    Emergence and development of the registers of the Imperial Council in the Ottoman administration (XV-XVI centuries)

    This thesis is the result of a study of registers kept by the offices of the Im perial Divan in the sixteenth century. Particular attention has been given to the contents of these registers by comparing them with each other and the following conclusions were arrived at.The court registers of the Imperial Divan did not con sist of one single series of Ahkam registers but were in fact in the sixteenth century made up of three distinct series of Ahkam registers. The first of these series of these registers deal exclusively with matters of finance and do not in fact belong it the office of the Imperial Divan but to the office of the Defterdar a while second series of registers, which in fact do belong to the Imperial Divan, later became known as the Mühimme Defterleri. The third series deals with appointments of judges, Beylerbeyim, fief-holders and other important position in the state and can in fact be seen as appointment registers (Tahvil Ahkam Defterleri). The descriptions of the offices of the Ruus and the Tahvil which have been presented by historians mirror the reality of the organisation of the bureacrecy as it was the eighteenth century and not as it was in the sixteenth century. The reality of the sixteenth century bureacratic procedure was that appointments were made by the Ruus office and were then confirmed by the Tahvil office both offices playing a distinct role in the appointment of the same official. A similar process existed for the appointment of fief-holders, except that a second confirmation by the Bey lerbeyi was necessary so that three separated official procedures were involved

    Subject authority file studies in Turkey: Sample of Ankara University

    Libraries are bridges between information and the library user in the context of information retrieval. It is necessary to control the information by cataloging according to related standards for accessing the information. The library users want to access information sources by subject as well as other access elements. Therefore, it is important to create subject entries in bibliographic records. If subject added entries and their redirections are done correctly, it will make it easier for users to access the information they are looking for. The aim of the study is to identify the main mistakes made in the entries of the bibliographic records of the Ankara University DTCF Library and to show what should be considered for an accurate and correct entry. For this purpose, firstly conceptual framework was created by giving definitions of authority, authority control and authority file. The importance of access to information by subject and the historical process concerning the use of subject authority files in the catalogs has been explained and the studies and collaborations made in abroad and Turkey on authority file have been mentioned. The main part of the study is the subject terms in the subject authority file of the Ankara University DTCF Library. The subject terms included in the subject authority file have been examined one by one and it has been determined that 59.58% of the subject terms are entered incorrectly and not in accordance with the standards in the subject authority records. As a result, although some initiatives have been made in Turkey to create a subject authority file so far, it has not gone beyond individuality. When the studies carried out abroad are evaluated, it is seen how insufficient and irregular the work done in Turkey is. The lack of any subject authority list for creating bibliographic records in Ankara University DTCF Library and knowledge of the library staff in this regard led to the creation of irregular and unauthorized subject entries. The failure to create authority lists in accordance with standards and the mistakes made in this respect lead to the conceptual confusion in bibliographic records and the inability to access the users' information sources

    Information communication technologies and globalization have influenced numerous concepts and structures deeply in the age in which we live.As the citizens by being an individual required by the information age use computer and communication technologies excellently, they instanly become aware of advances, they question the public service which they get from the government, and then they demand for the better service by comparing and contrasting to other countries, also they bring to book to the government, they try to be involved in resolution processes.Therefore, these advances necessitate the resources of public authority to be used productively and effectively for the benefit of the public.The public sector will be successful not only in producing better service but also competing with private sector in information age, by the help of governing the documents in which the information is recorded and the information which is implicit in these documents in such a way that the information will have an added value, and this necessitates to change a lot of constituents such as the organizational structures in public corporations, the comprehension of leadership, the qualifications of the employees, performance measurement of the employees, administration approach.In public corporation, production, use and keeping in archieves of the documents must be done within the frame of certain orders.In this age, the efficiency of the public corporations and maintaining their own existence will be obtained by means of implementation of information and document management comprehensions in organizational scale.In Turkey, in information age the efficient service by public corporations will have been provided by means of the efficient implementation of information and document management in public corporations

    Data mining in Information and Records Management

    The exponential growth in amount of data causes reliable data analysis problems. The purpose of extracting, exploring, discovering interesting, and potentially beneficial knowledge from these data is a very critical factor. Data mining, within the process of transforming data into information and then into knowledge, called knowledge discovery, has become a more common and as well as an interdisciplinary study around the world in the last few years. Data Mining is discovering hidden dependencies, unknown patterns in huge amounts of seemingly meaningless data and producing useful results with the collected information. The main purpose of this thesis is to study and bring up the place and importance of Data Mining in the process of knowledge discovery, to provide a point of view about the concepts related to Data Mining, to give information on application areas and to introduce the methods and techniques of data mining basically. In the light of this purpose, in this this study first of all the concepts of data, information and knowledge explained theoretically, then analyzing the data preparation in detail, and the concepts of data mining are described.     Our subject matter is one of the qadi registers of Antalya, which is dated 1912-13 (H. 1330-31) and numbered 98. The original copy of the register is held by the Prime Ministry Ottoman Archives. To be able to encourage those following us, to make the studies in this field easier and put them forward for the use of researchers, we have transliterated and analyzed the 98 numbered register out of 100 belonging to Antalya. This study comprises only of the first 50 folios of the mentioned register and contains 239 documents/decrees/vouchers. Not to violate the wholeness of the register the remaining part has been studied by my colleague. The majority of the second part is composed of registers about orphans fund, agency and legacy cases. In the introduction one finds the Ottoman Courts Qadi Registers, their general specialties, the historical development of the registers' archives, the Antalya Registers and the register we have studied on are treated. As the book is kept in Elmalı, we have opted to provide information on the history of Elmalı. In the text part, the summaries, transliteration and index of the documents that is given in the 98 numbered register can be found. For the transliteration we have adopted the basic rules and the index covers only the names of people, places and institutions

    The effects of information literacy school libraries

    This research has been conducted to point out the significance of school libraries concerning the changing educational values and the responsibilities these libraries have in raising knowledgable literate individuals. This research focuses on ; the role of school libraries within the education system, the ideal situations for school libraries and the relationship of knowledge literacy with school libraries. The methods used during the research are ; documentary source analysis and description. Observation and questionnaire tecniques are implemented for gathering data. In this research, while the place and importance of school libraries in the 21st century is being observed; the process of knowledge literacy and its value in nowadays society is also made visible. Moreover, the mission of raising knowledgable literate individuals is highlighted and the relationship between school libraries and knowledge literacy is made seemingly clear. As a result of the research, it is found out that, in Turkey, there is not any organic relation between school libraries and education. What is more, concerning the conditions in Turkey, the result that school libraries are not successful in raising knowledgable literate individuals is reached

    Books published by University publishing houses are generally not prepared in accordance with library applications and TSE standards. We should have such a priority for front / back / covers / title page and spine, catalogue information, index, glossary sections should be emphasized in a book design. The contribution of professional knowledge in the field of librarianship should establish standarts that both publishing industry components and readers will benefit. In order to be able to determine the effect of librarianship on broadcasting in our country, all relevant documents fixed in a wide literature review and evaluation of screening techniques used in making the documentary. Books as the most important source of information and means of communication, are having some prepared standards in design. Some publishing houses within the framework of their practices and applications make up their own design. Those relevant standards are inadequate to respond to our needs at such days as printed books replaced with e-books. In our study, basic information respectively given about communication, book design, publishing and about training. Purpose of this present study, trying to check about whether if books published by university publishers are in compliance with standards of both librarianship and TSE. In design of books published by university publishing houses, an interaction between publishing and libraries are also investigated. For this purpose, the university publishing books examined and publishing house editors interviewed. After all observations above completed, some books by university publishing houses published according to neither library applications nor TSE standards have been identified. We have found some problems in applications by university publishing houses in such stages i.e. release preparation, acceptance, inspection, production, sales and distribution practices. experienced. In order to be more efficient in University Publishers? activities, cooperation should be provided in both publishing and librarianship and publishing-related legislation and regulations should be updated. HEC is planning new regulations in this regard in the draft law.

    Evaluation of public data in context of open government approaches and records management in Turkey: A propsed model

    Since the increase in open access trends, ensuring the reusability and availability of publicly funded data with reference to the right to access information have become more and more important. Data transparency is crucial in terms of citizen engagement, participatory democracy and developing new economies. After ensuring citizen access to publicly funded data, a significant progress has been made regarding its transparency and accountability. In this context, with the opening of public data, open government practices and new political discourses emerged. The opening-up of government data and obtaining economic, social and political gains constitute an important pillar of the agenda defined as "open government" in the related literature. Open government is a doctrine that enables free public access to government data by all segments of society and (re)using it without any restrictions. Over time, countries have developed open government national action plans and put them into practice to achieve the objectives. In this respect, open government models, evaluation criteria, and scientific studies on collecting open government data continues to grow in importance. In this study, within the scope of institutional and legal frameworks, public data that is the key element of open government processes in Turkey has been evaluated with reference to the literature on open government processes and information management practices. Open government strategies and action plans of Turkey are in fact too basic. Thus, Turkey has been facing political, technical and legal issues regarding open government practices as well as open government data configuration, and it has no sustainable structure. In this study, an evaluation instrument is devised based on similar studies and models in the literature to analyse 21 institutions that are conferred responsibility for Turkey's open government practices in various strategies and action plans and integrated into e-government portal. According to the results obtained in this study, the following hypothesis is verified: There is a lack of political, technical and legal infrastructure related to defining the content and management processes related to open government practices and creating the awareness about the preparation of public institutions for open government applications in Turkey. In line with the results, a model that can be used as a guide for the open government practices and the opening-up of the public data has been developed
