Digital Diplomacy: The Impact of Artificial Intelligence and Big Data on the Transformation of Diplomatic Practice
No full textThe article is devoted to the analysis of the transformation of diplomatic practice under the influence of digital technologies, artificial intelligence (AI) and Big Data in the process of conducting international negotiations. The work examines changes in communication models that occur because of the digitalization of international relations, particularly the transition from traditional protocol formats of interaction to dynamic digital platforms. It is shown how artificial intelligence algorithms become key tools for analyzing large volumes of data, forecasting behavioral models of negotiators, modeling decision-making scenarios, as well as ensuring a prompt response to crisis situations in the political, economic, and security spheres. The purpose of the study is to substantiate the functional role of artificial intelligence and Big Data technologies in increasing the efficiency of international negotiation processes, optimizing diplomatic strategies, and ensuring their transparency. The scientific novelty consists in determining the structural shifts in diplomatic activity that arise under the influence of the digital revolution, as well as in the formation of the concept of “digital diplomacy 2.0” as a new paradigm of interstate communication. The results of the study testify to the fundamental transformation of diplomacy: traditional closed communication formats evolve into open network structures capable of integrating tools for digital monitoring, analysis of public sentiment, and countering disinformation campaigns. The article also highlights the ethical dilemmas of AI application in the field of international relations, including the risks of information manipulation, loss of autonomy of diplomatic decisions, and threats to cybersecurity. Prospects for further research consist of the development of a methodological framework for evaluating the effectiveness of AI use in diplomacy, defining standards for preventing algorithmic manipulation, and a deeper analysis of the impact of digital technologies on the geopolitical stability and dynamics of the global system of international relations.Статтю присвячено аналізу трансформації дипломатичної практики під впливом цифрових технологій, штучного інтелекту (ШІ) та великих даних (Big Data) в процесі ведення міжнародних переговорів. Розглянуто зміни комунікаційних моделей, що відбуваються внаслідок цифровізації міжнародних відносин, зокрема перехід від традиційних протокольних форматів взаємодії до динамічних цифрових платформ. Показано, як алгоритми штучного інтелекту стають ключовими інструментами аналізу великих обсягів даних, прогнозування поведінкових моделей учасників переговорів, моделювання сценаріїв ухвалення рішень, а також забезпечення оперативного реагування на кризові ситуації в політичній, економічній та безпековій сферах. Метою дослідження є обґрунтування функціонального призначення технологій штучного інтелекту та великих даних (Big Data) в підвищенні ефективності міжнародних переговорних процесів, оптимізації дипломатичних стратегій та забезпеченні їхньої прозорості. Наукова новизна полягає у визначенні структурних зрушень у дипломатичній діяльності, що виникають під впливом цифрової революції, а також у формуванні концепту «цифрова дипломатія 2.0» як нової парадигми міждержавного спілкування. Результати дослідження засвідчують фундаментальну трансформацію дипломатії: традиційні закриті формати комунікації еволюціонують у відкриті мережеві структури, здатні інтегрувати інструменти цифрового моніторингу, аналізу суспільних настроїв та протидії дезінформаційним кампаніям. У статті також висвітлено етичні дилеми застосування ШІ у сфері міжнародних відносин, включно з ризиками маніпулювання інформацією, втрати автономності дипломатичних рішень та загрозами кібербезпеці. Перспективи подальших досліджень полягають у розробленні методологічних рамок оцінювання ефективності використання ШІ в дипломатії, визначенні стандартів запобігання алгоритмічним маніпуляціям та глибшому аналізі впливу цифрових технологій на геополітичну стабільність і динаміку глобальної системи міжнародних відносин

No full textThe Conference on Ukraine’s Reconstruction in Research and Higher Education marked a significant moment for the RIFF project, a Horizon Europe initiative coordinated by Masaryk University focused on restoring and strengthening Ukraine’s research infrastructures. With over 300 participants attending in person and online, the event brought together European stakeholders, including the ones from Ukraine to address the strategic reconstruction of Ukraine’s research and higher education ecosystem amid ongoing war. The RIFF project aims to deliver a comprehensive roadmap for rebuilding Ukrainian research infrastructures through a dual approach: bottom-up engagement via open calls and awareness campaigns, and top-down consultations with policymakers and experts. The roadmap will align with European standards, including ESFRI methodologies, and reflect green and digital transition priorities. Key sessions included: Panel discussions on the role of research and innovation in Ukraine’s recovery, highlighting Czech and EU support mechanisms, diaspora engagement, and the risks and opportunities of reconstruction. Ukrainian voices presented lived experiences, institutional case studies, and strategic policy perspectives. Speakers emphasized systemic fragmentation, underinvestment, and the need for coordinated naonal strategies. The Strategic Action Plan 2027 was introduced as a framework for reform in Ukraine. European initiatives showcased mult-level support, including Horizon Europe integration, bilateral cooperation, equipment donations, and capacity-building programs. Notable projects include LUKE, MAVKA beamline, and the UK–Ukraine Twinning Initeative. The conference underscored the urgency of transitioning from emergency aid to long-term, systemic transformation. It called for deeper EU–Ukraine integration, co-investment in research infrastructure, and the mobilization of international expertise to ensure Ukraine’s scientific resilience and future prosperity

Strategic Communications and Public Diplomacy as Tools for Shaping a New World Order and Strengthening Ukraine’s Competitiveness
No full textThe modern world order is undergoing a massive transformation caused by increased multipolarity, geo-economic fragmentation, and the escalation of interstate conflicts and new security threats. Under such conditions, strategic communications and public diplomacy are key instruments for a state to mobilize international support and strengthen its subjectivity in the international arena. For Ukraine, which is resisting Russian aggression while integrating into the European and Euro-Atlantic space, an effective communication policy is becoming an important condition for protecting national interests and increasing global competitiveness. The article is devoted to a comprehensive interdisciplinary analysis of strategic communications and public diplomacy as tools for shaping a new world order, strengthening competitiveness, and international statehood. The paper reveals the evolution and conceptual foundations of strategic communications as a system-forming element of a state’s foreign policy strategy. It is proven that public diplomacy, as a component of strategic communications, is becoming a priority for countries that are restoring or strengthening their subjectivity in the international arena. The institutional models of the US, EU, and NATO in the field of strategic communications are analyzed, which are characterized by integrated strategic management, interagency coordination, audience segmentation, and the widespread use of digital platforms, big data, and crisis communication tools. The specifics of the Ukrainian model of strategic communications, which is being formed in the context of hybrid warfare and requires the simultaneous development of institutional stability, operational efficiency, and technological adaptability, are highlighted. The special role of strategic communications in enhancing Ukraine’s competitiveness, shaping its positive image, neutralizing information threats, and mobilizing global support is emphasized. It is argued that building institutional and digital capacities, developing an analytical support system, and implementing a “preemptive strategy” model are critical to strengthening Ukraine’s position in international processes. Areas for further research are identified, covering the assessment of the effectiveness of strategic communications and the study of the institutional resilience of the national communications system in the context of hybrid threats.Сучасний світовий порядок переживає масштабну трансформацію, зумовлену посиленням багатополярності, геоекономічною фрагментацією та ескалацією міждержавних конфліктів і нових безпекових загроз. За таких обставин стратегічні комунікації та публічна дипломатія є ключовими інструментами впливу держави на мобілізацію міжнародної підтримки та зміцнення її суб’єктності на міжнародній арені. Для України, що протистоїть російській агресії та одночасно інтегрується в європейський і євроатлантичний простір, ефективна комунікаційна політика стає важливою умовою захисту національних інтересів і підвищення глобальної конкурентоспроможності. Статтю присвячено комплексному міждисциплінарному аналізу стратегічних комунікацій і публічної дипломатії як інструментів формування нового світового порядку, зміцнення конкурентоспроможності та міжнародної суб’єктності держави. Розкрито еволюцію та концептуальні засади стратегічних комунікацій як системотвірного елементу зовнішньополітичної стратегії держави. Доведено, що публічна дипломатія як складова частина стратегічних комунікацій набуває пріоритетного значення для країн, що відновлюють або зміцнюють свою суб’єктність на міжнародній арені. Проаналізовано інституційні моделі США, ЄС і НАТО у сфері вибудовування стратегічних комунікацій, характерними рисами яких є інтегроване стратегічне управління, міжвідомча координація, сегментація аудиторій і широке використання цифрових платформ, великих даних (Big Data) та інструментів кризової комунікації. Показано специфіку української моделі стратегічних комунікацій, що формується в умовах гібридної війни та вимагає одночасного розвитку інституційної стійкості, оперативності та технологічної адаптивності. Наголошено на особливій ролі стратегічних комунікацій у підвищенні конкурентоспроможності України, формуванні її позитивного іміджу, нейтралізації інформаційних загроз та мобілізації глобальної підтримки. Обґрунтовано, що нарощування інституційних і цифрових спроможностей, розбудова системи аналітичного забезпечення й моделі «стратегії на випередження» є критично важливими для зміцнення позицій України в міжнародних процесах. Окреслено напрями подальших досліджень, що охоплюють оцінювання ефективності стратегічних комунікацій і вивчення інституційної стійкості національної системи комунікацій у контексті гібридних загроз
