The minutes of the September 3, 2024 meeting were reviewed. Hearing no changes or objections, the minutes

8. Dean’s Report:   
a. Interim Dean Chesnut shared the search process has begun for the position of Graduate School Dean.

Dr. Bowers and Dr. Holly presented the proposal and answered questions. Revisions were 
requested.  Dr. Hillier moved and Dr. Ruholl seconded the motion to approve the proposal with 
revisions.  The motion was approved by acclamation.  The proposal was approved with revisions. 
 
5. 24-35, SWK 3850, Social Work Practice: Working with Groups (New Course). 
Dr. Bowers and Dr. Holly presented the proposal and answered questions. Revisions were 
requested.  Dr. Ruholl moved and Dr. O’Rourke seconded the motion to approve the proposal 
with revisions.  The motion was approved by acclamation.  The proposal was approved with 
revisions. 
 
6. 24-36, SWK 3900, Social Work Practice: Program Planning and Evaluations: Working with 
Communities Macrosystems) (New Course).

requested.  Dr. Ruholl moved and Dr. Hillier seconded the motion to approve the proposal with 
revisions.  The motion was approved by acclamation.  The proposal was approved with revisions.

Dr. Bowers and Dr. Holly presented the proposal and answered questions. Revisions were

revisions. 
 
8. 24-38, SWK 4570, Social Work Practicum I (New Course). 
Dr. Bowers and Dr. Holly presented the proposal and answered questions. Revisions were 
requested.  Questions were asked about the calculation of the course lab hours and whether 
those hours on the proposal should be revised.  Dr. Bowers indicated she would research the lab 
hour requirements for practicum courses and update the course lab hours, if needed.  Dr. Hillier 
moved and Dr. O’Rourke seconded the motion to approve the proposal with revisions.  The 
motion was approved by acclamation.  The proposal was approved with revisions. 
 
9. 24-39, SWK 4575, Social Work Practicum II (New Course). 
Dr. Bowers and Dr. Holly presented the proposal and answered questions. Revisions were 
requested.  Like the SWK 4570 proposal, questions were asked about the calculation of the 
course lab hours and whether those hours should be revised.  Dr. Bowers will investigate it and 
amend the course lab hours on the proposal, if necessary.  Dr. Hillier moved and Dr. Ruholl 
seconded the motion to approve the proposal with revisions.  The motion was approved by 
acclamation.  The proposal was approved with revisions.

10. 24-40, Social Work Traditional Program Catalog Copy. 
Dr. Bowers and Dr. Holly presented the proposal and answered questions. Dr. Hillier moved and 
Dr. Ruholl seconded the motion to approve the proposal with revisions.  The motion was 
approved by acclamation.  The proposal was approved. 
 
III. Other: 
Dr. Ruholl asked questions regarding the NTR 4940 course proposal (agenda item 24-31) which was 
presented earlier in the meeting.  Mrs. Cameron indicated she would contact Dr. Dietz to ask her 
these questions.  In addition, Dr. Bowers indicated, if needed, she was willing to ask these questions 
to Dr. Brad Tolppanen, Academic Affairs, when she reaches out to him about the calculation of 
course lab hours pertaining to the SWK 4570 and SWK 4585 course proposals.

RESOLUTION SUPPORTING WIU FACULTY/LIBRARIANS

Preamble 
 
In the fall of 2024, the administration and Board of Regents of Western Illinois University, a fellow regional public 
university in our state, have opted to respond to a projected $20 million budget shortfall with widespread layoffs 
of faculty, including tenured faculty, and notably the laying off of all faculty librarians.  
 
This course has been met with widespread concern and condemnation across the state, including describing the 
plan as “fiscal insanity,”1 and decrying the impact of such draconian measures on existing WIU students’ 
educations, the future ability of WIU to recruit new students and faculty, and the local regional economy. The 
Consortium of Academic and Research Libraries in Illinois (CARLI) issued its own statement in September 20242 
specifically addressing the WIU plan to layoff all faculty librarians, noting the many essential functions that faculty 
librarians perform as co-educators and key navigators for guiding students and faculty through the modern 
information overload digital environment. 
 
In response to these events, the EIU Faculty Senate issues the following resolution, consistent with a resolution 
passed by the SIU-Carbondale faculty senate3 and endorsed by the Council of Illinois University Senates.4 
 
Resolution 
 
WHEREAS, as faculty of a public university in Illinois and residents of this state, we are highly concerned with the 
Western Illinois University’s Board of Regents approval of widespread faculty layoffs, including of all 
faculty librarians, and; 
 
WHEREAS, there is consistent evidence that such a budgetary “hatchet approach” as proposed at WIU will have 
significant negative impacts on current WIU students, the local economy, future student and faculty 
recruitment and retention, and WIU as an institution, and; 
 
WHEREAS, the core of a university is the expertise and dedication of its faculty body, and by attempting to solve 
years of budgetary issues via decimating cuts focused on its faculty, WIU as an institution is risking 
significant self-inflicted damage, and; 
 
WHEREAS, the state of Illinois already faces major challenges with out-migration, a problem potentially 
exacerbated by the severe weakening of one of its public regional higher education institutions, 
therefore; 
 
BE IT RESOLVED that the Faculty Senate of Eastern Illinois University stands in support of Western Illinois 
University faculty and faculty librarians, and urges the WIU Board of Regents and administration to 
reconsider and reverse course from what is a detrimental, harmful, or injurious plan.

Teachers have the formidable task of planning strategies that will foster a collaborative learning environment and help students acquire, retain, and recall information. Each student comes to the learning space with prior knowledge based on their personal experiences. While learning is a social process, allowing students to discuss their learning deepens those existing connections.
The Brain Drain strategy is one that allows students time to access their prior knowledge, connect new learning, and express their understanding with peers. As students acquire, recall, and share their learning with others, they can feel their contributions are heard and valued. The learning space becomes an expressive, collaborative, and rich experience for students
