    Information literacy education at school libraries and an example Marmara Education Institutions Primary School

    Firstly, school libraries had been searched in this thesis. The definition, principals and purposes, functions, the place in educational system and standards of school library had been discussed. Next, the notion of Information Literacy and it' s models had been pointed out. A yearly course plan for Information Literacy had been created for Marmara Education Institution Primary School and it had been explained in details how to practice that plan. It had been seen that it is necessary to give a User Education to the students before the Information Literacy Education. For this reason, firstly an orientation had been done, the library had been introduced and the students had been taught about how to use the library. Than, an Information Literacy study papers had been prepared peculiar to Marmara Education Institution Primary School by taking some parts from PLUS Information Literacy model. Those study papers had been carried out on 630 students from the classes 3rd,4th,5th,6th,7th,8th of secondary school and it is estimated by the answers of 100 students from 6th and 7th classes. In those study papers, the first paper was a pre-test or a pre-survey and the last paper was a final test or a final survey and the inner papers contained the explanation of PLUS Information Literacy Finally, through 'School Librarians' and 'Kutup-1' discussion lists, surveys about Information Literacy had been carried out to primary and secondary school librarians and the results of the survey had been estimated. According to the results, the librarians have to prepare a standard lesson plan, this plan has to be practiced and measurement and estimation has to be done to give Information Literacy education in the school libraries in our country

    E-government metadata standart modeling for Turkey

    In the electronic environment it is possible to define the existence of a record in terms of its related parts as a whole. In the electronic environment the defining of the existence of a record is realised through its metadata. Metadata is the primary foundation upon which all of the components relating to the creation of records is recorded and created content becomes meaningful. In the face of technological developments the sustainability of records created in an electronic environment from the perspective of content and context rests upon the correct proportioning of standard metadata. Through long-term preservation standard metadata ensures that the record becomes meaningful and that future generations can use and understand information and records. The metadata model in developed countries became a standard requirement after the rolling out of Electronic Records Management Systems became commonplace and most countries have made headway in this area. However in Turkey a uniform approach and common terminology does not exist where the use of metadata for physical (paper) and electronic records created in an electronic environment is concerned. In relation to this issue, research has been conducted on public sector organisations and institutions and the metadata applied to records has been collected. As a result of this research, the fields and descriptions of the metadata collected has been brought together in a database and related fields and descriptions have been subject to categorisation. As a consequence of this categorisation, the requirement for records to be defined in terms of standard metadata and for metadata standards to be created, has been put forward. It is possible for records to be shared across organisations and for common terminology to be used in accordance with the principle of interoperability. The metadata concepts have been defined taking into consideration the conceptual design of the metadata entity model and international studies and is based on a standard model accordingly. Within the scope of this study an e-Government Metadata Standard has been formulated. With this standard, various models based on the creation of records in an electronic environment have been recommended in order for records to be shareable from an e-Government perspective. These models will ensure that records are shared between organisations and institutions and that the life-cycle of the record will continue with the metadata generated by the record. In the same way that the capture and distribution of records into an electronic environment meets a need for organisations and institutions, it will also play a role in the reduction of bureaucracy caused by records. This metadata standard at the same time will also ensure the long-term preservation of records in an electronic environment according to records management techniques, the compatibilty of the e-government reality and the interoperability of organisations

    Takvimhane-i Amire and its place in Ottoman printing

    Takvimhane-i Amire, which was built for printing of Ottoman official newspaper called Takvim-i Vekayi, was not only an ordinary printing house but also an editorial office of the newspaper. As a basis of existence for Takvimhane printing house, Takvim-i Vekayi can be counted a turning point in history of journalism in Turkey as first official Turkish newspaper which was published in French, Armenian, Greek, Arabic, Persian as well as Turkish. Printed materials arranging legal, financial and commercial contracts and official documents like varaka-i sahiha were also published and sent all over the Ottoman territories by Takvimhane printing house. Takvimhane Office undertook the administration of first classical printing in 1831, inheriting from Müteferrika publishing house, till 1862 when Maarif Nezareti (Ministry of Education) took over official printing of the state. It was one of the state institutions whereby the government could communicate by its subjects. During thirty years when official printing undertook by Takvimhane Nezareti, further developments came true with the help of unofficial printing houses

    International Standard Book Number (ISBN) has large uses standard in publishing and librarianship as well. As a theory and application, ISBN was developed by the publishers in England 1967. And then it was applicated in United States of America. The system was developed by publishers which in order to solve about some book trade problems. Then ISBN system was used in librarianship and so it formated a standard coding number for the documents. The aim of this study are; firstly to identify working conditions and problems in Turkish special publishers in general; secondly; by learning opinion of our publishers as applicators in ISBN applications, to, determined that opinion together with the publishing problems and finally to give some recommendations about for solving the problems which are have been effecting as negative to ISBN applications. In our study, firstly determined the ISBN system in detail. We try to examine development, sections, application, administration and advantages of the ISBN system. Then we determined the problems which was met while system is applicating in the world countries. After then determined ISBN system's development in Turkey together with the basic problems of Turkish publisher. As the result of this study, we found that basic problems of our publishers are unsolved according to questionnaire's results. Our publishers have basic publishing problems, first of all they have paper problems in addition quality personnel, inadequite promotion, contribution and saling problems. Because of this problems, Turkish publishers do not interested in the ISBN applications in Turkey

    The problem of the development of young people reading habit is one of the important problems which should be solved for the sake of the economic and cultural development of a society. Although, it has been almost solved in the developed countries, it is still a problem in our country. Public library is a social establishment which has an important role in solving this problem. A well-built collection, an attractive environment, well-trained professionals and cultural activities are some of the factors which can help to fulfill its role. The purpose of this study is to conduct a research on the effect of the Yenimahalle Public Library on its young users' reading habits. The data of the study were obtained from 181 young users of the library. After the completion of the study it was found out that the Yenimahalle Public Library has not been significantly effective in the development of its users' reading habits

    Fieldworks have been one of the Important issues considered by the educators which provide students with opportunity of first work experience by observing the work place, by practicing the academic theories and being motivated in the profession etc. The aim of this study is consider above issue within the library education to investigate the ways in which I. and II. fieldwork programs presently used by the Department of Library Science of the Hacettepe University in Ankara has been chosen for this study are useful to the students, whether the programs achieved HÖKB's goals, if not, the reasons behind and is to development a new fieldwork program to maximize the efficiency and achieve the set goals. In this study, closed questionnaries were given to the 4th year students who have already completed their second fieldwork. In addition, have been interviews with randomly sampled library and/or documentation centers where the students have attended fieldworks and with the HÜKB's fieldwork coordinator. After evaluation and analysis of the study, our hypothesis "First and II. fieldwork programs used by HÜKB need to be changed and a new fieldwork program needs to be developed. Because does not arrive HÜKB's fieldwork aims with the used be present fieldwork programs" has been verified and a new model to minimize the shortcomings has been developed

    Intellectual freedom is one of the fundamental principles of librarianship. It is mainly the duty of the librarians to create the appropriate conditions in libraries apt for intellectual freedom and they must be conscious to fulfill their responsibility. This awareness should be provided by library science education. In developed countries librarians defend and apply for intellectual freedom and undertake tasks for the establishment of this concept within the society as they fight against censorship. Furthermore independent courses are offered on the subjects of intellectual freedom and censorship at universities or these are taught within other courses. A survey has been carried out to find out the knowledge and attitudes of the librarians working at university libraries in Ankara on these topics and the directors of these libraries were interviewed. Also the department heads and the faculty members of the library science departments in Turkey were interviewed in order to get their opinions on these subjects and to gather data about the present state of the educational system concerning with intellectual freedom and censorship. At the end of investigation it has been found out that the library science graduates have no sufficient knowledge about intellectual freedom and the curricula of library science departments are not designed in such a way as to give the students a chance to develop then- knowledge on these particular subjects

    Türkiye'deki web tabanlı kütüphane kataloglarının incelenmesi

    Web OPAC's and user interfaces are inseparable terms. Web OPACS are not only open to their library's users but open to the whole world through the internet. The user interface is the main screen that connects the catalogue system and the user. Therefore it is the main source for the user's understanding of the catalogue usage. There is a constant interaction between the user and the interface. A good interface is user-friendly, natural, easy to use, tolerant of the mistakes and easy to understand. It also has to be transparent and flexible. Only then can the user use the catalogue easily and efficiently. Any mistakes or omissions in the design of the Web OPAC interface could obscure the user's access to the information. If we consider the size of the aimed audience of a Web OPAC, we could claim that these mistakes are unforgivable. Due to this, a considerable amount of research was made to derive criteria to evaluate OPAC interfaces. Their usage properties and user satisfaction level has been investigated. Various guidelines and checklists were created in order to evaluate the performance of OPAC interfaces. In this work, we tried to evaluate the Web OPAC interfaces of university libraries in our country in regards to their adherence to the mentioned guidelines. Our hypothesis was that "in general, the university Web OPAC interfaces do not adhere to the accepted design principles and standards". After evaluating every interface of university libraries in our country, we showed that our hypothesis was indeed confirmed
