    Bibliographic standarts of center for information and documentation and a case study for Istanbul

    The primary objective of this research is to consider domestic and international development of standards and standardization work in historical context. Detailed information on standards is provided that by this means. In further chapters, the relationships between standard and documentation and information centres are considered. All library types are discussed seperately and standards for all of these are examined. After this, the approach of documentation and information centres towards standards and standardization ore discussed. During the research, data has been collected with comperative, descriptive and survey methods. As a result, regarding international applications, the conclusion has been drawn, that standards equality library system positively and that they boost productivity

    Collaboration between school librarians and classroom teachers

    Collaboration, in general, defines the process in which people with same purposes work together in an efficient way in order to attain those purposes. The collaboration between the school librarian and the classroom teacher is a process that aims at the student's academic achievement, which requires a collaborative planning, tool development and evaluation. In this thesis, the relationship between such collaboration and the student's academic achievement has been explored and private schools in Istanbul have been observed to determine it. In this thesis, a descriptive method has been pursued and questionnaires have been used for collecting data. The result of this thesis is that school librarians believe in and observe the positive impact of collaborative working process whereas at private schools in Istanbul, it is not possible to talk about such collaboration between school librarians and classroom teachers

    Bibliographic control of government publications in Turkey

    Bibliographical control has gained importance on account of the fact that information is a tool for improvement with the effect of technological advancements occurring in this day and age. Information, which constitutes the strategic resource of present time, is able to reach its target thanks to the advancements in internet and information technology. The success of countries on a global scale is assessed in direct proportion to the investments made in information. Improvement of the communication and cooperation among public institutions and organisations and attaching the necessary importance to the governmental publications for their effective bibliographical control in Turkey are also considered to reduce the number of contraband compilations. Government of publications, which are known as reliable sources, are deemed as significant sources in the elimination of information pollution occurring as a result of advancement of technology. Government of publications are evaluated as main guides of reference in the improvement of society, functionality of institutions and obtainment of qualified information by researchers. Factors such as the abundance of government of publications in Turkey, differentiation of the standards in their issuance and influence of the problems encountered in compilation affect the bibliographical control government of publications. Proper and timely utilization of government of publications shall both increase the transparency of public institutions and enable the reliability of results to be yielded in this field to reach its peak. The realization of all these is only possible through an effective bibliographical control of government of publications. In this study dealing with the bibliographical control of government of publications, the phenomenon of bibliographical control concerning government of publications generated in printed and electronic media has been assessed through the explanation of bibliographic control efforts in Turkey from past to present by also considering technological advancements nowadays. Furthermore, acts of access to government of publications in some developed countries have been touched upon in order to set an example for the efforts exerted in Turkey, information has been provided on institutions conducting the bibliographic control of government publications in the mentioned countries and government of publications. Efforts necessary to be exerted for the existence of such practices in Turkey as well have been emphasized and suggestions have been brought forward for resolving certain problems arising during the period between the generation of and access to government of publications

    This study is trying to prove that there is a strong need for a new professional body in Turkey which examines both the US and Turkey-based Library Associations and their development and present day situation on the basis of the Non-Governmental Organizations (NGO) and the scope of the Information and Document Management. NGO is an important mechanism reflecting the level of the effectiveness of social groups (especially on business-oriented groups) and plays a determining role with respect to the vocational applications. Therefore, our study is focusing on the Turkish Librarian Association with a broad perspective of the above professional body in the light of the applications by the ALA. For this purpose, the information regarding the characteristics and historical development of the library organizations parallel to the public institutions has been given with a profile of this new body defined and a new draft bill of Librarianship framed

    The role of consortia that supplying electronic resources in university library: ANKOS model

    Electronic resources, due to the fact that they embody the recent data, is one of the most significant sources constituting the library collections that are frequently preferred by library users. In all the countries around the world, consortium have been developed in order to enable the access into the high-priced electronic databases, through the most efficient and economical ways. In Turkey, ANKOS (Anatolian University Libraries Consortium) employs the duty of offering the utmost electronic resource access with the best price. In this presented study, the importance of the university library consortium in company with the statictical data providing the electronic resources whose use has been remarkably increasing is indicated with the help of consortia instances both in Turkey and in the world. In the scope of the study, the latest statistical information of ANKOS is used, the increase in the electronic resources is represented by the charts and the study is exemplified with various consortium around the world. As a result, consortium have an efficient role both in Turkey and around the world in providing the electronic resources into the libraries. Accurately applied policies would increase the use of these resources and thus, would result in more production of academic knowledge

    Periodic subject analysis of library and information science

    Library and information science is a field of which name, scope, cognitive and intellectual structures, and future have been quite debated. Different nominations, approaches, and considerations concerning this field enhance the importance and necessity of thematic and trend analysis of the related literature. The study conducted a content analysis of scientific publications in library and information science. In this context, thematic and trend analysis have been carried out by focusing on title, abstract and keywords of the publications. Representative terms have been adopted to reveal the thematic construction and popularity of topics by period and text visualization has been used in interpretation of both analysis. The scope of this study comprises of publications indexed in Web of Science database under the "library science and information science" section. Different methods and data analysis techniques such as text mining, co-word, network analysis and text visualization have been used. While text mining techniques were used to process the text corpus, co-word and network analysis methods were implemented for information extraction. Text visualization approach was used to identify thematic and trend analysis and previous studies were taken into consideration as well. As a result of the combination of many methods and a wide range of data collection, one thematic and two trend maps have been obtained. It was concluded that thematic structure of library and information science is composed of 12 basic components (subjects) and their subclasses including fundamental concepts as well. Moreover, the trend analysis examined in three periods have shown that in every theme there are terms appearing in high, rising, new, stable, declining, fading, and low categories

    Records management through quality management and quality system documentation in public universities

    One of the fundamental aims of todays organisations is to achieve quality. To gain quality requires considering the quality totally, developing policies, procedures and practices contain every institutional component, and transforming them into written documents, implementing, evaluate and control the system in accordance with documents. This study aims to explore such relations as the quality management, and records management. In terms of quality and quality assurance models, records management and retention programs examined as one of the records management elements. In that scope, legal regulations analysed which affect or determine records issues in our public universities. In term of institutional practice present situation, problems and expectances of records process fixed on account of Hacettepe University along with practical and necessary documentation is defined that use to developing records retention programs on the surround of quality management. Survey method has been used in this research in which data gathered through literature reviews, legal analyses, questionnaire and interviews. Questionnaire and interviews have been completed in all divisions that have file unit without defection. Questionnaire has been applied and analysed total of 186 individuals. Our research proved the hypothesis that "the institutional processes related with the records couldn't be realised through legal and administrative necessities in Turkish public universities resulted from; erroneous applications, insufficiency of legal regulations, lack of quality based administrative structure, ineffective records management system, unqualified personnel"

    An Examination of features of records created in public administration and an evaluation from an archives studies perspective

    This study maintains that it is possible to determine the functions of documents by carrying out a detailed examination of their particular forms. The study aims to demonstrate that when record characteristics are carefully analysed, the provenance of material will be discovered and points of access may become apparent and in this way the most accurate description titles can be found. In order to achieve this aim, the particular features of current and semi- current records in public institutions were examined. Subsequent to field studies being carried out at selected institutions the subject area became more clearly defined. The methods used were observation, interviews, questionnaires and collection of records. The results obtained and records collected were examined from the point of view of form characteristics, genre, physical and diplomatic characteristic and the main elements determining record description. During this process, the documents were grouped under nine headings. Each group consisted of documents that shared certain features belonging only to that particular group. The types and sub-types of documents were examined as far as the reason for creation, legal basis, physical and diplomatic characteristic, provenance and their relationship to other documents were concerned. The results obtained are presented under the following headings: The relationship between record description and function, the use of function as a means of obtaining records and the subject headings derived from record types. The main aim of this study is to discover new methods of securing intellectual control while describing and arranging Republican period records by focusing their diplomatic characteristics.
