2017 Survey on Jefferson Parish Sheriff’s Race and President Approval Rating
An automated interactive voice response (IVR) survey of 426 randomly selected Jefferson Parish registered voters was conducted Tuesday October 17, 2017 on the topics of the Jefferson Parish Sheriff’s race scheduled for March 24, 2018 and the job approval of Jefferson Parish President Mike Yenni. The survey was conducted by University of New Orleans political science doctoral candidate Tony Licciardi who is a research assistant at UNO’s Survey Research Center under Dr. Edward Chervenak. Licciardi also teaches state and local government at UNO. The sample of 426 respondents yields a margin of error of 4.78% with 95% confidence
Evacuation and Return: Increasing Safety and Reducing Risk
The City of New Orleans enlisted UNO-CHART to improve the evacuation of the vulnerable populations in the city, defined broadly to include those who are not able to access or use the standard resources offered in disaster preparedness and planning, response, and recovery. To do this, UNO-CHART analyzed the Regional Transit Authority (RTA), the City Assisted Evacuation Plan (CAEP) and Special Needs Registry databases, conducted a literature review of risk communication best practices, reviewed ready.nola.gov for content and readability, conducted a social vulnerability analysis of the Evacuspots, conducted interviews and focus groups with vulnerable populations in the City of New Orleans, and evaluated the CAEP full scale exercise.
UNO-CHART conducted these analyses in order to examine the transportation needs of vulnerable populations on an everyday basis and during a disaster event, and how the city’s services currently meets those needs. The project team discovered that while many members of vulnerable populations use public transportation on a daily basis, there are issues with obtaining transportation during a disaster. The issues stem from a lack of resident knowledge about the City Assisted Evacuation (CAE) process, locations of Evacuspots, accessibility and cultural competence of the CAE, and trust in the city to effectively bring vulnerable populations to safety. Residents detailed many different ways the city can build on the past to create community solutions. The following report details recommendations for how to make residents more aware of the CAEP, make Evacuspots more accessible, better plan for the city’s most vulnerable, integrate cultural competence into the CAEP, and build trust in self-reliant populations

Synthesis of 3,3-Diarylazetidines
Diaryl heterocyclic amines are important building blocks in medicinal chemistry. While diarylpyrrolidine and diarylpiperidine structures are found in a variety of compounds used in drug discovery studies1, the 4-membered ring diarylazetidines are much less prominent in the medicinal chemistry literature. Presumably this is due to limited availability of diarylazetidine derivatives and few methods for the preparation of diarylazetidines. Herein, we describe a short and convenient method for the preparation of 3,3-diarylazetidines. Commercially available N-Boc-azetidin-3-one was readily converted into N-Boc-3-phenylazetidin-3-ol by the addition reaction of phenyllithium in THF at -78 °C. The N-Boc-3-phenylazetidin-3-ol was obtained in a high yield and high purity. Subsequent arylation of N-Boc-3-phenylazetidine-3- ol using a Friedel-Crafts reaction conditions (toluene/AlCl3) afforded the desired 3,3- diarylazetidine ring system in good yields. Investigation of Early Intervention Teachers\u27 Perspective about Services in the Mecca Region of the Kingdom of Saudi Arabia
This survey-based, quantitative research investigated Early Intervention teachers\u27 perception about Early Intervention services in Mecca Region in The Kingdom of Saudi Arabia. This research focused on three dimensions of Early Intervention including attitude toward Early Intervention services, the cultural influences in the provision of services, and the recommended practices that were used by professionals. Two options were offered to subjects to complete the survey: 1) an online survey and 2) a hard copy of the survey which was distributed to teachers in Early Intervention Centers. The majority of the participants completed the online survey. Data was collected and analyzed. The results showed that the teachers in Mecca Region in Saudi Arabia did not follow recommended practices. However, they had positive attitudes about Early Intervention services and indicated that they considered the culture of the children and families when determining curriculum and services in their programs
Ferroelectric-Semiconductor Systems for New Generation of Solar Cells
This dissertation includes two parts. In the first part the study is focused on the fabrication of multifunctional thin films for photovoltaic applications. There is no doubt about the importance of transforming world reliance from traditional energy resources, mainly fossil fuel, into renewable energies. Photovoltaic section still owns very small portion of the production, despite its fast growth and vast research investments. New methods and concepts are proposed in order to improve the efficiency of traditional solar cells or introduce new platforms. Recently, ferroelectric photovoltaics have gained interest among researchers. First objective in application of ferroelectric material is to utilize its large electric field as a replacement for or improvement of built-in electric field in semiconductor p-n junctions which is responsible for the separation of generated electron-hole pairs. Increase in built in electric field will increase open-circuit voltage of the solar cell.
In this regard, thin films of ferroelectric hafnium dioxide doped with silicon have been fabricated using physical vapor deposition techniques. Scanning probe microscopy techniques (PFM and KPFM) have been employed to analyze ferroelectric response and surface potential of the sample. The effects of poling direction of the ferroelectric film on the surface potential and current-voltage characteristics of the cell have been investigated. The results showed that the direction of poling affects photoresponse of the cell and based on the direction it can either improved or diminished.
In the second part of this work, epitaxial thin films have been synthesized with physical vapor deposition techniques such as sputtering and electron beam evaporation for the ultimate goal of producing multifunctional three-dimensional structures. Three-dimensional structures have been used for applications such as magnetic sensors, filters, micro-robots and can be used for modification of the surface of solar cells in order to improve light absorption and efficiency. One of the important techniques for producing 3-D structures is using origami techniques. The effectiveness of this technique depends on the control of parameters which define direction of bending and rolling of the film or curvature of the structure based on the residual stress in the structure after film’s release and on the quality and uniformity of the film. In epitaxially grown films, the magnitude and direction of the stress are optimized, so the control over direction of rolling or bending of the film can be controlled more accurately. For this purpose, deposition conditions for epitaxy of Zn, Fe, Ru, Ti, NaCl and Cr on Si, Al2O3 or MgO substrates have been investigated and optimized. Crystallinity, composition and morphology of the films were characterized using reflective high energy diffraction (RHEED), Auger electron spectroscopy (AES), energy dispersive X-ray (EDX), and scanning electron microscopy (SEM)
Evidence of fault movement during the Holocene in Southern Louisiana: integrating 3-D seismic data with shallow high resolution seismic data
The Baton Rouge fault system of Louisiana is a well-known recently active system consisting of en echelon, east trending, down-to-the-south normal faults across the northeast periphery of the Mississippi River delta plain. Two, industry-donated, 3-D seismic surveys across 860 km2 image deep-seated faults below Lake Borgne, along an east strike that parallels previously well mapped segments of the Baton Rouge system. Four major faults (\u3e 6 km fault trace) are imaged within the seismic surveys across the Lake. The industry seismic data were not processed for reliable imaging at depths (m). To bridge the depth gap in seismic, high resolution, shallow seismic data has been acquired in areas where faults are projected to intercept the surface. Integration of high resolution data with industry 3-D seismic data is fundamental to evaluating whether these faults are recently active (Holocene) and if they are strike aligned to nearby, linear wetland loss patterns
