    Information retrieval process in food science and food sector in Turkey

    Information is one of the fundamental necessities of modern societies in today's reality. At the same time, it is a requirement for individuals to sustain their lives and to be in interaction with their surroundings, and for organizations to continue their activities and to protect their positions in the market in an increasing competition setting. Meeting the necessity in question is possible by knowing the way and methods for reaching information required by individuals and/or organizations. This process, which is the fundamental of information literacy concept, is related to the awareness about the information necessity of individuals and organizations for being successful in micro and macro levels. Information centers, and information services offered in information centers and information experts will create this awareness in question in the individual and society level without any doubt. Individuals and/or organizations display various behaviors about the utilization of information resources, channels and information access systems in the process of requirement meeting. The concept in question has a different content in each discipline which is called information seeking behavior. In this context, information centers, information services offered by information centers and information experts are responsible for determining information necessities of user groups and for designing information services connected. Information services designed according to information necessities of user groups will change information seeking behavior of users for certain. In this context, fundamental components, historical development, current situation in Turkey and the world of the nutrition science, and fundamental components and work processes of the food sector are determined in the context of work processes and scrutinized in the conceptual section of the thesis. Based on the addressed fundamental components, an application study was conducted on the academicians active in both food science field and organizations active in food sector. A separate survey was given to academicians active in food science field in the study scope, and another survey was given to organizations active in food sector. As a result of the conducted survey study, information requirements of the user groups, information sources and/or channels used in information access process, knowledge and usage levels of information access techniques, and difficulties faced during information access were determined. Our hypotheses developed based on the data collected as a result of the application study, "information deficiencies experienced during information requirement meeting process of user groups of nutrition science and food sector affect 'information searching behavior', 'information resources and channels that are used', 'information access techniques knowledge and use' unfavorably" and "nutrition science and food sector user groups experience difficulty in information access process since they do not know about information access techniques sufficiently" were verified

    Information services and a survey in school libraries

    The subject of information services in school libraries was researched in this thesis from the point of view of the relationship between staff, user, information sources and place of service, which are the major factors for the success of the service and the realization of the service. The descriptive method and historical method were utilized in the research. The development of the information service, the main components of the service and the scope of service were explained in the thesis and the effect of computer technologies in this subject was also investigated. Furthermore, the characteristics and administration of school libraries were also investigated by taking into account the international standards. The subject of information service in the school libraries were analyzed in detail and also the results of a survey carried out about the characteristics of information service in primary and high schools in Istanbul were evaluated. In conclusion, it has been emphasized that the libraries should be developed from the point of view of personnel, user, information source and place of service in order to be able to make up for the insufficiencies in the information service of the school libraries in our country

    Reference services based on electronic resources in university libraries: Case application in İstanbul Bilgi University Library

    Aim of this study is to introduce electronic resources which have changed characteristics and dimensions of library reference services and to show in what ways the applications of e-resources in university libraries have changing the reference services.In the first chapter of the thesis, basic concepts related to e-resources are being defined and the types of e-resources are being discussed in detail. In the second chapter, the innovations which the e-resources have brought to the reference service in the university libraries and the advantages and the disadvantages of reference service offered with e-resources are discussed in comparison with the traditional reference services. In the third chapter, statistical dimension of the e-resources applications in the Istanbul Bilgi University Library is displayed. The result that this study made clear is that the number of users who benefit directly from the libraries and consequently the number of direct questions towards reference are getting reduced by e-resources, but reference statistics are getting increased ultimately

    Among fast development of science and technology, the education of librarians who are working in each section of libraries in which all type of information is collected, arranged and performed for usage in order to serve the information needs of community is extremely important. The objective of this study is to determine the expectation and the actual state of librarianship education in Turkey by analysing library education program used in Hacettepe University, Faculty of Letters, Library Science Department, and to learn whether the education program used at the beginning of 1992-1993 academic year meets the needs or not. The data of this study is obtained from questionnaries which were applied to senior students of Hacettepe University, Faculty of Letters, Library Science Department and by making interviews with 14 managers working on different sectors. As a result of the analysis, in case of a developed education program in Hacettepe University, Faculty of Letters, Library Science Department, the hyphothesis of meeting the needs of managers' and students' expectations on type and quality is proved

    User satisfaction in Hacettepe University libraries

    The abundant production of information and the inadequacy of libraries in providing all the documents alone, has been influencing the users negatively. Users think that if the documents are not available in a library, they can obtain them from another library. However, users can not always obtain the documents they want. In Medical sciences after having the list of articles on a certain subject the users want to reach these periodicals. However, in most of the cases users can reach these periodicals neither in one nor in another library. So they become unsatisfied. So we built our research hypothesis as "The unsatisfaction of users of H.O.T.M.K. arise from not to be able to reach to the periodicals that obtained from MEDLINE searchs" and the sub hypothesis as "interlibrary collaboration is inadequate" and tried to confirm these. We apply a questionnaire that was formed of 31 questions to 120 users of H.Ü.T.M.K. MEDLINE services. In order to confirm our hypothesis and evaluate the satisfaction of the users who get the materials by means of the list given by the information retrieval systems. The result of questionnaire supports us. According to the results users can obtain 43.30% of periodicals in their list from H.Ü.T.M.K. for the rest of publications they refer to other libraries. The reasons for not finding the 56.70% of the articles from H.O.T.M.K. include either lack of subscription to those periodicals; or, for subscribed ones, the periodicals in a language unknown by the user, it is sent for binding, lost or loaned, delays in reaching the library for ordered periodicals, insufficient or malfunctioning photocopying machines, closure of the periodicals' unit due to some problems, disorganized shelves, etc. In our research it is proofed that medical libraries in Ankara are not in collaboration with each other. After finding out various reasons for user dissatisfaction in reaching periodicals, we tried to make recommendations for the solution of those problems. Recommendations are made both to improve the reach of users to the existing periodicals in the library, and to maintain collaboration between medical science libraries for the non-subscribed periodicals

    The impact of electronic information sources on university libraries: The case of Iranian Institute of advanced studies in basic sciences

    Collection development in university libraries is affected by a number of factors. The increase in the amount of information, technological developments, price hikes and electronic publishing are among them. In addition, university libraries are faced with the growth of collections and diversity of services. Iranian Institute of Advanced Studies in Basic Sciences (IASBS) Library (Ketabhaneye Merkeze Tehsiyate Tekmili der Olume Paye) is faced with a serious budget and space problem. The number of journals that the Library subscribes to decreases each year due to ever-increasing journal subscription prices and the Library's constant budget shortages. Binding, cataloging, storage of and access to those journals constitutes the most important problem of the Library. The objective of this study is to answer the following conjecture: If IASBS Library subscribed to the electronic versions of journals instead of their printed copies, its budget and space problems would be eased. The hypothesis is that "If IASBS Library subscribed to the electronic versions of journals in the year 2002, its total expenditures would be decreased." To prove this hypothesis, we compared various expenditures (subscriptions, mailing, control, binding and archiving) of both printed and electronic versions of journals that IASBS Library subscribed to in 2002. Findings obtained proved our hypothesis. If IASBS Library subscribed to the electronic versions of journals instead of their printed equivalents, the Library would have decreased its total expenditures approximately $57.000. This figure translates to almost 13% economy in the Library's overall material acquisition budget. In addition, instead of 155 journals, IASBS Library would have obtained access to a total of 2260 electronic journal by paying less. In conclusion, IASBS Library should provide access to electronic versions of journals as soon as possible in order to solve its budget and space problems

    User-centered structuring in university libraries: The case Hacettepe University

    Total Quality Management (TQM) is a contemporary management system that first aims to create a client-centered organization and than to provide customer satisfaction. This study reviews the TQM applications in university libraries along with their theoretical and practical reflections in Turkey, and investigates the satisfaction of library personnel from their work lives and that users from the services provided. In addition, it aims to propose a "user-centered library model" for Turkish university libraries. The survey method was used in this study. Data were gathered through literature search, questionnaires and interviews. Two questionnaires were administered: one to the 66 employees working for the libraries of Hacettepe University (HU), the other to 215 research assistants working towards their Ph.D.'s in the institutes of sciences, social sciences and health sciences. Findings were evaluated using "t test" and "one-way analysis of variance" (ANOVA). In addition, high level administrators of HU Medical Center and HU Beytepe Central libraries were interviewed. The research hypothesis formulated as "Library personnel are not satisfied from their work lives and users from the library services provided because Turkish university libraries lack user-centered and personnel-centered structuring as is required by TQM philosophy and principles" was proved. In conclusion, it was found out that HU libraries lack customer-oriented (personnel and users) structuring and that library personnel as internal customers and users as external customers experience high level dissatisfaction with their work lives and with the information services provided, respectively

    Evaluation of web sites of university libraries: Hacettepe University Libraries

    While internet is become widespread, it mediates to be removed barriers accessing information. Web and its services are improved and widespread together with internet. Number of web sites increases drastically everyday. Effective and easy using of these sites could be realized with design principle convenient with expectations and needs of their users. As a category of web sites, the library web site meets information needs of their interlocutor providing services through an electronic medium faster and easier. Designing of the library web site as user centered provides effectiveness to reach library collection and whole electronic resources and services. However, designing user-centered web site requires measured usability. With the scope of this study, negative effects to effective usage of web site are researched in the case of library web site of universities not designed in respect of expectations and needs of users. Related findings of users confronted with positive and negative cases during usage of library web site of universities are evaluated together with evaluation criteria of library web site. The Case Study method is used in this research. Throughputs of this research, which is realized with 22 volunteers, are aggregated with the technique of think aloud. Qualitative and quantitative findings derived from the research realized in three stages are evaluated according to the user centered web design criteria. As a result of the research is fixed that volunteers have problem about accessing library of Hacettepe University web sites and its content. Proposals are improved based on these findings at the final of this study

    User education is one of the most important functions of the university libraries. The university librarians in developed countries have been trying to establish better methods to enable their readers to get the utmost benefit. Unfortunately this problem hasn't been solved in our university libraries yet. This subject hasn't been given enough importance. The objective of this survey is to introduce the reader training and how this is done in developed countries; based on these datas to organize a readers training programme applied to the students by the staff of Central Library of the Medical Faculty of Ankara University and to carry out this programme by giving courses to be divided groups of sophomore students. Experimental method has been used in this survey. The effect of this method prepared as a "Pretest- Post- test for a single group method" implemented on students has been evaluated. In 1989-90 academic year out of 337 second year students 50 have been sistematically selected for this experiment. The same test under the name of pre and posttest has been given to this group in order to determine how much they have benefited and the differences have been put forward. It has been observed that the students who were formerly unable to use the sources in the libraries were able to do so after this course. It is certain that this has been considerably effective. At the end of the survey the following are suggested as methods for user educational programmes to be applied in further years in the Central Library of Medical Faculty of Ankara University. a) "Guided Tour, Sign and Posters" for orientation, b) "Computer Assisted Instructions"for instructions c) "Handbook" to supplement orientation and instruction programmes

    The protection of personal data and sensitive information assets by legal regulations, and in this context the development of an informatıon security policy for universities

    Today, with the significant increase in the need for the access to reliable information and for the protection of available information stored electronically; personal data has become the one of the most important information assets that must be protected. The protection of these information assets and the implementing a risk management are only possible with the power of information security policies considering legal, technical, and administrative dimensions. There are some uncertainties about how universities are cautious in the protection of personal data, whether they implement a security policy, and how they protect the fundamental rights and freedoms of the data subject. In this thesis study, it has been aimed to make an information security policy that can be applied in universities in order to protect personal data, and to contribute to the creation of information security culture by evaluating the matters relating to the protection of personal data within the framework of a comprehensive information security model and the legal conditions. In this study, upon determining the regulations related to the protection of sensitive information assets in the Turkish Law Legislation, these regulations have been evaluated within the scope of the legal regulations made under the European Union (EU) information security policies and in the framework of a theoretical information security model. In addition, by applying a questionnaire through interviews with the computer centers, the directorate of personnel affairs and the libraries of 15 universities in Ankara; the adequacy of the information security policies of universities has been examined and their compatibility with the existing legal regulations has been investigated. The results of the study show that the legal regulations are not adequate and preventive in nature, the universities do not have any security polies concerning the protection and the safe destruction of personal data, existing policies and rules do not include any articles concerning the protection of personal data, the issue of data protection is evaluated only within the scope of technical aspects and there is not any risk management, the responsibility is not shared within the units of universities, training for personal data protection awareness is not provided for the staff responsible for data processing, and the units responsible for the data processing have hesitation even in deciding whether data is personal or not. In addition to the results obtained based on the findings of the study, an information security policy that can be applied in universities in order to protect personal data has been developed within the framework of the legal literature related to the protection of personal information assets, international information security policies, international standards for information security and risk management, information security inspection reports for institution, and the universal principles relating to the protection of personal data
