In the way of being information society the interaction between library and non governmental organization: The sample of Turkish Librarians Association (TKD)
In this study, in equation which is formed with information-information society civil society, the interaction between libraries and their civil extension Turkish Librarian Association(TLA) is searched into and also in context of the information society, the study is done to put forward the thing needed to be done by Turkish Librarian Association. In this research, the place of information in historical process, main dynamics of social structure and transitions forms, information economy which evolves according to information society fact and civil society's role in the process of globalization and Turkey's attitude towards these facts are mentioned. Turkish Librarian Association, which is the core of research, is analyzed and is link with civil society in context of information society. Methods used in research are analysis of documentary sources and description. In the study, while TLA, as a non governmental organization, is examined in aspects of its structure and activities, in context of information society the things needed to be done by TLA are mentioned. In the result of research, as a part of dynamics of information, TLA is need to be restructred and a model to do this is presented
Qualitative performance measurement of scientific and technical information
In todays developed world, many terms such as knowledge production, knowledge economy, information society are shaped under escalating importance of knowledge. Together with strategically increasing importance of information production, the worlds intensifying competition pushes nations to focus on the activities to measure performance of produced knowledge. International societies have allready developed scientific branches to measure performances of produced information, such as informetrics, scientometris, webometrics, bibliometrics and so on. Plenty of measures and indicators have been developed as a result of these studies. But among those, the widely used indicators are mostly focusing on quantitative measures of knowledge production, or quantity based semi qualitative measures. These indicators are not adequate to measure on quality or benefit of the produced knowledge. Quantitiy only approach may lead in wrong decisions when the object is knowledge. In this thesis we have focused on developing efficient indicators to measure usefulness and quality of produced information. With this effort, we have studied indicators on benefit and usage potentials, transformation performance into technology or service, usage performance in education, and innovation and creativity potentials of produced information. Feasable measuring techniques and presentation modellings have been studied and presented in this regard
Availability/accessibility of periodicals with highest value of impact factor between 2004-2009 in social sciences in university libraries in Ankara
Nowadays , libraries slog on rapidly increasing costs of periodicals. Their insufficient budget to meet the increase creates a big problem. Although the rise of subscriber prices in social science periodicals is not as fast as in the science, medicine and health sciences periodicals, the rise of prices still exists. Social science periodicals are so valuable and have a great importance in the library collection. The need for up to date information can be met most rapidly by periodicals. Therefore, the importance of social science periodicals still remains. It is very difficult to create a collection of periodicals. Periodicals form dynamic, constantly increasing and the most complex kind of collections in libraries. Therefore, when subscribing or canceling a periodical, great care is needed. And this can be possible by taking into account of specific evaluation criteria.The Impact Factor (IF), used over a quarter- century, is a criteria used to determine the use of periodicals.Based on numerical data and thus being neutral and also in terms of functionality , the IF is a valuable criteria which does not lose its usage demand by librarians. In our study, the availability and accessibility of social science periodicals with the highest IF taken from Journal Citation Reports Social Sciences Edition, 2011 published by Institute for Scientific Information at the university libraries in Ankara were investigated. In this study, it is desired to understand how university libraries abide by the IF. If university libraries desire, it is aimed to present a profile of themselves in terms of their periodicals collection. As a result, the availability and accessibility of the social sciences journals with the highest IF are respectively %30.76 and %100. As a result of data obtained , the hypothesis which is "The availability/accessibility rate of social sciences journals with the highest IF at the university libraries in Ankara is high" is confirmed. The availability rate is lower than expected but eventually it is possible to access to the same resource electronically. Only the 166 way of obtaining resource is different. After all, resources which are needed can be obtained even from abroad through interlibrary cooperation. In this context, even the lack of physically availability of printed resources in information center does not create a big problem
Distance education in information and record management: Research on the role of national libraries Iran and Turkey and conceptual model proposal
In modern communities, sharing and re-producing process of the knowledge have accelerated extremely and led the whole life including education phases and professional life turning into a learning process or a learning life by forcing the individuals to be a part of information society from birth to death. Web based education-using computer and web based Internet technologies stands for an alternative in the satisfaction of the common and professional education demands, which are not supplied by the conventional education systems, being student centered. The level of the today?s technology makes possibly the transfer of voice, image, and data transfer efficiently. All kinds of presentation, animation, video etc. can be easily broadcast over the Internet. Beyond these, same software can be used jointly in common; computer/software in another place can be controlled via remote control. Such opportunities, provided by the Internet infrastructure, have been also 331 used in education efficiently in many countries. Distance education method stands out as an alternative learning style in areas, which have inadequate practical training or can be done via the Internet/computer. Distance education Information and Record Management is also one of these areas. This thesis focuses on the Information and Record Management courses through distance education. Then, ongoing short-term and long-term distance education presenting Information and Record Management courses in Iran National Library is discussed. Then primary experiences are shared. Finally, a conceptual model is suggested for Information and Record Management training through distance education method
Architectural design of libraries for handicapped people and National Library of Turkey
This thesis study aims to set out a library design framework based on requirements of disabled people in public places. İn order to emphasize the design of suitable public places for disabled people, the National Library of Turkey is selected. İn this thesis study firstly the theoretical concepts of disability and disabled people are reviewed. The problems of disabled people are examined by researching the statistical results of education, literacy and employment of them. Furthermore the feelings of people about disabled members of the society which are one of the important reasons of discrimination are investigated. Acts, regulations and related projects conducted by Turkey government are studied in order to find and reveal strengths and weaknesses of them and also compare with United States and European countries. In order to create a chance for comparing the library building with a standard one, two libraries located in Germany are selected which have better systems and designs for disabled people. The case study (The National Library of Turkey), which is located in Ankara is analyzed according to the concept of ?Accessibility for Disabled people in public places?. The standards for the accessibility of a place for disabled people are presented in the study. According to these standards, interior and exterior parts of the building are analyzed and the photographs of these parts are presented in the study as well. This is done with respect to the mentioned standards, photographs and personal observation which to find out the problems and barriers of building. Finally in conclusion, the problems of disabled people and strengths and weaknesses of building are evaluated to create solutions in the design of the building

The affects of imprint book tradition and progress of inside cover in the Turkish Incunable
The aim of this study is to investigate facts of experiences and affects of handwritten manuscripts in printing tradition in the incunable, in accordance with this to determine development progress of inside cover that has been used as a new style after printing technics started. To reach this aim, document analysis and description methods were used. Handwritten manuscripts in Ottoman Empire and their characteristics transition to imprint book tradition; evaluation the Risale-i Birgivî, published by Üsküdar Printing House, and the reasons to evaluate this title as end of the Turkish incunable are used in this study, incunable for each country is to be determined according to their cultural and social circumtances at the time of using printing houses. One of the main approaches to why Ottoman Empire has started using the printing technology 250 years later than West is due to changing tradition which is not to print religious books those days. That is why the Turkish incunable is exactly the period when the Ottoman Empire used the printing tecnology. Turkish incunable covers the books published between 1729-1803. This study claims that the first handwritten manuscripts is Vankulu Lügati, and the last handwritten manuscripts is Risale-i Birgivî and tries to prove this thesis
Healing with information: Bibliotherapy
Bibliotherapy means helping the mind or soul by means of information sources. Books have been used as a therapeutic tool since ancient times. In Ancient Greece, for example, the door of a library at Thebes bore the inscription, "The Healing Place of the Soul." In 1272, the Al-Mansur Hospital in Cairo provided readings of the Koran as part of medical treatment. Bibliotherapy is an activity which utilizes the strength of literature for the purposes of understanding, insight, and self- growth. The purpose of bibliotherapy is to show readers they are not the first to have the problem, permit readers to see that more than one solution to their problem is possible, to help readers create awareness that others have had similar problems. Even so, bibliotherapy needs the development of more interdisciplinary research and practice which should include librarians, psychiatrists, psychologists, and teachers. The purpose of this study is to explore book use that has therapeutic aims and to discuss the present situation of bibliotherapy in Turkey in order to offer suggestions, because bibliotherapy could be used in many other areas in Turkey such as medical care, older adult care, child therapy and education. The questions remain, though: how should information managers take part in bibliotherapy and what should they do to introduce bibliotherapy into Turkey. In this thesis, the definition, historical development, categories, and advantages of bibliotherapy are discussed as well
Productivity management at libraries and information-documentation centres
The objective of this study is to verify the hypothesis that, "to provide an increase in the productivity of Library and Information-Documentation Centres which is an information business and to keep this increase created is possible through planning, programming and motivating the productivity in accordance with the organizational purposes and targets of the management, also through management by providing the coordination between human resources and the other resources, briefly it is possible through productivity management." The research methods used in this study are documentary analysis, and description methods. Data collection technique used is the analyses of the documents which include the studies that were realized before associated with the same subject. The study consists of five sections. In the first section, "productivity" is defined and its historical perspective is dwelt on briefly. In addition, productivity analysis and measurement, along with the factors increasing the productivity, are discussed. In the second section, productivity management is defined and the strategies and programmes that increase the poductivity are explained. Also in this section, the importance of effective management of human resources is emphasized. In the third section, completely the techniques that increase the productivity are stressed. In the fourth section, main goal is to give an idea about the applicability of these studies, which will increase the productivity, at Library and Information-Documentation Centres. In the fifth section, the productivity obstacles Library and Information- Documentation Centres face are stated and in response to these problems some solutions are offered.
