    The role of leadership and organizational climate in human resource management in the public sector

    Este artigo analisou a influência da liderança e do clima organizacional na gestão de pessoas no serviço público, investigando como esses elementos afetaram a motivação, o engajamento e o desempenho dos servidores. O estudo partiu do seguinte problema de pesquisa: de que forma a liderança e o clima organizacional influenciam a gestão de pessoas no setor público? O objetivo geral consistiu em analisar a influência da liderança e do clima organizacional na gestão de pessoas no serviço público. Os objetivos específicos foram: (i) compreender como liderança e clima organizacional afetam a motivação, o engajamento e o desempenho dos servidores; (ii) identificar os fatores que favorecem ou dificultam a atuação da liderança no contexto da gestão de pessoas no setor público; e (iii) analisar de que modo o clima organizacional impacta os processos de gestão de pessoas. A metodologia utilizada foi a revisão integrativa da literatura, com buscas realizadas nas bases Google Acadêmico, SciELO e BVS. Após processo sistemático de seleção, foram incluídos 12 estudos publicados entre 2020 e 2025. Os resultados demonstraram que estilos de liderança participativos, transformacionais, éticos e voltados ao desenvolvimento humano exerceram impacto positivo sobre o clima organizacional, promovendo vínculos profissionais, comprometimento e ambientes de trabalho mais saudáveis. Verificou-se também que o clima organizacional influenciou diretamente a satisfação, a saúde mental e o desempenho dos servidores, afetando a qualidade dos serviços prestados. Concluiu-se que o aprimoramento da liderança e a promoção de um clima organizacional favorável são estratégias fundamentais para fortalecer a gestão de pessoas e modernizar a administração pública.This article analyzed the influence of leadership and organizational climate on human resource management in the public sector, investigating how these elements affected employees’ motivation, engagement, and performance. The study addressed the following research problem: How do leadership and organizational climate influence human resource management in the public sector? The general objective was to analyze the influence of leadership and organizational climate on public sector human resource management. The specific objectives were: (i) to understand how leadership and organizational climate affect employee motivation, engagement, and performance; (ii) to identify the factors that facilitate or hinder leadership performance within the context of public sector HR management; and (iii) to analyze how organizational climate impacts HR processes. The methodology adopted was an integrative literature review, conducted through searches on Google Scholar, SciELO, and BVS databases. Following a systematic 7 selection process, 12 studies published between 2020 and 2025 were included in the analysis. The findings showed that participatory, transformational, ethical, and human-centered leadership styles had a positive impact on the organizational climate by promoting professional bonds, commitment, and healthier work environments. It was also found that organizational climate directly influenced public employees’ satisfaction, mental health, and performance, thereby affecting the quality of service delivery. The study concluded that investing in leadership development and promoting a positive organizational climate are essential strategies for strengthening human resource management and modernizing public administration

    Teachers’ practical argumentation on the teaching of the Pythagorean theorem

    Delving into teaching reflection on practice and the underlying argumentation are key aspects for teacher professional development. Our interest in this study is focused on the role played by the Didactic Suitability Criteria in the analysis of the practical argumentation of a group of teachers during their reflection on a mathematical teaching and learning process. Methodologically, it is a case study conducted in a training course to foster teacher reflection involving eight Brazilian practising mathematics teachers who designed, implemented, and redesigned a lesson with the Pythagorean theorem. In this article, we analysed the practical argumentation emerging from teaching reflection, for which we proposed an adaptation of Toulmin’s model incorporating the Didactic Suitability Criteria construct to structure and represent the emerging practical arguments, and whose use was exemplified in two episodes of practical argumentation. The main result is that Didactic Suitability Criteria allowed us to: (a) reinterpret the dialogues that contained the participating teachers’ practical argumentation, in terms of some of the criteria, components, and indicators of this construct; (b) infer the participating teachers’ beliefs and values in their proposals of actions; and (c) nuance the relationship between the warrant and the action of each practical argument for the choice of certain actions in decision-making

    Se ofrece un estudio sobre designaciones populares de nubes que cubren montañas y de los tipos parémicos (o paremiotipos) correspondientes en el ámbito romance. La estructura de tales refranes meteorológicos, en general bimembre, aloja en su primera parte las denominaciones específicas de ese tipo de nubes, que en general responden a metáforas referidas a la cabeza o el cuerpo humanos (predominan los representantes de la familia léxica del latín CAPPA y derivados). En una segunda parte, el enunciado concreto de cada predicción responde a fórmulas diversas, entre las que predominan los consejos sobre abrigo o refugio. Cabe destacar las significativas afinidades interromances (con la esperable salvedad del ámbito rumano). Por ello se propone la concepción de un continuum románico relativo también a los refranes: lo que propongo denominar 'Romania parémica continua'

    Mind the gap: The impact of discrepancy between current cognitive function and premorbid intelligence on psychosocial functioning in older age bipolar disorder

    Introduction: A discrepancy between current cognitive performance and premorbid IQ may indicate cognitive decline and relate to poorer psychosocial functioning in bipolar disorder, even when cognition appears unimpaired by standard norms. This study examined how objective cognition and IQ-cognition discrepancy relate to psychosocial functioning in older age bipolar disorder (OABD). Methods: OABD underwent neurocognitive assessment, intelligence quotient (IQ) estimation (using vocabulary subtest of WAIS-III), and psychosocial functioning assessment via the Functioning Assessment Short Test (FAST). IQ-cognition discrepancy scores were calculated as the difference between current cognitive performance and estimated premorbid IQ (range: -10 to +10; negative values indicating possible cognitive decline). Linear regressions examined associations between cognition, discrepancy score, and psychosocial functioning. Discriminant analyses evaluated the ability of these scores to predict functional impairment. Results: The sample included 165 participants (116 OABD and 49 healthy controls). Poorer cognitive performance was significantly associated with worse psychosocial functioning (β = -3.38, p = .002). Greater IQ-cognition discrepancy also predicted worse functioning (β = -0.92, p = .04), though cognitive performance showed a stronger association (β = -2.93, p = .017) and better discriminative ability for functional impairment (AUC = 0.75; cut-off = -0.4 SD; sensitivity = 0.69; specificity = 0.72) compared to discrepancy score (AUC = 0.64; sensitivity = 0.39; specificity = 0.87). Conclusions: IQ-cognition discrepancy may serve as a useful idiographic marker of functional impairment in OABD, particularly for individuals with high premorbid IQ. Its use could enhance clinical decision-making and broaden inclusion in pro-cognitive intervention trials

    Internship Experience in Archival Science: Challenges and Opportunities in Document Management at the Consumer Protection and Defense Agency of the State of Paraíba (PROCON-PB)

    O presente Trabalho de Conclusão de Curso tem como objetivo principal analisar as práticas de gestão documental observadas durante o estágio em Arquivologia, realizada na Autarquia de Proteção e Defesa do Consumidor do Estado da Paraíba (Procon-PB). A pesquisa caracteriza-se como qualitativa, de natureza descritiva, adotando o estudo de caso como procedimento metodológico para a análise do contexto institucional investigado. A coleta de dados foi realizada por meio de observação participante, registros em diário de campo, análise documental e entrevistas informais com servidores envolvidos nas atividades administrativas. A pesquisa, de abordagem qualitativa e natureza descritiva, adotou o estudo de caso como procedimento metodológico, utilizando observação participante, anotações de campo, análise documental e entrevistas informais. Os resultados evidenciaram fragilidades estruturais relevantes no âmbito da gestão documental da instituição, tais como inadequação do espaço físico destinado à guarda de documentos, ausência de condições ambientais apropriadas para preservação do acervo, ocorrência de contaminação documental por fungos e inexistência de profissional arquivista no quadro permanente da autarquia. Tais fatores comprometem a adequada organização, preservação e acesso à informação institucional. Por outro lado, foram identificadas iniciativas institucionais voltadas ao aprimoramento das práticas arquivísticas, destacando-se a implementação da Tabela de Temporalidade Documental (TTD) e do Plano de Classificação Documental (PCD), instrumentos fundamentais para a gestão documental, desenvolvidos em parceria com universidades públicas e com o apoio técnico do Arquivo Público do Estado da Paraíba. Durante o estágio, também foram desenvolvidas atividades arquivísticas relacionadas à avaliação e seleção de processos administrativos, desmetalização documental, organização de pacotilhas destinadas à eliminação e tramitação de informações no Sistema Nacional de Defesa do Consumidor (SINDEC). Essas experiências contribuíram significativamente para o desenvolvimento de competências técnicas, analíticas e críticas essenciais à formação do arquivista. Conclui-se que a vivência de estágio no Procon-PB evidenciou a importância da articulação entre teoria e prática no campo da Arquivologia, bem como reforçou o papel estratégico da gestão documental para a eficiência administrativa, a transparência pública e a preservação da memória institucional no âmbito da administração pública.This Final Course Project aims to analyze the document management practices observed during an internship in Archival Science at the Consumer Protection and Defense Authority of the State of Paraíba (Procon-PB). The research is characterized as qualitative and descriptive in nature, adopting the case study as a methodological procedure for analyzing the investigated institutional context. Data collection was carried out through participant observation, field notes, document analysis, and informal interviews with employees involved in administrative activities. The research, with a qualitative and descriptive approach, adopted the case study as a methodological procedure, using participant observation, field notes, document analysis, and informal interviews. The results revealed relevant structural weaknesses in the institution's document management, such as inadequate physical space for document storage, lack of appropriate environmental conditions for preserving the collection, occurrence of document contamination by fungi, and the absence of an archivist on the authority's permanent staff. These factors compromise the proper organization, preservation, and access to institutional information. On the other hand, institutional initiatives aimed at improving archival practices were identified, notably the implementation of the Document Retention Schedule (TTD) and the Document Classification Plan (PCD), fundamental instruments for document management, developed in partnership with public universities and with the technical support of the Public Archive of the State of Paraíba. During the internship, archival activities related to the evaluation and selection of administrative processes, document demetallization, organization of packages intended for the elimination and processing of information in the National Consumer Protection System (SINDEC) were also developed. These experiences contributed significantly to the development of technical, analytical, and critical skills essential to the training of an archivist. It is concluded that the internship experience at Procon-PB highlighted the importance of the articulation between theory and practice in the field of Archival Science, as well as reinforcing the strategic role of document management for administrative efficiency, public transparency, and the preservation of institutional memory within the scope of public administration

    Families and schools in three education centres: Looking for shared relationships

    El presente artículo nace de la investigación llevaba a cabo mediante la tesis doctoral: “La relación familia – escuela. La representación de un espacio compartido”. La finalidad de éste no es hacer una fundamentación teórica sobre la evolución conceptual de la diversidad familiar, ni el papel del centro educativo. Sino más bien, a partir de los estudios de caso realizados en tres escuelas públicas de educación infantil y primaria (2 en Barcelona y 1 en Tenerife), conocer, describir, analizar e interpretar los tipos de relaciones que se establecen entre ambas instituciones, a través de las vivencias y concepci ones de la comunidad educativa participante en este estudio (familias, docentes, personal no docente y alumnado). Para ello, se ha focalizado la mirada en cuatro elementos fundamentales: 1) la elección y llegada a la escuela de todos los implicados; 2) la política que se desarrolla, en el centro, en términos de relaciones, mediante los documentos internos; 3) la identificación de mecanismos y estrategias que se ponen juego y; 4) la presentación de posibles líneas de actuación propuestas por los propios participantes de la investigación

    Growth of Ex-situ Diffuse Intergalactic Light in Simulated Galaxy Groups

    Context. Deep surface photometry has revealed the presence of a faint and diffuse baryonic component permeating the intragroup space in a significant fraction of galaxy groups. This intragroup light (IGL) is primarily formed by stars that are removed from their host galaxies through gravitational interactions and now drift freely, unbound to any particular galaxy. Aims. We conducted a detailed analysis to investigate how various physical parameters of galaxy groups influence the formation of ex situ IGL during the earliest stages of group assembly, and to explore their correlations with the mass and fractional abundance of this component. Additionally, we evaluated the potential of the IGL as a luminous tracer of the total mass distribution in galaxy groups, with a particular focus on systems that are far from dynamically relaxed. Methods. We used controlled numerical simulations of 100 low-mass galaxy groups spanning a range of masses and numbers of constituent galaxies to track the formation and evolution of IGL during the earliest pre-virialization stages of these systems. Results. We show that the IGL typically begins to form in significant amounts after the turnaround epoch, which in our simulated groups occurs at a median redshift (z̄ta) of ∼0.85, increasing steadily thereafter. We observe a sub-linear relationship between the masses of this component and the brightest group galaxy, which indicates intertwined formation histories but differing growth rates. This suggests that other group members may also significantly contribute to the diffuse light. Additionally, we observe indications that IGL formation is enhanced in groups with lower internal velocity dispersions, which suggests that gravitational interactions between member galaxies become more efficient when their relative velocities are reduced. For two-thirds of our groups, the radial surface density profiles of the total and IGL mass are significantly aligned, with fractional discrepancies below 25%. This supports the notion that this diffuse and faint baryonic component serves as a reliable tracer of the total gravitational potential in galaxy aggregations, regardless of their dynamical state. However, the results also indicate that the degree of similarity depends on the viewing direction

    En aquest article, analitzem el gènere poètic des del punt de vista del seu potencial didàctic. A la primera part del text, exposem de manera sumàriaquines són les virtuts educatives del gènere i el seu possible encaix dins el marc educatiu català. Tot seguit, passem a escatir amb més detall quins són els aspectes que, a la pràctica, impedeixen la seva aplicació i ple desenvolupament a les aules d’escoles i instituts. Fonamentalment, classifiquem aquests aspectes problemàtics en quatre punts concrets: la manca de formació dels docents, la manca de receptivitat dels alumnes, la problemàtica legal o normativa i els llibres de text. Finalment, oferim unes conclusions raonades a partir de les problemàtiques que hem exposaten els punts anteriors

    Do the regional and European content of legislation shape party behavior in national parliaments? an analysis of the Spanish case

    Using the Spanish case, this paper explores whether the European and regional content of legislation debated in national parliaments influences parties’ legislative behaviour, and more specifically their decision to propose legislative amendments. Based on regression analysis and multilevel modelling for hypothesis testing and an original dataset including information on more than 90,000 amendments, results illustrate that parties are more likely to propose amendments on bills having regional content. This is explained because self-government between the state and regional authorities remains open to renegotiation and due to the persistent territorial cleavage. Yet, against the niche party literature, results show that both regional and statewide parties propose a significant number of amendments on bills having regional content, especially when territorial affairs are politicised. Regarding the European dimension, despite the absence of hard Eurosceptic parties in Spain and the lack of a strong political cleavage over European integration, our findings challenge the idea that in Europhile countries EU-related bills are rarely amended. Overall, while previous literature has primarily focused on governmental factors to explain parties’ decisions to propose amendments on national legislation, this paper highlights the importance of considering multi-level dynamics
