    Change management model for libraries

    Change management, while having a structure suitable for adapting to all kinds of institutions, does not have the character of a standard process. For this reason, it is necessary for each institution to adapt the process to its own structural characteristics and areas of activity and to manage it accordingly. It appears necessary that this management process is realised within a definite framework, which takes into consideration the dynamics that trigger change during the period at which the change takes place. The change model set out for libraries is known as the CMML. The CMML consists of 5 main components, 17 sub-components, 31 factors and 235 criteria. As the components that make up the model have a structure which is interdependent and strengthened by a network of information, important changes take place in the structure of the institution; in place of a hierarchic structure a matrix is created whereby all those who work in the library are represented. In this way, institutional information comes and goes, not vertically, but horizontally. Libraries are no longer defined solely as buildings; it seems that what is important are the contents and services the contents increasingly overflow the walls of the library building. This change is not confined only to the collection; at the same time change can be seen in the areas of user education and consultation services, making it necessary to question the way in which the library provides services and to analyse its competency to manage change. The components of the CMML have been awarded points, with a total of 1000 points. The points to be awarded to each component have been awarded by taking into consideration sub-components, factors and criteria. At the stage of awarding points to the criteria, two seperate surveys, which collect information from the library personnel and points awarded by experts are taken into account as a measure of competency. The measure of competency for analysing change management is one which supports the CMML component. In this way, the component which makes up the model examines the factors and criteria that will serve as a measure of the analysis. As an area in which the competency to manage change could be analysed, the Central Library of Marmara University was chosen. The application and results show that the model and measure can be succesfully employed, with small adjustments, be applied to all library types

    In this thesis I try to prove that television archivist considering its practices is a separate profession of its own. I studied the role of visual archives in television channels and the relationsip between the archives and other offices in the channels. The thesis comprises of eight chapters. The first chapter deals with historical development of television channels. The second chapter talks about the place of archives in the administrative structure and its relations with the other departments. The third chapter is allocated for the departments of human resources and advertisement which archives have continuos relations with. Television archives and its practices which is the most important part of thesis was studied in the fourth chapter. News archives, program archives and the other archives are the subjects of fourth chapter. The practices of these archives and types of tapes the use were explained at the end of fourth chapter. The fifth chapter deals with the records created and kept in television channels. I explained how non-archival materials can be evaluated according to archival techniques. The management of visual archives, new technologies and broadcasting are also the subjects of this chapter. I propose a software that embraces all types of archives and responds information needs. Archives repository and and design of repositories are explained in the chapter. I put a terminology of television archives at the end of the thesis. I put samples of records with explanations related the thesis study in appendix section. I conclude the thesis with conclusion part

    Designing a model for content-based citation analysis: An application for Turkish citations based on text categorization

    ne of the important components of measuring research/er performance is to evaluate the number of citations received. Academics receive incentives, promotions or rewards contingent to the number of these citations. Although the initial purpose for the recording of citations was to determine the publications related to one another, the use of citations also changed as a result of these new contingents. This situation sometimes brings about unethical practices such as the manipulation of the number of citations. Consequently, there emerged the necessity of conducting content analysis of citations in addition to quantitative evaluations. The main aim of this study is to design a content-based citation analysis model for Turkish citations. For this end, 423-refereed articles, which have been published in library and information science literature in Turkey, are thoroughly examined. Firstly, all metadata, references, and full-texts of the articles are stored in a database to create a content-based citation analysis model. A total of 12,881 references and 101,019 sentences have been stored in this database. Then, the main taxonomic categories have been determined and citation sentences have been classified into these categories by tagging them with inter-annotator agreement process. At the last stage, the performance of the classification has been tested by using Weka software and a content-based citation analysis model is presented considering these performance ratios. In this study, citations are divided into four main categories: citations in terms of meanings, citations in terms of purposes, citations in terms of shapes, and citations in terms of arrays. Then, each category is divided into sub-categories. The sub-categories are positive, negative, and neutral citations for meaning; literature, definition, method, data and data validation for purpose; mentioning author name, multiple citations in single sentence, and citation using direct quotations for shape. In evaluating the citations in terms of arrays, the sections of citations (introduction, method etc.), the number of use, and the number of citations in different sections in the texts have been considered. In the categorization of citations by the machine, 1-2 gram word tokenizer has been chosen as the word preprocessing method and the application is run with the stop words preserved. The main reason for this is that the stop words have importance in the determination of citation classes. Following the word preprocessing, the performance of the classification has been tested with the Weka software and over 90% performance is achieved for all three main categories. Naive Bayes Multinomial algorithm is used to classify citations in terms of meanings (performance ratio is 96.5%) and purposes (performance ratio is 90.4%). It has been found that the lowest achievement in classifying citations in terms of meaning is in determining negative citations. This finding confirms the argument that authors make negative citations with more allusive words. Studies in the literature show that when different applications of the natural language processing are added to the analysis (such as sentiment dictionary or parsing), the performance can be improved. Success rates may be increased by adding various analyses in future studies. According to the results of citation purpose classification, the best performance has been determined for data validation citations, while the lowest performance has been detected for method and definition citations. The main reason for this is thought to be the definitions made when explaining the method. Random Forests algorithm has been used for the classification of citations in terms of shapes and the algorithm has been able to classify citations with the success rate of 92%. Highest achievement has been determined for citations with author names, while the lowest performance has been calculated for the citations indicated in quotation marks. The results show that in the Turkish library and information science literature citation sentences are generally placed in introduction and literature review sections (85%), and negative and data validation citations are seen in the findings and conclusions sections. Additionally, citations by using the name of cited authors are generally found in conclusion sections. It is determined that 67% of the references are cited only once in the texts, and 6% are not cited in the texts at all. In addition, 1% of the citations in the texts are not found in the reference lists. This suggests that writers and editors should be more careful when citing and editing the papers. In this study, the fundamental points to be taken into consideration during citation evaluation processes by researchers, editors, and managers/decision makers are presented by content-based citation analysis model. With this model, the tasks ideally assigned to each role in the scholarly communication process are also defined. The most important issue at this point is a realization on the part of all parties involved that the meaning of a citation is not the same in every case.     Open access to digitized cultural heritage productions in Turkey: A proposed model

    Cultural heritage; is the combination of intangible and tangible products originated from society's knowledge and experiences which are adapted to next generations in various ways of preservation. While outputs of folklore, traditions and knowledge etc. constitute intangible sides of cultural heritage; achievements of building, monument, book and artworks constitute tangible sides of cultural heritage. Gathering, editing, preserving and making accessible and useful those achievements are amongst the major functions of cultural organizations like library, archive and museums. Organizations which have been engaged by the effect of rapidly improved technology from the beginning of 20th century's second half, are referred together under the concept of "cultural memory institutions". Access to knowledge independent from limitations like time, hardware, place and price, gained a place among the basic characteristics of service mentality required by the necessities of the time. This mentality becomes reality by cultural memory institutions to open their digital doors and increase their apparency on web. Abovementioned conditions feature analytical approaches which are provided by open access for cultural memory institutions. Containing the process regarding the free access to digital cultural heritage products, the open access is beneficial in several ways, besides performing information retrieval of cultural memory institutions in accordance with the modern day's needs. Contribution to generation of society structure which is aware of its history while feeding and enriching its culture with universal morals, can be considered within the scope of abovementioned benefit, as an example for the common interest. Open access to cultural heritage leads up the innovative and creative initiatives by acting an encouraging role for improvement of motivations like inspiration. This may also support development of national economy, beyond the individual or corporate earnings. While open access increases the visibility of cultural memory institutions' discoverability on web, it also indicates an institute remains one of the most pioneers of innovative applications. This study is primarily intended to set forth the tendency and the current situation of digitalization applications in Turkey, devoted to open access applications in state owned cultural memory institutions. Research data is gathered by survey method; in this context the survey is applied to highly represent state owned cultural memory institutions. Even though there are no statistical tests made using gathered data, it's determined based on frequency distribution tables that findings support some research hypothesis. Under the study, within the scope of sampling institutions, international logs containing registered open access archives are searched and it's determined that a great majority of cultural memory institutions do not exist in those logs. Another research is performed on web sites of sampling institutions, in order to determine whether digital records are in accordance with international standards. Accordingly, it's reached that cultural heritage outputs are identified well beyond the standards by extremely ineligible elements, and this outputs are only available to open access upon effortful membership and payment processes. In the next phase, "Open access conceptual model to digitized cultural heritage" is taken a place, which is generated as the ultimate objective of the study and an offer devoted to ideal functioning of the process with regard to providing open access to digitized cultural heritage in Turkey. It's expected that the model, which is prepared focusing on next phases of digitalization of cultural heritage outputs, will make a contribution in eliminating obstacles on the access to society's common memory, cultural heritage, and take on the task for guidance about open access which is in need of in state owned cultural memory institutions

    Process of developing innovative services in public libraries: Example of Bartın Ulus Culture and Arthouse Public Library

    When the interest of the target group is lost for the business administrations or institution, the continuity of the institutional entity becomes risky. Continuity of the institutional entity is associated with fulfilling the continually changing user/ customer needs and expectations. As for fulfilling the needs and expectations, it becomes possible with the original ideas or putting forward different points of views for the current ideas and therefore, launching new product or service, use of different methods. Releasing a new product or new service is the result of a process. This process is called as innovativeness. Within the frame of this approach, innovativeness catches attention as a concept, which is important in terms of fulfilling the desires and expectations of users, enabling the satisfaction and therefore, maintaining institutional entity in public libraries called as democratic, social and cultural institutions. This study was carried out in order to examine Bartın Ulus Culture and Arthouse Public Library's approach of developing an innovative service within a context and put forward the effect of this process on the user satisfaction. Within this context, Ulus Culture and Arthouse Public Library constitutes the area of the study. In the study, 2 library directors and 185 users were sampled. Descriptive method, questionnaire, observation, structured interviews were used. According to the results of the study, users of Ulus Culture and Arthouse Public Library have been observed to be highly satisfied with physical, technological circumstances, personnel, collection and offered library services. It has been understood that services developed as an innovative service and offered to the user by library administration are highly appreciated by the user. 100%, which is an approximate percent of satisfaction and appreciation as proves that Ulus Culture and Arthouse Public Library has carried out a successful process of developing an innovative service. Within this context, according to the results of the study, our hypothesis formulated as "Innovative approach and applications of Bartın Ulus Culture and Arthouse Public Library influences the library services, use of library and user satisfaction in a positive way" was verified

    Analysis of children's information seeking behavior and a database design for children contains electronic information resources

    When the current situation of children and school libraries are considered in Turkey; there is clearly a lack of libraries which can be accessed widely and which are modernly equipped. Nowadays children use the Internet instead of libraries and search engines instead of library catalogue. On the internet the volume of the information is increasing constantly and it becomes increasingly difficult for children to find the information they need. During the information seeking process, children click on websites, of which contents are not appropriate for their needs. In addition, they doubt the accuracy of the information they find on the internet and they trust more on printed sources. For these reasons, positive characteristics of the internet and printed information sources should be combined and a digital library in Turkish; containing electronic information sources, equipped with accurate and reliable information that can correspond to children's' information needs should be formed

Library Science, Archive Science, Documentation Science and Enformation Science that are within the upper identity(Umbrella consept) of Information and Document Management are the most affected fields from today's changes and developments. It's a fact that neither to talk about success nor saving the current situation is possible unless following these developments and making orientations on time through the required direction Therefore, only experience and practise is not enough to train as classically called librarian, archivist and information center manager or newly called information professionals.     Places of the services focusing information and records in the strategic plans and performance programs of district municipalities in İstanbul

    This research has been treating strategic plan, performance programs and annual reports in the context of cause and effect. Strategic plans are the documents that the fundamental aims of institutions have been stated in a particular time. Performance programs are the application documents of the strategic plans annualy. It has seen that not much sufficient researchs that surveying how is the shape of services focusing information and records in the strategic plans and performance programs of municipalities up to date. Study is handling the subject of "in the which level municipalities as a local government agency, could achieve the services focusing information and records management that presented in strategic plans and performance programs." In this study, how the services focusing information and records has been shaped and achieving of the mentioned goals or not has been researched. These services are classified in three ways: providing the service intented to public that includes establishing libraries, resources of institutional information service shaped with consisting institution archive and electronic records management systems and the services scope of e-Government. In this research, strategic plan and performance programs of municipalities have been examined and realization of goals or not have been checked by annual reports and Web sites of municipalities.     Raising the Awareness of Personnel in Electronic Records Management Practices: A Study from A Change Management Perspective

    In line with the influence of technology the transition to Electronic Records Management System (ERMS) has picked up pace. This transition nationally is being realised within a dynamic setting that includes senior management support, high quality hardware and software, a sound project team and system users who have a high awareness of the task in hand. Studies carried out in this area have emphasised the importance of the "human factor" where changes in systems are concerned. This thesis has examined personnel awareness in ERMS practices from a change management perspective. It is evident that in those organisations with strong awareness that the sustainability of ERMS following implementation was more easily achieved. Within the scope of this study research has been carried out on the transition to ERMS at the University of Marmara, a public university, and Bağcılar Municipality, a county municipality of Istanbul. The research was carried out within the context of ERMS change management and transformation from a personnel perspective focusing on their fears, anxieties and expectations pre and post implementation. The hypotheses of the study was that,"system users for one reason or another do not look upon ERMS transformation favourably". The study was supported by a survey, containing questions relating to ERMS processes, answered by employees in both organisations respectively. The survey aimed to evaluate the reasons for success. In this study ERMS transformation and personnel awareness was examined within the context of change management. In light of the results obtained it was concluded for both oganisations that "the sustainability of ERMS systems was more successful in those organisations where personnel had strong awareness of ERMS transformation/change management
