The findings and analysis of the records in Üsküdar Kadi registers related to the social and economic life of Üsküdar (H.954-980/AC. 1547-1573)]
Kadı registers are one of the basic sources in the Ottoman history studies. They include unique data for social, economical, juridical studies and other areas related to Ottoman history. In this study, 22 kadi registers of Uskudar Court have been examined. These books include between 15-36 which cover the years of H. 954-980 / AC. 1547-1573. They include both the judgements of the era?s kadis (hüccet) and the correspondences between the central administration (Divan-ı Humayun), other administrators (defterdar. Beylerbeyi etc.) and Uskudar Court (berat, ferman, buyruldu etc.). Three of these 22 books (numbered 21, 24 and 28) are in Arabic, others in Ottoman Turkish. Therefore, the Arabic ones have been kept out of this study and the other 19 ones examined. Those 19 books compose of 2305 pages (leaf) and of over 15.000 records. This study has been started by reading of those records one by one. Then every record has been classified under related headings. While doing this, the date, page number, judgement number and a short explanation of every record have been noted. After reading the registers, the records have been classified according to their subjects. All the judgements have been listed cronologically under the general headings of `private law? and ` public law?, and their subtitles. Furthermore all the data has been demonstrated in the graphics according to the years they belong. In the foreword, the importance of the kadi registers has been mentioned; and in the introduction part has tried to be given short information about the duties of kadis, why the kadi registers are important for the Ottoman studies and a few studies related to kadi registers
Reading habits and library usage level of primary school teachers in Ankara
One of the most important factors for development, being one of the modern countries and getting the position of a leader country is owing to reach scientific, accurate and reliable source of information. For the realization of this, the importance of reading and benefiting from libraries in which the source of knowledge exists must be taken into consideration. Starting from the earliest stages of education, the importance of the libraries which are the most reliable and effective way to achieve the scientific scope and reading must be assented. From this point of view, it is necessary to develop practical and incentive methods to increase the functions of libraries and accessing library sources. As the preferred and widespread use of internet to access information in today's World developing new methods with the aim of informing the people with scientific methods is important to increase library use via the internet. This study was carried out for evaluation about reading habits and library use of primary school teachers, who are the most effective factor for the acquisition of these habits by students. The samples of this research consist of 6 districts, 48 primary school and 114 primary school teachers. Descriptive method with questionnaire, observation and interviewing techniques are used in this research. As it is defined in the hypothesis of this study; although there is a true proportion between reading habits and library use of primary school teachers working in state schools in Ankara, these teachers don't have proper capability to fulfill the requirements to get the students gain reading habits and library use. According to the results obtained from this study, it can be seen that reading habits and library use of primary school teachers in Ankara are true proportional, it is confirmed that these teachers don't have proper capability to fulfill the requirements to get the students gain reading and library use habits affected much because of many factors such as curriculum, family and environment
Digitization and digital preservation policies in Turkey: A proposed model
Cultural heritage is one of the most significant constituent of societies in particular and life of humankind in general. For this reason, states have made legislative regulations in order to ensure the persistence and sustainability of cultural heritage, and thus international agreements and conventions have been considered on the matter. These regulations and conventions in question are of vital importance in terms of pioneering the institutions and investments which preserve the cultural heritage assets of the countries and pass them on to the next generations. Cultural memory institutions such as libraries, archives and museums can be counted among the institutions undertaking such enterprises and investing for the protection of cultural heritage and its transition to the next generations. Especially in 1990’s, together with the developments in information and communications technologies (ICTs), application of digitization and digital preservation programs for the of cultural heritage objects, as well as making investments and embarking on enterprises in areas in question came into prominence. Besides investments of associations undertaken by cultural memory institutions in the digitization of cultural heritage objects and their preservation in the digital environment, it is a well-known fact that they have carried on studies in a systematic manner with the purpose of ensuring the reusability of these objects via current technologies and acted on in line with specific policies.
Much the same as many other countries, cultural memory institutions in Turkey carry out digitization and digital preservation applications. Within this framework, issues related to the identification and preservation of cultural heritage objects are also addressed in the legal regulations. However, when the aforementioned enterprises and literature review on the subject are examined, it becomes clear that Turkey has been confronting problems in the administrative, financial and technical aspects of the digitization and digital preservation applications, and have no sustainable structure. Thus, in this research the current situation of cultural heritage institutions is described with reference to the literature review, data gathered from the institutions chosen as test-bed and administrative and legal framework. In line with the research, fourteen different sized institutions carrying out digitization and digital preservation applications have been analysed via research instrument which was developed according to the studies and models in the literature. The hypothesis proposed as “In Turkey, the planning, decisionmaking and practical approaches (with regard to financial resources, business-to business communications, access management, technicalities, education) adopted by cultural memory institutions in digitization and digital preservation do not have the necessary qualifications to be regarded as sustainable in terms of.” is verified. In line with the findings of this research, a model has been developed to be taken as a sample in related policies with the purpose of maintaining the continuity of the processes regarding the digitization and digital preservation of cultural heritage objects managed by the cultural memory institutions. In the final section, recommendations addressed to the cultural memory institutions to lead them adopt an approach which ensures the sustainability of digitization and digital preservation processes were offered. Finally, the necessity of a comprehensive policy document to be updated periodically by cultural memory institution was emphasized. Within this context, principles regarding the policy
on digitization and digital preservation which was recommended by depending on the model developed in this research were presented in an attempt to provide guidelines for the cultural memory institutions
Public library use in Ankara: Socioeconomical analysis
Public libraries are democratic institutions which contribute to the development of societes. The main objective for the public library which has functions of education, culture, information, and leisure, is the maximum usage by the community it serves. Public libraries can achieve their objectives and functions as long as they are used. Public libraries in Turkey, are not being used sufficiently by the community. Taking this fact into consideration our research, aims at building a model in order to identify the socio-economic reasons of public library usage, within the system integrity. In this research; the concepts of age, sex, marital status, educational level, occupation, income, geographical origin, social status, social role, life style (culture) and activities of leisure time have been taken into consideration as socio-economic factors. Thus, the hypothesis of our research has been established as; individuals (society) do not use public libraries or do not benefit from them enough in Ankara because of the socio-economic factors mentioned above. The survey method has been used in the study and data were gathered by means of questionnaire, interviews, and personal observations. The sample of the research covers 1800 citizens, who belong to different socio-economic levels (lower, middle, upper) and live in 16 different districts and in 600 houses within the 6 orders of the Greater Ankara Municipality. The directors of public libraries in Ankara were interviewed. The results of the investigation have been analyzed by chi square test and correlation. The main result of our research is that the public library usage depends on the socio-economic factors
Evaluating e-learning readiness of faculty of letters of Hacettepe university
In the information era, e-learning is considered as one of the means to increase the global competitiveness of a nation. Before e-learning is largely implemented in education system, it is important to assess the e-learning readiness. The main purpose of this research is to discover whether Faculty of Letters of Hacettepe University is ready for e-learning. Survey method and questionnaire are used for data collection. Stratified sampling was used to select samples. 146 instructors and 311 senior students participated in the research. Based on previous researches, factors which influence e-learning readiness were selected as: Availability of technology (only for students, because the nature of e-learning requires a distance connection generally from the residence of the student), use of technology, motivation and acceptance, self confidence and training, as well as institutional readiness. The main hypothesis of this study "Faculty of Letters of Hacettepe University is not ready to adapt to e-learning" is proved partially. Based on findings, it can be interpreted that students of Hacettepe University Faculty of Letters are ready for e-learning. On the contrary instructors are not ready for e-learning at the same level. According to both instructors and students, Institutional Readiness is not satisfactory. Use of Technology Readiness is lower than expected level for both groups. Acceptance Readiness and Self Confidence Readiness of students are over the expected level, however it is the contrary for instructors. On the other hand, there is a good acceptance for training. Both instructors and students believe that they need to be trained before launching e-learning applications. Results also show that discipline, age, status and gender are significant factors for e-learning readiness
European Union infomation community and university libraries
The aim of this thesis is to conduct a study on the major university libraries within the EU and find out how much contributions they make to the academic life. Therefore, as a candidate country for the EU, conditions of the university libraries of Turkey have been investigated, comparisons have been made with some university libraries in the EU and recommendations have been made to have the European standarts for the field. In the eve of the membership process of Turkey, the relationship between Turkey and the EU, European Information society projects, education and cultural policies of the EU, and their impact on libraries? policies have throughly been investigated. It has been understood that the EU has shaped its information society and libraries fields with policies and programmes, and it has been revealed that such policies and programmes are necessary for Turkey too. The thesis has also put forward the situation in Turkey. The necessary thing for the information society and cultural and educational policies is the very well orgised and operated libraries in Turkey
The volunteerism in public libraries: The evaluation of the My Library Project
This study, after providing information about the public libraries, shows the importance and function of volunteer studies in development of public library services by taking the volunteerism studies applied in public libraries as a reference, and from the sample of Community Volunteers Foundation `My Library Project'. The study consists of four main parts. At the first part of the study, general information is provided about the public library. This information includes the definition of public library, its purposes, duties, services, structural elements and important information about the organization of public library. Soon after, current status of public libraries in Turkey is addressed in detail. At the second part of the study, the enterprises and examples of works which is actualized in the recent years for public libraries in Turkey. At the third part of the study, the principles, vision and mission of Community Volunteers Foundation which performs the concept of volunteerism, studies to gain volunteers, volunteerism areas, volunteer contract, volunteer's rights, reasons of volunteerism and volunteer motivation in public libraries, are explained. `My Library Project?, which implemented by the Community Volunteers Foundation in Public Libraries of Cities and Counties between 2006 and 2008 is examined in detail and the project outcomes are evaluated. And at the forth and the last part of the study includes, the `Volunteerism In Public Libraries? survey study and the analysis of the survey which was held with public library workers
