    A University Library has the major responsibility of selecting, acquiring, organizing and utilizing various sorts of scientific materials that are suitable for the educational and research activities of its parent organization. In order to implement this, a University library needs to passes a collection development policy that is based on clearly defined aims and purposes. This study aims to enlighten in the example of GUMK whether the Turkish Universities have the policy as such. If they have, then to analyze the extent of this policy meeting the needs of academic programmes while studying this, it will also try to throw lights on the questions of what is meaning of collection development? Why is it required? What are its benefits? How should it be prepared? and who should prepare it? etc. In response to those questions this study has also undertaken the application of two-phased questionnaires to the users of GUMK in order to identify their expectations and opinions on the existing collection development policy. As the result of this study, the following hypothesis has been proved. "The existing collection of GUMK fails to meet to needs of academic programmes. This is largely due to the lock of a sound and clearly defined collection development policy.

    In every society, there are physically handicapped people beside healthy people. The visually handicapped people are the biggest group among the handicapped population, Libraries are the most effective organizations to support the special education they require and to meet their educational needs for life long. The special services and the facilities to meet the private reading needs of visually handicapped people are provided by libraries in many of the countries. In this area, many national and international standards have been defined and the cooperation among the countries have been developed. Some of the libraries and organizations which have the services for the visually handicapped people in our own country and in the world have been examined for our research. Our research aims at determining whether the services in the libraries in Ankara are sufficient or not. The data for the research was obtained by techniques of observation, structural interviews with the library staff and school administrators, and the visually handicapped users themselves. We have found as the result of our research that the libraries serving to visually handicapped users in Ankara are not able to provide a full service for the visually handicapped people because of, the problems in budgeting, collection status, staff and building. We have defined our proposals about what could be done in the libraries to expand and enrich the services for visually handicapped people in the conclusion section

    Marketing of library services at university libraries: The sample of Beytepe Central Library

    Marketing is an important management tool that functions as a bridge between the clients and the organizations which meet the demands, wants and needs of these clients. Marketing concept, that had been important for only for-profit organizations in the past, has now become an imperative management tool for non profit organizations as well. In time, libraries as non-profit organizations also started to make use of marketing methods and techniques. In this research we have examined how the lack of marketing policy at Beytepe Central Library affects the library usage of the academics. This research is based on survey method; data have been gathered through literature analysis, questionnaire survey and by conducting interview. In order to gather data, questionnaires consisting of 36 questions were prepared and distributed to 331 academics at the faculties of Letters, Education, Science, Fine Arts, Engineering and Economic and Administrative Sciences, at Beytepe campus. Research hypothesis is identified as "Lack of a certain marketing policy developed by Beytepe Central Library impedes the improvement of the effectiveness of its services". This hypothesis is proved at the end of our research. At the end of our research it is understood that many academics were not informed about the services provided by Beytepe Central Library and thus could not make use of these services. Furthermore, it is also understood that many academics had either no information or were misinformed about the services provided by Beytepe Central Library

    It is known that children's way of thinking is more different than adults and this difference reflects to the information seeking behaviours during the information seeking process. This situation requires the fact that the user interfaces which are designed for children ought to be different than the ones designed for adults. It is unevitable that unsuitable user interface will definitely affect the students level of success negatively. In this research, the difficulties that secondary school (6th, 7th and 8th grades) students of TED Ankara College are faced while using the online catalog which was designed for adults are tried to be defined. With the light of both result of this reseach and the information from the related literature, some suggestion were given about how to improve the interface for a better use by students

    Selection and evaluation of electronic information resources: The sample of Hacettepe University libraries

    Recently, electronic information resources began to take place in library collections to significant extent. In accordance with changing technologies, there appears new requirements in the development of electronic resources in libraries such as utilizing written selection criteria, and giving access to and maintaining connection of resources, along with traditional applications. This research examines the negative effects in meeting the library users' information needs and usage of resources, the library's written selection policy and failure to make use of written criteria in the selection of resources. The findings, obtained from the interviews with the library management and staff, and content analysis of electronic resources and user perceptions of the electronic resources in library collection are evaluated. Suggestions based on our findings and examination of findings in literature related to selection of electronic resources, are put forward. It focuses on the importance and necessity of making use of written selection criteria in the selection of electronic resources for the library collection. This research is based on survey method; data have been collected through questionnaires, interviews and literature analysis as well as content analysis of library's electronic resources. Research hypothesis is determined as "libraries failure to utilize predefined scientific criteria in the selection of electronic resources negatively affects user satisfaction and collection development". This hypothesis is proved at the end of our research. As a conclusion, library's failure to utilize written selection criteria in the selection of electronic resources results in negative effects on user satisfaction with respect to the electronic resources purchased

    Management in museums: A case of Sadberk Hanım Museum

    The cultural material objects that are held by museums are used as the primary source of information in manufacturing the scientific and cultural information that explains the past. This fact holds museums immediately responsible for collection, organization and commissioning of information, and reminds us that museums are also centers for information. The developments of the information age and the contemporary museology has transformed museums in terms of new policies, practices and services that inform, educate, and develop the society by taking them out of their object-oriented and protective structures. An important step of this transformation has been observed in information management processes and services of museums. The information held by the museums at this point is organized within the framework of certain standards, and this information is commissioned by making use of the technological means offered by information and communication technologies. This study is conducted to show the extent to which the information management process of a sample museum affects the services of a museum. The Museum of Sadberk Hanım was chosen as the institution of the case study in order to analyze the information management process. The Museum Information Management Assessment Form was used to collect data by observation and interview techniques. The study identifies the factors that have an adverse effect on the services of the museum in terms of information management process. The conclusion that is reached in the study is that the problems related to the organizational structure, collection, staff, budget, buildings and visitors of the museum, its object-oriented approach to the processes and services, not using the information and communication technology, not using the standards and guides in the information management process, and the problems related to the legislation of museums in Turkey have an adverse effect on the services. Setting out from the fact that the information management process of a museum should be improved in order to improve the services, certain suggestions were made to organize the services with a perspective focusing on information rather than a perspective focusing on object, to reconstruct organizational structure, to keep records of collections within certain standards, and to make use of good practices in the field of museology

    This thesis examines Ottoman court registers, which are were kept by the QKadı and covered his legal and administrative practices, and the document types recorded in these registers; these records are as the crucial sources of information on for the period dating from the second half of the XV 15th . century to the fall of the Ottoman Empire This thesis relies is based on the Üsküdar Court Registers, which include both not only the most systematic, but also and the oldest registers among the court registers which are avaliableavailable today,; and for this thesis, the first 405 registers of the of Üsküdar Court Registers, dated H.919-927, have been are examined. The thesis consists of four principle parts. In the introduction part, the Ottoman legislative organizations and the Ottoman courts are investigated examined. The first part section includes the an analysis of the physical and diplomatic characteristics of court registers. In the second part section, the document types kept by the KQadı, like Hüccet, Arz, Maruz, İlam, Tereke, Vakfiye ve and Mürasele are examined. The third and last final section part focuses on Ottoman diplomatic documents, like Ferman, Nişan, Buyuruldu, Temessük and Arzıhal, sent out to the QKadı by the other eimperial administrationors

    University libraries and cloud computing: A theoretical model

    In addition to many domains like education, health and military, where the cloud computing finds itself a broad usage, the library sector nowadays also benefits the cloud computing service model primarily in order to reduce the cost of information technologies and provide flexibilty, continuity and scalabilty in information services. The main purpose that lies behind the libraries demand for cloud computing is the intention of reducing higher costs of IT requirements that cannot be met with relatively low budgets. The purpose of the research is to assess the readiness of University Libraries to be able to restruct their IT Services on Cloud Environment and define the problems in this context. In addition, a conceptual service model development was aimed under the framework of Cloud Technologies. This study is the first of its kind that tries to score the position of the university libraries on the subject of cloud computing. In the research, the hypothesis "Although it seems there is a requirement to reconstruct Library IT services on Cloud Environment, there are various proplems on different levels stem from internal and external factors" was verified. As a result of our study, a conceptual model called "National University Libraries Cloud" was formulized and some propositions were developed regarding the operation and preservation of the model. Also, a policy and strategy document was introduced towards the usage of cloud computing service model in national universtiy libraries. The results obtained from this research will be a valuable source to guide the university libraries to migrate to cloud computing environment as well as filling the gap in the literature in respective area

    Challenges encountered when applying electronic records management in public institutions: A review of technical specifications

    Examination of technical specifications relating to the e-Records applications up to reveal problems with the electronic records applications in the public sector are also important. Also encountered general problems in applications have been tried to be pointed. In this study, observed and encountered problems when implementing projects about Electronic Records Systems to be evaluated compliance Review and comparison made in this thesis is descriptive method was used. In this research, technical specifications about ERMS applications of twelve public institutions in the Public Procurement Platform have been examined. These technical specifications' compatability has been researched to these fundamental topics: mentioned file classification plans in TS 13298, capture of electronic records, ERMS usage features, access control and security, design and management of system, document management, compliance with the non-electronical systems. As the result of this study, the compatability percentage of examined twelve public institutions according to technical specifications to mentioned criterias in ERMS Standard have been measured at the level of %54,4. This result has been show the public institutions that implement ERMS applications could not achieve very important success during the transition process to e-Government
