    Evaluation of information services

    Information service was developed in the second half of the 19th century in USA. It went through a major change due to the appearance of the computer in the second half of the 20th century. The way of the maintenance has greatly influenced by the occurence of the internet and WWW. The user can find the answer to his question by way of digital information service, without coming to library. Success level of the information services which are given in libraries cannot be evaluated objectively without conducting reliable measurements. The aim of the evaluation is to improve the services and increasing the quality to provide the user's satisfaction. The question-answer measurement which is conducted in MSFAU has brought up the reasons for the failure by way of displaying the success and failure rates. It will be possible to offer a more successfull service when these factors which lead to failure will be eliminated. However, the institutions which give information services must evaluate their performances not only once, but must apply measurement and evaluation methods which are spread in a year

    Organization of manuscript libraries in Turkey

    Manuscripts are very precious and important resources in terms of sharing cultural heritage with the community and transferring it to the future generations. These resources also include important information of many disciplines of science regarding primarily the content of religion, language, art, history and literature. Manuscripts in Turkey are mostly provided to the users and researchers in libraries. These libraries are not only responsible for the protection and reparing of the collection of manuscripts but also responsible for the technical defining of the the cultural richness and knowledge and providing those to users who need. Manuscript libraries, like in other type of libraries, form an organization from the staff of the collection and building facilities to user services with all the elements. Arrangement of elements forming this organization based on the library standards lead to the preservation and restoration of manuscript libraries in appropriate conditions, the description of materials in international standards and supporting user access via information technologies. The main goal in our study is to reveal the problems at the organization of manuscript libraries in Turkey and to bring ideas and to make suggestions for the future of manuscripts librarianship. In this regard, field works were carried out at Süleymaniye Manuscript Library in İstanbul, Turkey and at Bavarian State Library Department of Manuscripts and Early Printed Books in Munich, Germany. Information about the organizations of libraries were collected by interviews with library managers and expert librarians. According to the obtained general results in the study, although important initiatives have been carried out for preserving, restorating and providing the manuscripts with the establishment of the Republic of Turkey Ministry of Culture and Tourism - Manuscripts Institution Presidency, the problem of inability to make manuscripts libraries active information centres still continue. This situation is caused by the non-standard service structure of the manuscript librarianship. In conclusion, manuscripts libraries should modernize themselves and adopt the idea of more public access instead of conservative approach and they should be rearranged considering the main organization standards of the manuscripts librarianship activities

    Comparative budget management in research libraries

    It is essential for university libraries to have a budget with adequate economic conditions in order to carry out the activities of universities, support education and research opportunities, enable access to the sources of electronic and magnetic publications. Managing various purchases in university libraries requires libraries to be able to manage budget appropriately when they make these purchases. In this study, the definition of most common research libraries as the type of university libraries, their purposes and the five components of the university library have been addressed. A general evaluation of the "Budget", one of the five elements, was made and the state and private university libraries were compared. Consequently, the state and private universities need to change the codes in the purchase and budget management because of the diversification of library purchases within their budget management

    Turkish Armed Forces libraries and library automation

    According to 1992 statistics, with 580.000 persons, the Turkish Armed Forces is the best structured and disiplined institution of the country. It has been well-shaped till now and one of the largest armies of the NATO countries. The purpose of this study is to determine the problems of libraries serving the Turkish Armed Forces and to make proposals for the solution of problems. We stated our research problem as following: "are there obstacles which prevent the transformation to computerized library services that enable to obtain information, especially in recent years for the Turkish Armed Forces needs?" The hypothesis of the study is: Major obstacles to give computerized library services in the Turkish Armed Forces is derived from infrastructure. In the light of the main hypothesis, subhypotheses are defined as follows: -Library materials are not sufficient, considering quality and quantity. -The quality and quantity of library personel are insufficient. -Library buildings and physical facilities are insufficient. -Library budgets are also insufficient. In this study, manual and computerized library services of the General Command of the Chief of Staff and its related institutions such as the Land Forces Command, the Naval Forces Command, the Air Forces Command and the Gendarmerie General Command have been examined. Survey method has been used in the research and data was collected by observation, interview and inquiry techniques. As a result of the examination of the libraries of armed forces, it is concluded that budget and well-trained personal play an important role. Moreover, it seems that all of the problems are caused by the mentioned points as well. It seems that the efforts for establishing a network related to library automatization, do not realize due to depending of data processing on abroad, nonexistency of native products, and nonexistency of an institution that defines the standards related to the libraries, supplies applications and controls

    Information seeking behaviours of scholars and the reasons which effect these behaviours

    "Information need" and "Information seeking behaviour" are two complementary concepts. Information need causes information seeking behaviour; as a result of this behaviour every information we reach causes new information needs. Information need and information seeking behaviour are effected by many factors. One of the most important factors is the occupation of the individual, especially if the individual is a scholar. Because information seeking behaviours of scholars are determined their academic disciplines. In this research, the effects of occupation on information needs and information seeking behaviours of scholars are examined, and the differences between academic groups are emphasized. The findings of our research are also compared with the results of previous researches which had already taken their places in the literature. As a results of this comparison the similarities are identified, and at the end some recommendations which are based on the results of this research are made for information centers. The most important of these recommendations is the necessity for flexibility, in other words, the necessity of establishing information centers in order to meet the characteristics and needs of the users who use these centers. This research is based on comparative study; data have been collected through the analysis of literature, questionnaires and interview techniques. Research hypothesis is expressed as "Information needs and information seeking behaviours of scholars are different because the occupation of scholars differ from each other". This hypothesis is proved at the end of this research. As a conclusion, it can be said that information needs and information seeking behaviours of scholars who study on different areas such as science, technology, social sciences and humanities are different from each other

    Intellectual freedom problem in Turkey and its reflection on public libraries

    Public libraries are assumed to be among the organizations helping to form intellectual freedom of society in the democratic countries. They have been contributing to democratization strives of the countries in this sense. Librarians who are duty consciousness have been developing the public library services too. Duty conciousness concept has been forming the philosophy of helping to contribute intellectual freedom of the society. It is accepted as both a social and a professional responsibility as well. The situation is different in Turkey. The purpose of our research is to find out the reason of this situation. The purpose is to help public librarians to develop duty consciousness which should be shown in the performance of a certain attitude towards intellectual freedom problems, clearly. Our hypothesis is concerning the legal problems forming the lack of duty consciousness in the librarians so the public libraries are not active organizations in Turkey. The hypothesis has been proved by the results of questionnaire. It is recommended that this problem could be solved by supporting the education and preparing a "Public Library Act" to meet the requirements of contemporary necessities

    Relationship between the named entities and the subject titles in categorization of news items

    With text categorization it is possible to access information within a large pile of impure data. It also helps people to save time who wants to have information more easily and practically. One of the most important practical research areas in terms of text categorization is news, as it has a potential of rapid increase. This thesis aims to investigate the connection of subject codes with named entities, in terms of text categorization, by using 5834 news texts which were obtained from BilCol-2005 news corpus. To address this, 5834 news were tagged with seven different named entities (person, organization, location, date, time, money and percentage). Tagged news were classified under 13 different subject codes of IPTC's (International Press Telecommunications Council) main subject taxonomies. The investigation was based on tagged and untagged words and their relations with the IPTC news codes. Key findings were revealed with the frequency and percentage values along with some statistical tests (e.g. Mann Whitney U test, Chi-square test). Findings showed that the most and the least dominant named entitity in the corpus was "Person" and "Time", respectively. Besides, it was also revealed that the number of tagged words differed according to subject codes where "Person", "Organization" and "Location" named entities were prominent among all subjects. Moreover, it was seen that the conceptual content of the subject codes were reflected more by untagged words than the ones tagged with named entities. These findings supported our hypothesis. This study is important because it was the first in the related Turkish literature in which the connection between an international standard news taxonomy (IPTC) and named entities was investigated.     Information technologies have undergone rapid development especially in the last decade. Developments in information technologies especially affect the archive profession. Keeping up with the changes which are the basis of professional improvement is very important for the future of any profession. Developments in information technologies have caused changes in the way of creating, storing, sending and sharing records and traditional records management has been replaced by a modern understanding of records management. However a new records form, apart from paper records, called electronic records, which needs to be managed has come in to being. Consequently, records creation, storage and sending commonly have begun to be intensively carried out in the electronic media. As a natural result of all these, changes have also occurred also in the role of archivist. The importance and the effectiveness of the archivist in the organization have increased.     Reconstruction of private archives in Turkey: A city archive model

    In archival science, in theory and in practice, archives are fundamentally divided into two groups as 'public archives' and 'private archives'. Legal possession, right of usage and ownership of archival records underlie aforementioned grouping. In time, as private enterprises or capital stock have reached a remarkable level in state's production and governance, identifying private archives has come into prominence and numerous countries have been obliged to set new legal regulations in their national archival legislation. In this respect, amount and content of private archives have reached considerable dimensions. Archivists, when setting those regulations, have had to correlate some significant rights and freedoms such as the right of privacy, right to demand information and preserving public interests with each other. City archives are a type of private archives. Even though city archives have been operating for ages in Europe due to the fact that they are crucial in terms of handing down local culture to the next generations, it has been observed that in Turkey, they have just begun to serve under the leadership of local governments from 2000s onwards. In this study, private archive legislation regulations from Turkey and other countries were examined and compared. In the light of data obtained, the elements needed to be included in National Archives Act regarding private archives were compiled. Concerning city archives, foreign-sourced archives were analyzed. In accordance with the aforesaid analysis, with a view to determine the current state of city archives in our country, a survey, which comprised 7 city archives established by provincial local governments, was conducted. In the view of the data collected from the survey, ' a city archive model ' which is on a national scale and holds international standard components, was created. Within the framework of this model, the components of the proposed model were elaborated under the titles of staff, archive buildings, supplying, preserving, storage, access and digitalising regarding the reconstruction of city archives. Furthermore, concepts of content, method, standards, institutional structuring and sustainability, which are to determine the operational system of the city archive, were discussed in the model
