailing lists in detail, to find out and compile detailed information about current lists related to archives and records management and to analyze this information using quantitative methods; to develop web pages to open up and promote turkish archival world to the rest of the world, etc. The research methods used in this study are documentary analysis, quantitative analysis, and finally descriptive methods. Data gathering techniques, on the other hand, are IX documentary analysis, observations that span over a period of seven years, interviews via correspondence and questionnaire techniques. In this study, first a theoretical framework is drawn by studying collaboration efforts in archival world, fundamental concepts related to the Internet and the use of Internet for archival purposes. Then the use and importance of mailing lists with this aim is stressed. After the assesment of a need to serve the needs in Turkey and the steps involved in setting up such a system, a quantitative analysis of the 141 lists, compiled with this aim, that relate to archives and records management, is done and a content analysis of messages sent to the lists are attempted. The study closes with a chapter of conclusion and proposals, bibliography and appendices

    An analysis of registers of Üsküdar court records related with Üsküdar’s social and economic life

    Kadı registers, due to rich data and information they include, have been one of the important sources of first hand in the Ottoman history studies. Reflecting their era?s judicial, social and administrative structure in full detail, these books have become the sources to which the related specialists refer. In this study, 20 kadi registers of Uskudar Court have been examined. These books include the books between 37-57 which cover the years of H. 978-991, (A. C. 1570-1584). They include the judgements of the era?s kadis (hüccet) and the correspondences between the Ottoman State and Uskudar Court (berat, ferman, etc.). These 20 books compose of 4008 pages and of 15951 records. The study has started with reading of these records. Then every record has been classified under related headings. While doing this, the date, page number, judgement number and a short explanation of every record have been noted. After browsing of the the registers, the data collected have been evaluated, listed and then written down. All the judgements (hüccet) have been examined under the general headings of `private law? and ` public law?, and their subtitles. Furthermore all the data have been demonstrated in the graphics according to the years they belong. In this thesis, the characteristics of the judgements have been presented under related headings. These characteristics given have been exemplified with related judgements. The originals of these examples are showed in the `appendixes? part of the study. In the foreword, the importance of the kadi registers for the social sciences have been mentioned; and in the introduction part, the history of the Üsküdar Court, the jobs of the kadis, the dipomatic aspects of the judgements (hüccet) and the pecularities of the books studied have been tried to be given

    We live in a world that needs to dominate Information and Knowledge Management and where information is also fastly produced, shared and used. Information as a term indicates power. However, information which was seen as power in terms of prestige in ancient times, is now regarded as synonymous with terms such as economics and inflation and is viewed as an asset in terms of capital. In today's society another term which is as important as information is time; something which we cannot get back or retrospectively save. Obtaining and using information in a timely manner has been made possible by actively using the endless technological advances available. For this reason, societies are obliged to live in harmony with Information Technologies. Information Technologies and its systems have an unrivalled place in terms of producing information effectively. Today information is viewed as economical in its own right and is accepted as a discipline. When we think about the time saving, low cost aspect, increase in productivity through technology which one could argue has resulted in more satisfaction, better life quality and ecological benefits such as less paper usage, it is difficult to doubt the advantages of Information Technology. Turkish studies outlining such developments have been plentiful. The most important example of these studies is e-Government applications. The implementation of e-Government applications has abolished unnecessary tiers of bureaucracy between the state and its citizen and is regarded as critical in order to increase productivity and effectiveness in contemporary society. In this day and age many governments aim to provide more effective, faster and more transparent services to their citizens. Turkey, like other countries, also aims to be able to offer an enhanced, safer, faster and low-cost service to its citizens within the context of e-Government applications and to therefore reduce bureaucracy accordingly. The electronic environment is used as an effective tool in order to fulfil this aim. This study aims to analyse the status of e-government application results and Electronic Document Management Systems which will be used in this context from the perspective of the field of information and records management

    Interdisciplinary relationship between library science and translation studies

    In this study the purpose of the interdisciplinary research is to disclose how the perpetual relationship and interaction between the library science and translation studies have triggered the generation of information through translations; therefore, first the conceptual and historical development of both disciplines have been studied, next the study has oriented towards the study of historical contribution of translations to the scientific tradition of target culture, especially from Ottoman times to the foundation of Turkish Republic. In the last part, in consideration for the maintenance of constructive interaction and relation in the past, an interdisciplinary descriptive study has been launched both to set an exemplary model to other disciplines in a contemporary way, and to bridge the theoretical gap after ages of cooperation and experience in the field of application. The historical research is based on a retrospective method, whereas a prospective approach has been adopted in the last part related with the descriptive study. Therefore, translations of books in the field of Library Science, or the translated articles in the most leading journals as TKDB/ TK and KD, from 1923 to 2000 have been analyzed on the basis of the target-oriented theory of Translation Studies. In the second part translations from the above-mentioned journals cited in the original works from 1 980 to 2000 have been evaluated by "Bibliometric Citation Analysis" to consolidate the findings with numerical data. As a result, it is concluded that translations have been considered as a secondary source of reference in original works, although the foreign sources of information have played an active and direct role in the production of original works, and have had a share in the formation of target culture as seen in the historical research
