Afghan university library evaluation i̇n terms of the organization of i̇nformation
Development and widespread of the informatıon and communication technology has led to the increasing and progressing of the information resources and has enforced different and effective methods intended to storing and quickly retrieval of knowledge. İn this direction the arrangement of information in correct and smooth form has facilitated andaccelerated accessing it in local, national, regional, and international level. İn this research as well as defining of the organization of information, particularly definition, purpose, functions, history and developments of cataloging in international level, also has studied Afghanistan's status and According to him the necessity of cataloging education in the country has described. İn The third part of the study, organization method of the information resources was evaluated which found in the collection of the selected Afghan university libraries. As examples selected bibliographic records from the libraries in different subjects and type of material, measured by international standards, in the result situated errors and missings has set and explained. Additionally a 16 questions consisting description survey has been applied in this study and in the light of the views taken from participants Afganistan unıversity library staff and management positions professional status, performances, service level and quality of the libraries, meet the user's information needs of both quantitative and qualitative, Considering the needs of today, lack off sufficient up to date resources, access status and whether it has been determined in accordance with international standards in the organization of information
Social media policies in university libraries
Social media which is particularly used for promoting and marketing library services, brings about many opportunities as well as threats.University libraries have started to create and use social media policies that can guide them to manage social media accounts safely and to provide an effective communication between users and librarians.This study aims to determine whether the university libraries using social media has been consulting a guide, while operating, managing and controlling social media accounts.In this context a survey has been conducted upon 90 university libraries that use social media where 67 of them have been actual participants. Only 5 of these libraries were using a social media policy created for their own library. While 10 of them were using a social media policy created for their university, 44 of them didn't have any guide related to social media usage. It was also examined whether librarians working in the university libraries that use social media have been aware of social media presence of their libraries and whether they need to have a guide document like social media policy. It can be said that librarians are mostly aware of the social media presence of the library, however some of them were hesitating about how they should act when they encounter a problematic content. Additionally, most of the participants believe that a guide document like social media policy should be used by libraries. With regard to this, a social media policy for Turkish university libraries is proposed in this study
Modeling the business process in acquisition department of a university library: The case study at Ankara University Central Li̇brary
In this study business processes realized in acquisition departments of unit of university libraries is modeled processes using a business process modeling method called UML. The Analysis guiding this study is carried out at Ankara University Library and Documentation Department. Results of the study shows that business process modeling can empower communication between stakeholders, this communication may lead to emergence of user-oriented systems and applications, business processes carried out in the library units can be modeled and modeling it is easy to see the processes that do not provide added value to the current processes. Business process modeling which is a blueprint a plan of the real world provides identification and visualization of business processes. In this context, business process models which are created by the UML, helps to understand internal / external user needs and help to create a user-oriented structures that will strengthen the communication between stakeholders and will enable the development of effective information systems
Algerian administrative, economic and social framework according to the ahkam registers in the XVI century
This thesis focuses on the judicial verdicts according to the analysis of the classified Archive found in the Ottoman Prime Ministry in the XVI century, which includes Algerian administrative, economic and social framework. In that aim my target is to create an inventory of the documents and notes which is found in the Archive of the Ottoman Ministry and also to try a bibliography probation about Algeria. The transcripts of the notes and the evaluation of all the notes from the point of the view of the Algerian history also is a main part of this thesis. The majority of the research concerns Algeria was only work from Muhimme Register. In this thesis, by my thesis supervisor Asos. Dr. Rıfat GUNALAN's supervision, the capacity of the thesis enlarged to Financial Judicial Verdicts, Tahvil Registration, Ruus and Muhimme Registry, thus XVI century Algerian Administration, Military Finance have been considered. Continue this, from the Ottoman Ministry Archive collection Dıvan-ı Humayun under the number 989, the different registers around the 1520-1600 history gap were combed and 8 Finacial Verdict Registries, 23 Muhimme Registries and 99 Nişan (Tahvil) Registry/Registry Part and Ruus Registries were examined. While examination and comb, the salutation parts of the provisions were taken into account, the following phrases as "Cezâyir beylerbeyisine", "Cezâyir-i Garb beylerbeyisine", "Kapudan paşaya", "Cezâyir beylerbeyliklerinde vâki olan kadılara" with the Cezâyir-i Garb provision inside were assessed. Having "Bir Sûreti Cezâyir-i Garb beylerbeyisine" endings and etc. expressions written to other regions were also examined
Judicial organization in Anatolia according to Anatolia Kazaskerlik 6/1 numbered Ruznamçe Register
Ottoman Empire made effort to ensure necessary mechanism in commanding lands for keeping on of administrative system stably during centuries. Therefore, Ottoman took care to be recorded politics followed and all of the activities which were implemented. Kazasker registers which include qadi assignments are sources that show us how system of provincial administration run in Ottoman Empire. Qadi is a branch of Ottoman judicial organization in the provinces. Kazasker registers give us noteworthy informations about system of qadi. Information about formation, practice, reforms which materialized in periods of system and attendants are available in ruznamçe registers. Lots of studies were done about Kazasker registers until now are available. The aim of the studies has been to examine through ruznamce kazasker accident management in the Ottoman Empire. This study also purposes to examine situation of qadi instution in Ottoman Empire via a Ruznamçe register. Ruznamçe which was used in the study is Anatolia Kazaskerlik 6/1 Numbered Ruznamçe Register belongs to Archives of Şer'iyye Records at Mufti of Istanbul. In the study, transcription of the Register was done and it was given place to evaluation of the content of the Register. Furthermore, informations about qadies of the period and qadi system were revealed
A comparative analysis of Turkish biography resources used in cataloging of manuscript works in terms of right detection of author names
Information generated from the first ages of mankind and the information age in which we live is a fact that there is intense interaction. The changes experienced in many different areas, led to a rise exponentially knowledge and reaching the information has become a major problem for this increase. There are some problems for reaching the manuscripts that have survived till today as well. This problem in the early works of the author who penned the names right and comes in a standard way can not be identified. The aim of the thesis was to develop a model to bring a solution to the problem to identify the author's name in manuscripts. The source of the biography penned in the Ottoman Turkish government author of the Ottoman and the Sicill-i Osmani two biographies source are the selected and biographies source content analyzes were performed. The authors located in this biography source as well as the works they wrote father's name, mother's name, grandfather's name, date of birth, date of death, place of birth, place of death, the professional and religious information taking into account paired with each other and common names on both sources revealed. With this method, the whole biography corpus are get record and by comparing with each other when co-authors are determined, It is seen how the same person is named at different source and considering the sources from the namings it will be possible to make a standard catalog for name of the author

Despite the fact that the history of library automation goes as far back as 1960's, the automation of periodicals is comparatively a recent development. The alow development in this aspect has accelerated since early 1980's. At present, activites relating to the automation of periodicals are planned and carried out in the university libraries in Ankara. This study undertakes the analyses of automating periodicals which is claim to be the most difficult modul process of library work, The study also inquires into the characteristics of existing automated systems for periodicals. At the end of this study we have come to the conclusion that the university libraries in Ankara are not capable of neither developing local automated system nor adapting a system for local use nor joining to the library cooperatives. This is largely due to the quality of personnel working in these libraries and the extent of financial support received by these libraries. There fore microcomputer bused turnkey system, possessing hybrid structure, would be the most logical features of the system for these libraries automating procedures for periodicals
The condition of the reading readiness of the kindergarten children at a different socio-economic level
In order for children to become ready to study in the pre-schooling period they have to reach the level of physical and. mental maturity required by education. In reaching this level, the child's relation with books has an important role. Reading books to children in this period is a significant factor in the child's mental development and readiness for reading. However, children's readiness for reading varies: This variation is affected by the socio-economic structures of families as well as the children's individual differences. The results of this study which was conducted in two kindergardens representing two different socio-economic levels to prove that socio-economic levels of families and the child's relation with books affect his/her readiness for reading confirmed the influences of socio-economic status on readiness for reading
Information services in Turkey at the period of integration into European Union
The importance of information services has been increasing due to the investment made by EU in economic, social and cultural infrastructure. The works aimed to build common ground between the members of EU are also demanding better organisation of information services in candidate countries. Turkey has been working on becoming a member of EU and revising its economic, social, political and legal infrastructure according to EU's expectations since 1959. Consequently, EU's expectations and attitude towards information policy has also been well understood and Turkey has to restructure its information policy as well as the others. This particular study aims to identify the requirements and contribute the restructuring efforts of information policy by examining EU's expectations and present situation in Turkey. EU's attitude towards information services, resolutions, action plans, framework programs, guides to legal issues, etc. are examined in the study. The research problem formulated as; "Is Turkey ready to integrate into EU in terms of information policies and services?" it was hypothesized that "Turkey is ready integrate into EU according to the its mitten development plans which provide basis for governmental intention and implementation, but the governments have been insufficient to realize the written intention". The 'survey method' has been used in this study. The approaches determined through information services are taken into consideration and their application dimensions are evaluated for their harmonization with the European Union. As a result of the study, the tested hypothesis is proved as a state of the art, and a road map which include suggestions for legal issues (such as making the laws V of Information Centers and Services, right to information. information professionals, Public Library Law, and revision of Legal Deposit Act. National Library Law, General Auditing Law and Inventory Instruction) for integration into E U are provided at the end of the thesis
