No full textFake News and hate speech are at the centre of discussions at least since Donald Trump won the U.S. elections in 2016. Politicians around the world fear the influence of social networks and distribution of fake news that will foster populism as well as blur the lines to traditional media. Thus, after having tried self-regulatory mechanisms which according to the belief of the German Government turned out to be unsatisfactory the German Government brought in a new bill called „Netzwerkdurchsetzungsgesetz“ which should impose on social networks fines up to 50 Mio Euro if they do not comply with obligations to remove illicit content. The article deals with the structure of the act and its compatibility with European law, in particular the E-Commerce-Directive, based upon a legal expertise commissioned by the German Association of Telecommunication and Internet Industry
Synthetic fibre ropes under high-dynamic stress
No full textModerne, hochfeste Faserseile finden heutzutage mehr und mehr Einzug in fördertechnischen Aufgaben. Grund hierfür ist vor allem die sehr geringe spezifische Masse bei gleichzeitig sehr großen Festigkeiten. Dies ermöglicht den Nutzern unter anderem die Überwindung großer Fördertiefen sowie die Realisierung hochdynamischer Vorgänge. Der Stand der Forschung hochfester Faserseile ist im Vergleich zu dem klassischer Stahlseile jedoch verhältnismäßig gering. So ist das Verschleiß- und Lebensdauerverhalten laufender Faserseile unter hochdynamischer Beanspruchung bislang vollkommen unerforscht. Dieser sicherheitstechnische Mangel wurde am Institut für Fördertechnik und Logistik erkannt und im Rahmen eines DFG-Forschungsprojekts erstmalig grundlegend beleuchtet.Modern, high-strength fibre ropes are used more and more in mechanical handling applications. This is mainly due to the very low specific mass and, at the same time, to very high strengths. This allows the users to reach large production depths as well as the realization of highly dynamic processes. The state of research on high-strength fiber ropes is relatively low compared to classical steel ropes. Additionally the wear and durability of running fiber ropes under high-dynamic load is completely unexplored. This safety-related lack was recognized at the Institute for Materials Handling and Logistics and was fundamentally elucidated within the scope of a research project, financed by the German Research Foundation (DFG)

Sendungen [1] – getrieben durch die im Zeitalter des E-Commerce wachsende Konsumbereitschaft – stellt die Paketdienstleister vor die Herausforderung, den Umschlag von großen Paketmengen in kurzer Zeit zu realisieren. Die Optimierung der Durchlaufzeiten von Wechselbrücken ist daher eine immer wichtiger werdende Aufgabe des Dock & Yard Managements. Um eine beschädigungsarme Paketentladung zu realisieren, werden erste Ergebnisse von Validierungsuntersuchungen für Simulationen auf Basis der Diskrete Elemente Methode (DEM) für den Umschlag von Paketen im Pulk vorgestellt. Das Ziel ist die dem Feldeinsatz vorgelagerte Bewertung von Entladetechnologien hinsichtlich der Einhaltung von Grenzwerten für die Paketbelastung.For the development of CEP shipment volumes of more than 4 billion shipments until 2021 are forecasted [1]. This is based on the increasing willingness to consume in the era of e-commerce and forces CEP services to realize the handling of large numbers of parcels in short time periods. Therefore, optimizing the unloading of swap bodies becomes an increasingly urgent task of the dock & yard management. To realize a gentle unloading process, a method for the validation of the Discrete Element Method (DEM) for the parcel unloading in bulk mode is presented. Bei diesem Wettbewerb müssen Kommissionieraufträge in inhomogenen und chaotischen Lagern durchgeführt werden. Diese Veröffentlichung behandelt die getroffenen Entscheidungen bei der Entwicklung des Robotersystems PiRo und dessen Steuerung. Der resultierende Wunsch nach einer umfassenden Rechnerunterstützung ist daher bereits früh entstanden. Bis dato konnte sich keine umfassende Lösung in Industrie und Forschung durchsetzen. Der vorliegende Artikel stellt das Konzept eines Programms vor, welches die Vorzüge der Antwortmengenprogrammierung nutzt, um einen hochflexiblen und effizienten Planungsprozess zu unterstützen. Das Programm soll die Aufgabenbereiche der Prozessplanung, der Technikauswahl und -dimensionierung sowie der Layoutgenerierung unterstützen.The process of warehouse planning is usually conducted employing an immense amount of resources. The desire for an extensive softwarebased support has been present for a long time. The presented article proposes the concept of a software tool which makes use of the strengths of answer set programming to facilitate warehouse planners in a highly flexible and effective manner. Regulating Online Content through the Internet Architecture: The Case of ICANN’s new gTLDs
No full textThe process introduced by the Internet Corporation for Assigned Names and Numbers (ICANN) to assess and allocate new generic top-level domains (gTLDs) offers a vehicle for content regulation at two levels. First, regarding the gTLD itself, objection procedures were set up to allow third parties to challenge an applied-for gTLD deemed to be contrary to “general principles of international law for morality and public order” or detrimental to broadly defined communities. The real target of these objections managed by the International Chamber of Commerce was not the gTLD itself, but the potentially controversial content that might be published under it. Second, these preventive measures were coupled with a strengthened anti-abuse policy for new gTLDs. ICANN amended its standard agreements with domain name registries and registrars to impose additional safeguards, compliance with “all applicable laws”, and remedies such as suspension of the domain name, which is a powerful tool to deny access to online content. Surprisingly these amendments were not discussed under ICANN’s consensus policy development process but added at the request of governments after the launch of the New gTLDs Program. These provisions, if actually enforced by ICANN, could lead to content policing by private entities without any measure to ensure due consideration of domain name holders’ freedom of expression

Er untersucht Namengebung als einen wichtigen Aspekt der Kultur der Balant. Personennamen sind nicht nur willkürliche Benennungen, sondern sie habnen sozio-kulturelle Funktionen, die von verschiedenen Kontexten abhängen. No full textMultiplikatorische Fortbildungen für pädagogische Professionals sind sehr verbreitet, aber wenig erforscht. In der vorliegenden Dissertation soll sich auf das didaktische Potenzial konzentriert werden: So wird untersucht, wie multiplikatorische Fortbildungen durch E-Learning unterstützt werden können. Dabei wird in der ersten Phase eine multiplikatorische Blended-Learning-Konzeption am Beispiel eines Forschungsprojekts entwickelt und erprobt. In der zweiten Phase wird in einem Prozessmodellierungsworkshop ein Prozessmodell für multiplikatorische Lehrkräftefortbildungen und darauf aufbauend in einem Ideenworkshop eine semantische E-Learning-Landkarte mit Unterstützungstools entwickelt, welche mit dem Prozessmodell verknüpft ist und tiefere Einsichten in die Thematik ermöglichen soll.Multiplier training for educators is very common, but little research has been done on it. The aim of this dissertation is to focus on the didactic potential and to examine how multiplier training can be supported by e-learning.
