Electronic information services in special libraries located in Istanbul and the case study: An example of the Islamic Research Center Library
The 2000s, together with developments in information technology has also affected private libraries; services via electronic media besides print resources have started offering. Behind these thoughts of special libraries, the willingness of having to-date information, and of giving better service to their audience with an understanding and desire of meeting user requests also have a large share of their efforts. In this study, electronic information services and special library concept with reference to the way and the methods of the electronic information supplied by these libraries have been examined, and offered services and applications based on the services and resources by special libraries located in Istanbul in general, and by ISAM Library in particular have been revealed. In order to determine to what extent the resource and services provided in the electronic environment has shaped the special libraries located in Istanbul and what extend they are affected, a survey was organized. As a result of this survey and the observations made on many of these special libraries, due to administrative, budgetary and technological limitations, the full extent of the services and resources cannot be supplied to the audience has been concluded. In the conclusion section of the thesis, the recommendations as to the use of electronic resources and services in an efficient and in an accordant manner with the aim and objectives of the institutions in their establishment are available

This paper addresses the following topics related to Turkish - European Union (EU) librarianship; the political background of relations between Turkey and the EU, work related to the information society within the EU and its influence on library and information services, development plans, policies, and projects in culture, education and science on the above mentioned fields in the EU, work related to the information society within Turkey, the main developments in library and information services, development plans and science policies, and projects which will enhance the adaptability of Turkey in its accession period to the EU. Policy initiatives issued by the European Union provide useful insights into the ways in which improvements in Turkish libraries may be realized. Although some efforts have been made to enhance the status of libraries according to development plans as well as cultural and science policies, these initiatives still fall short of those enjoyed by many libraries in the European Union
Examination of use productivity of university library buildings in terms of building biology
In this research, it has been examined that whether some characteristics of the library buildings of universities in Turkey are accordance with national and international standards or not. To identify the existence of this problem a questionnaire was gone among the library managers of 22 state and private universities in Istanbul. According to the result of the questionnaire it is noticed that during the use stage of those library buildings some problems occur due to the design and construction stages of the buildings, and it is difficult to solve those problems in later stages. It is also realized that those problems affect the use efficiency of those library buildings. Search technic, questionnaire and observation are the examination methods which are used in the research. First, the steps of design and construction stages of a building and are examined in terms of building biology, then these steps are applied for library buildings. It is shown that the requirements of librarians should be well defined by architects. The negative conditions caused by the building, their effects on users health and remedies are identified according to the steps of a building biology model which is previously developed and proposed. The adopted examination model is applicable on any kind of library buildings. If the design and construction of a library building is conducted according to the steps of this model, the requirements of the library users will be met, and health problems caused by the building during the use period will be reduced. The permanent and temporary users of a library building will be using the building when their requirements are met. Therefore the use efficiency of the library will be increased
Devolopment of the digital services in public libraries: Examples of public libraries in Ankara
Public libraries are one of the important information centers that play a significant role in the economic, social and cultural development. They support the individual's, who form the society, life long education; also help about self development and spending spare times. In addition these public libraries meet the needs of information. Public libraries are have to convey all the sources and services to the every zones of the community. However; in case the libraries service its sources at a solid place just a few part of the community can get benefits from the library. And providing service in this way can not be acceptable in our daily life conditions. Using of the digital vias is one of the suitable ways offering service to the all society. Public libraries should also convey their all data by the agency of digital vias. One of the duties of the libraries is advocating the local cultural heritage and protecting the manuscripts and rare works. These monuments should be protected by digitizing and they should be served to the all community access. Therefore, public libraries must develop their digital information services and present to the users. In addition to these they should support all the digitizing workshops. In our survey it is determined that the views of the staff and the active users about digitization and digital information services. Accordingly; a research planned at nine public libraries in Ankara between the staff and the users. The staff and the user's views are obtained via statistical study and interview technique. Generally according to the results, both the workers and the active users of the libraries have a positive look on the digitization. Despite that the public libraries come up short on digization works. And also they can not supply all the access to the resources. In the other hand, the libraries which serve digital informarion resources, can not inform their users in an efficient way. As a result of these, in our developing world the public libraries must keep up with the time and the staff of the libraries must be educated about digital information services. Also they should pay more attention to the digitization works
Institutionalisation process in electronic records management and archive systems: The case of Ankara university
Inspired from the concepts of records management, electronic records, electronic records management and archive, how should electronic archiving in electronic records management systems be might be conceived. To better understand and give an insight, it is necessary to evaluate legal rules, standards, regulations/applications related to electronic records management systems within the context of activities pertaining to "e-devlet", and to define the basic requirements of electronic records management systems. Moreover, institutionalization and the process thereof shall be evaluated in detail and the interlinkages between such and those mentioned above shall be taken into account as well. As a case study, "e-BEYAS" project, conducted by Ankara University in the field of electronic records management, and "BEYAS", which preceded it might be assessed. In this context, "e-BEYAS" application software developed as per "e-BEYAS" project and the components thereof shall be further reviewed and all activities in the process shall be analyzed. As a result, in case the proposals as to organizations and institutions that would adopt an electronic records management system and "e-BEYAS" application and conclusions of the research are elaborated this may contribute to the practice in the field
A study of Ottoman archives with respect to Turkish-German relations
The current study encompasses the content in Turkish Republic's Prime Ministry archives with respect to the Turkish-German relationship in terms of politics, administration, bureaucracy, law, economics, trade, social affairs, tourism, arts and culture, religion, military, health, sports, education and science (between 1299-1930). It includes a thematic bibliography/ catalog/ guide/ handbook of the said varieties of relations alongside the author's original observations, comments and analysis. This study is a classification of the original documentation between the German and Ottoman Empires with regard to different topics and a contribution in bibliographic terms for the enlightening of circumstances related to these documents. The study has been sketched with a great care so that it can be used for related research as a guiding resource.The main motives for picking such a topic are as follows: (1) there isn't any similar study in content and methodology so far (2) Ottoman archives' worldwide vast and valuable resources have never been studied for a bibliographic presentation on that matter (3) Turkish and German relations have never been studied from that respect and historical realities were never put forward as clear as this one. Most of all, the current study shows through original documents bibliographically studied, that the Turkish-German relations have been very well rooted and good. Worldwide researchers can now benefit from this work in order to study Turkish-German relations.This unique resource of information and documentation is provided for further use of the researcher and the wider society
Digitization in the turkish rare book libraries and applications in the Süleymaniye Library
Our libraries preserving our cultural heritage of over one thousand years old manuscripts are the pillars of our civilisation. We will have so many advantages when we store our library collections in digital formats. The first advantage of this is that the books in the collections would not harm from poor storage conditions and repeated use. Secondly, the user would be able to search the entire collection within minutes and access the materials and copy them in return for more affordable prices than ever before. Additionally, digital libraries would make way for an easy identification and recording of the book collections and provide safety in case of theft to serve as evidence. In this study, the applications concerning the digitization in Turkish Rare Book Libraries have been analysed with the help of oral interviews and a survey work. A detailed research has been carried out with regard to the Süleymaniye Manuscript Library and some suggestions made concerning the digital applications

Education is a process which continues from birth to death. In this process the most important institution is the library which provides the continuity of education in the preschool, school and after school periods of life. A library is a compound of five components. One of these components is the building. By taking care of the effects of the physical environment on the human behaivour, the public libraries must be planned as to have a suitable space organization which performs well with the aims and the functions of the library in which the staff can be productive and the public may feel itself comfortable. With this conception the problem should be held on with a systematic approach comprises planing - programming - designing - producting - furnishing and using phases. Analysing the problem it should never be forgotten that the public libraries are not the book storages which the students have to use for preparing their homework but multipurpose socio-cultural institutions. For this reason determining the needs the problem must be held on as the need of a cultural medium instead of the needs of rooms, tables, chairs, etc. For the public library buildings in our country generally standard projects and buildings or their variations are being used. It can be easily seen that those buildings are unserviceable, insufficient, unattractive and far from symbolizing our culture. Observations in three main public library buildings in Ankara support this point of view. Approaching to solve the building problem of a public library it is important to take care about in where, for whom, for which aims and needs this library will be organized. Instead of standard projects and buildings new studies should be done. For preparing a programme for a new public library building the standard programming process, which is proposed in this study, may be used by organizing in accordance with the environmental conditions
