    Judicial control of administrative activity and advantages of reorganization of the juridical system in the Republic of Kosovo

    Scientific research paper entitled “Judicial control of administrative activity and advantages of reorganization of the judicial system in the Republic of Kosovo” is treated with standard writing, including the introductory part and corresponding chapters. In the introductory part of the paper is emphasized the importance of the topic which is treated, with particular emphasis on the importance of judicial control in the Republic of Kosovo. This paper aims to achieve three main goals: Firstly, highlighting the importance and ways of functioning of judicial control in general, secondly, explication the method of treatment and the importance of the application of judicial control in the Republic of Kosovo and thirdly, highlighting the challenges of judicial control in the Republic of Kosovo, especially after the reorganization of the judicial system. The paper is structured as follows: introduction, general views on judicial control, including the importance of judicial control. Within the structure, important theses constitute those theses dedicated to administrative justice in the Republic of Kosovo, the legislative framework and judicial system reform in the Republic of Kosovo, including its impact on the functioning of the administrative judiciary. In the last part of the paper there are clear and consistent conclusions and significant recommendations relating to general views about judicial control, with particular emphasis on their practical implementation in the Republic of Kosovo and the way of adjustment with the reforms in the field of administrative justice which are at the beginnings of the implementation

    European Council’s member states’ jurisdiction regarding the execution of court decisions and it’s issues

    European Court of Human Rights states that the execution of final decisions is a compulsory provision for a fair hearing and a successful conlusion of a trial. The right to a court protected by Article 6 would be illusory if a Contracting State’s domestic legal system allowed a final, binding judicial decision to remain inoperative to the detriment of one party. Execution of a judgment given by any court, is considered to be an integral part of the “trial” for the purposes of Article 6. Based on the Article 1 of European Convention for Human Rights member states of European Council are obligated to implement the the decisions of ECHR in their domestic legislation in the context of building an efficient legal system. This paper aimes to analyze the legal system of member states regarding the reinforcment of decisions looking forword to identify issues, commonalities and diferences among states. What is the procedure followed in the process of execution? What do we understand with “Reasonable timeframe” and which are the legal requirements in which are based “Concrete deadlines” within a judicial decision should be executed? What is the significance of the enforcment agents in this process

    The model for determination the market value of residential properties based on their surface

    The purpose of this paper is to propose a model for determining the market value of residential properties (apartments) based on their surface. Every residential property can be viewed as consisting of a bundle of attributes, some related to the physical features of the property, some related to the location and a third group related to the building design. One of the attributes of the building design is the surface of the property. Currently, the sale market of apartments makes differentiation in value (sales at half of value) only for large balconies (terraces) surfaces, while the surface in itself can be divided into primary surface (living room, bedroom) and ancillary surface (corridor, bathroom, balcony). The distinguishing feature of the apartments built in the last 20-year is the consumption of a considerable surface of the total area for the ancillary facilities. This paper, through a case study in Tirana City tends to provide a model of inclusion differently in the value of primary and ancillary surfaces

    Comparison of Mann-Kendall and innovative trend method (Şen trend) for monthly total precipitation (Middle Black Sea Region, Turkey)

    The objective of this study is to determine possible trend in annual total precipitation based on Mann–Kendall (MK) and a novel method lately published by Şen. The novel method is used for trend analysis of annual total precipitation data recorded at Sinop, Samsun, Ordu, Corum, Amasya, and Tokat provinces in Turkey. This provinces are located in the central Black Sea region of Turkey. The novel Şen’s trend method is applied to this data. According to the Şen’s trend method, peak and low values of annual total precipitation of the six provinces demonstrate same trends (increasing, decreasing, or trendless time series) with the MK test. The study demonstrates that the Şen method can be used for identifying trend analysis of peak and low values of annual total precipitation data. According to the MK trend test, annual total precipitations demonstrate increasing trend for Sinop, Ordu and Tokat provinces while Şen’s method indicates increasing trend in Sinop, Amasya and Tokat in Turkey. As a result, Şen’s method provides an important advantage in terms of especially in all ranges graphically clarification of the data evaluation phase

    Historic grain warehouses - values and potentials

    As early as the 18th century, Bač - Bodrog County was already leading in the Empire regarding the level of development of agriculture, whereas Torontal County did not appear as a rival until the 19th century. Southern parts of Hungary were therefore called food pantries. The main crop was wheat, because it is this type of grain which particularly favoured the soil of Vojvodina. These economic conditions led to the construction of grain warehouses across southern Hungary as early as the 18th century. There were two types of warehouses depending on the site of a construction or location. The first type occurred along significant traffic routes, first along rivers and canals, and later along railways. The second type were warehouses built on estates of feudal lords who acquired their estates on auctions at the end of the 18th century and created entire 'agricultural towns' on them. On the territory of Vojvodina, in spite of the fact that it was and still is the largest granary in the region, there are few historical grain warehouses whose value is recognized and adequately presented. Having lost their original purpose, former grain depots are mainly used as storage spaces for other types of goods, or they are entirely abandoned. In addition to historical values, grain warehouses also have a high contemporary use value, and in the process of revitalization it is essential to treat them in harmony with principles of active protection in order to make use of its economic and tourism potentials

    Relationship Among Traffic Intensity, Intersection Geometry, And Users' Behavior

    Even though the parts of a road traffic system are interrelated and influence each other, the problems of road safety are directly associated with the geometry and the equipment of streets, particularly in sites where conflicting movements exist, as at intersections. Principles and measures are discussed aiming to decrease the intensity of conflicts in intersections. The examination of accident causes has to be performed in homogeneous parts from various options (geometry of the alignment, pavement condition, traffic conditions, road’s equipment and environment, presence of grade intersections and entries in settlements) and not at individual sites. In the city of Xanthi, Northern Greece the number of accidents with victims is not high, due mainly to the behavior of road users, who does not raise the private car in a role of protagonist. The geometry of road network is susceptible to improvements in relatively few intersections; however interventions could be made for the control of its operation with careful signing and recantation of unfavorable impacts from forced signaling choices

    Self-Equilibrium state of V-Expander Tensegrity Beam

    In this paper, we study an innovative class of tensegrity beams, obtained by a suitable assembly of elementary V-Expander tensegrity cells along a longitudinal axis in the three-dimensional space. Tensegrity structures, made by struts in compression and cables in tension, are an innovative structures by itself: they are similar only in appearance to conventional pin-joint structures (trusses), and their mechanics is strongly related to initial feasible self-stress states induced in absence of external loads. In particular, from a kinematical point of view these self-stress states avoid the activation of possible infinitesimal mechanisms. By a numerical study, we analyze the feasible self-stress states for lightweight tensegrity beams made by a suitable assembly of V-Expander elementary cells. Moreover, we analyze the influence on the feasible self-stress states of the addition of struts or cables starting from the simplest V-Expander configuration

Regardless of the work done with Project managemet, activies are seen as whole, these activities are examined thoroughly with the appropriate methods of Project analysis and it is created a business plan. The business plans differ in not only management strategies of the business but also application methods in sectors. In this study, it is aimed to examine the contribution of the time analysis to the Project by using the Project planning techniques in a constructional Project. In accordance with this purpose, the Project of the main warehouse conducted in Pamukkale University is investigated with the Project methods and techniques and it is estimated how long it will take. It is put forward reasons for differences by comparing the results with data obtained from the analysis and the actual time of Project

    Optimization of Particle Size Distribution of Concrete Aggregates

    This paper investigates the optimization of concrete aggregate particle size distribution under a dense arrangement of a group of sphere particles with maximum diameter of 25 m. The proposed sphere model reflects the particles that constitute 'aggregate' in concrete. In scope of this, the volume proportions on some regular close-packed arrays of spheres, such as face center cubic (FCC) lattice packing will be discussed. Such space filling between this regular crystalline system is taken into consideration as it suggests a regular arrangement and the possibility to attain a dense mixture of different aggregate sizes is considerable. The main objective is to compare the generated particle size distribution and its corresponding density with those proposed by European standards, referring EN 933-2 and EN 1097-3. The concept of gradation, compacted density, packing and Fuller distribution are also discussed

    Modelling hydraulic behaviour of Buna River

    River Buna is one of the largest rivers in our country, which flow into the Adriatic Sea with a total length of around 44 km. Buna River 1.5 km after flowing out of Shkodra Lake joins Drini River creating a very complex water system. Buna River is considered a plain river flowing in a plain territory, but it collects the waters from a mountainous watershed. It is the only discharge of Shkodra Lake. Through its river bed the waters of Shkodra Lake, Kiri and Drini are discharged into Adriatic Sea. The main altitude of its catchment’s area is 909m above the sea level. The water regime of Buna River after flowing out of Shkodra Lake is not only influenced from the lake but also from the Drini river flow, the biggest River in Albanian territory with a large catchment area of 14173 km2. To study the hydraulic behaviour of Buna River, a hydraulic model using HEC-RAS software is set- up based on the digital terrain model in WGS-84 coordinate system developed from the topographic survey made from both countries Albania and Montenegro in their national coordinate systems. The hydraulic regime of Buna River it is analysed by using the mathematical model built in HEC-RAS software. Different scenarios are taken into consideration based on different inflow hydrographs to evaluate the effect on water level variation along Buna river from the outflow from Lake Shkodra to the Adriatic sea
