Information literacy and university libraries: Parts of an information literacy plan

The adequacy of the Cinegy program which is used in television archives in terms of archival applications
In this study, an evaluation of the application programs which are used in television archives is conducted, while assessing the current state the archives are in. The methods which are used throughout the study are qualitative research, observation, interviews and document analysis. Terms such as media, television, news are explained and the state of the archives in the age of information is investigated. The administrative structure of the television archives within the institutions they belong to, and the relationship between them and RTUK (Radyo ve Televizyon Üst Kurulu - The Radio and Television Supreme Council) are exhibited. Topics of information management and accessing information are evaluated in the domain of television archives. Some terms related to the digital images are explained while activities of the archives in the digital world are examined. Cinegy Workflow application program with its archival dimension and the adequacy of the application programs which are used in the television archives are examined. Finally, it is concluded that for television archives to carry out a successful service presentation, it is necessary to work with an application program that is well-designed
Information access to Turkish medical literature
Increasing amount of information has brought about agenda problems on the storage and access of information. The studying on the information access, has begun at the health science area because of the rapid and updated information needs and the majority of the publications in this area. At the end of the eighteenth century, growth of the scientific literature proved that the librariers are insufficient to access information itself. As a result, the earlier studies of medical literature in 1987s has begun at the Library of the Surgeon Genaral's Office which is called now as National Library of Medicine in the United States. However, the bibliographic sources were in puslished form at the begining of indexing studies, the computerized bibliographic databases has been developed in the mid 1960's. Unfortunately, it is too late to keep up with those studies for our country. Although the lack of a national medical index, the medical literature is still increasing rapidly and without any bibliographic control in Turkey. Medical scientists have to spend great effort to access the Turkish medical literature. So that reason, we established our studies on to verify "a national bibliographic information sources would enable the researchers of Hacettepe University, Faculty of Medicine to access bibliographic information of publications in their fields in a short time and comprehensive way" as our research hypothesis. In our study, it was researched that whether a scientist is in need of Turkish medical literature or not. If they do, how they access such literature and if they don't what the reasons are. The effect of bibliographic sources on this subject is also analyzed. We have applied a questionnaire that was formed of 1 1 questions to 157 researchers in Hacettepe University, Faculty of Medicine. According to our findings the majority of those researchers believe that it is beneficial to follow the Turkish medical literature. 95% of those, who follow the literature think that they don't access the whole bibliographic information. 86.8% of the others do not follow the Turkish medical literature because of the lack of such bibliographic sources which enables to access bibliographic information of publications easily and quickly. IV General findings stress that the construction of a national medical index for the Turkish medical literature, would enable the researchers a comprehensive and quick access to information. Also it would increase the percentage of reading the literature as well. The main proposal in that respect is that most related individuals and institutions should come together, organize a team which consists of experts and gather their studies which are insufficient and disorganized, and optimize their effort and time. It is known a fact that all kinds of information sources rapidly increase in the world. It requires to have some skills acquired in order to find use the necessary information among resources increasing with such speed. The aim of this study is not only to underline the necessity of user training program of special libraries but also is to develop an exemplary user training program to special libraries in Turkey. This study undertakes the analysis of six special libraries in Ankara. In order to get the necessary information on the characteristics of these libraries and their users the questionnaire have been applied at two steps. The results of the questionnaire have revealed that systematical training programs are not given in these libraries, that librarians expects request from users, that users are not familiar with the library resources and that they can not use the sources sufficiently. Furthermore, all the users state that they believe the user's training will be useful. So what we have proposed at the beginning of our study that the users of special libraries in Turkey should be subjected to the user training program, has been verified
Comparative content analysis of library periodicals published in Turkey and Jordan
The education for librarianship in Jordan takes place through some courses organized by the Jordan Library Association. The aim of the study is to find out if this type of education is satisfactory and if there is any difference between the level attained by such courses and that of university-level education for librarianship. In order to find this out, our hypothesis has been that "The level and quality of articles published in Rissalat Al-Maktabat a Jordanian library journal are influenced negatively as university-level education for librarianship is not offered in Jordan". To prove our hypothesis, we performed a content analysis study on the articles published between 1985-1994 in Türk Kütüphaneciliği and Rissalat Al-Maktabatthe official journals of the Turkish Library Association and the Jordan Library Association, respectively. We analysed the articles published in both journals from the viewpoint of such variables as authorship and research strategies used in them. We found that more than half of the articles published in Türk Kütüphaneciliği were written by the faculty members of library schools and that they were more specific and explanatory. The majority of articles on the societal aspects of librarianship were written by the faculty as well. Meanwhile, the articles published in Rissalat Al-Maktaba were more general and written by the Jordan Library Association's members. Most articles appeared in both journals were written by the intermediaries' viewpoint. We concluded that offering' university-level education for librarianship in Jordan may have some positive impact upon the quality of library literature
Legal deposit activities since the beginning to present in Turkey
The legal deposit is a process of submitting a required number of copies from each recorded material to an officially identified institution by the publisher in order to enable their preservation for the use of future generations. The history of legal deposit in the developed countries goes as far back as 16th century. Whereas in Turkey this process started only in the mid 19th century, and the applications to this extent has been far from meeting the expressed requirements. Therefore, the aims of this study are to identify the major shortcomings of legal deposit applications and further more to provide guide lines and recommendations in order to reforming the process. In the lights of the above mentioned aims of the study, the problem of our research has been formulated as "what are the major factors that hindered the effective development of legal deposit in Turkey which is vitally important for the cultural life of the country?" As for the hypothesis that has been proved is "despite the fact of expressing the need for a new legal deposit act, every effort to this end has emphasised on the political instead of cultural dimensions". The historical method has been used in this study. The development of legal deposit activities since 1850's has been discussed and examined throughly. The finding of the research has proved our hypothesis. Finally a list of recommendations has been provided
Information access problems in Turkish press
The developments in the communication tools and the variations in the information resources have changed the expectations of the readers in recent years. Previously, the readers had been satisfied with the news that were obtained from a single source. However today they are expecting the journalists to add more content and comments to the news. Journalists need to retrieve the information and the resources to fulfil these expectations. This study has focused on the question of "do journalists access to the relevant information in their research for the news". Based on this question, the hypothesis is; "Journalists are unable to access to the required information in their research, since there is not any databases, which are organised appropriately in terms of their information seeking behaviour and needs of journalists, also which contain news from the national newspapers". As a result of this study, our hypothesis is proved. Moreover, designing a database is suggested as a solution of the identified problem. In our study survey method was used. Data have been collected through the analysis of literature, questionnaire and observation techniques. A questionnaire, which contains 33 questions, was designed and applied to the 68 journalists who have yellow press cards. These journalists are the Ankara representatives of the six national newspapers, which are Cumhuriyet, Hürriyet, Milliyet, Radikal, Sabah and Zaman. Interviews were also made with those journalists. Besides this, some observations were made as well from time to time. The results of the study showed that the journalists mainly benefit from professionals' knowledge related to the topic, their own collection and the information they find on the Internet. It is identified that the information about the news are among the basic research areas of the journalists. It is also examined that they emphasize the background information about the news. It is discovered that the journalists also need the news that had been published in the last 30 years. One of the main reason of the usage of documentation and information centers at the newspapers, news agencies and newspaper archives on the Internet by the journalists is to obtain background information and use news cuttings. On the other hand, it is realised that these requirements are not met by the documentation and information centres of the newspapers as well as the news agencies, and the past issues, which are archived on the Internet

Nowadays, while the problems of universal classification in librarianship and information sciences are increasing rapidly general classification schemes are still major means of bibliographic tools which can not be abondoned. Despite all the studres being made a more efficient method has not been found yet. As the universal control over the information and documentation potential is losed, the libraries' discontent with the general classification schemes, seems to be in a state of great expectations towards a classification scheme suitable for their specific needs. Among the general classification schemes, Dewey Decimal Classification scheme is the one most commonly used in Islamic countries. But it is almost entirely insufficient for the classification of Islamic literature. The Moslem countries are trying to solve their classification problem by the expansions and adaptations of the 297 Islamic scheme of D.D.G. Besides, the use of original Islamic schemes in order to solve the problem of classification would prevent international control over Islamic literature and the cooperation among various kinds of libraries as well as international information exchange. The Classificational Scheme of Islamic Religious Sciences, which is used in Turkey for the classification of Islamic literature, is far away from meeting the needs of the classification of both hand-written and printed Islamic works. Under such conditions, the most sufficient and practical solution for the classification of Turco-Islamic cultural works is to develop a new Islamic scheme which is able to unify the DDC, with Classification Scheme of Islamic Religious Sciences which is inspired by Dewey and is having been used for nearly 32 years in our libraries. In the light of this thought, the Scheme of Islam Religion and Islamic Sciences which is developed after some researches is prepared not only for the classifi cation needs of Turco-Islamic cultural works but also for Islamic works produced in other Moslem countries
An Analysis of information seeking strategies of Turkish internet search engines users: The arabul örneği
This study aims to review queries submitted to search engines to study the search strategies of users. Search queries submitted to Arabul, a Turkish search engine, for a period of two weeks were gathered through transaction logs and later analyzed. The transaction log file comprised 5077 search queries, along with their retrieval outputs, submitted by 1699 users at 2701 different sessions. The file also contained information about user IDs, search modes, URL addresses of sites or names of categories retrieved, and user platforms. Transaction logs were first analyzed quantitatively to find out information on search modes preferred by the users, the average duration of sessions, average number of queries per session, average number of search words used in the queries, the most frequently used words, the average number of viewed pages, the average number of links clicked per session, and the sequence of links. Quantitative data on the use of Boolean operators and other modifiers used in search queries was also obtained, along with spelling mistakes committed by the users. Then, search queries were analyzed qualitatively. Online search techniques employed by the search engine users were studied by examining if, and to what extent, they broadened, narrowed or modified their search queries, and used homonymous and synonymous search words. Theories of information seeking behavior were reviewed to identify various information search strategies used in online searching and to find out if such strategies were employed in the search queries submitted to Arabul. An online questionnaire was also administered to the users of Arabul search engine to find out, among others, users’ views on problems that they may have experienced during searches, and online search techniques they used. The data obtained through the questionnaire were compared and corroborated with that of transaction logs and the results were evaluated quantitatively and qualitatively. In conclusion, we found that the great majority of users are unable to express their information problems adequately. They use limited numbers of words in their search queries, and majority of them view only the first page of search results. They do not make use of Boolean operators and other modifiers. They do not seem to have enough knowledge of various online search techniques
