Foreign bank ownership and income inequality : empirical evidence
Using country-level panel data over 1995–2013 on within-country income inequality and foreign bank presence, this paper establishes a positive relation between the two, running from higher foreign bank presence to income inequality. Given that foreign bank participation increased by 62% over the period 1995 to 2013, our baseline results imply a 5.8% increase in the Gini coefficient on average over this period, ceteris paribus. These results are robust to the inclusion of country and year fixed effects and to the use of restrictions on foreign bank entry in the host countries as an instrumental variable. We show that this positive effect is channelled through the lack of greenfield entry and the associated lower levels of competition
On the long-run calibration of the credit-to-GDP gap as a banking crisis predictor
The credit-to-GDP gap is a widely used early warning indicator of banking crises. It has become standard to calculate this trend deviation with a one-sided Hodrick-Prescott filter that uses a much larger value for the smoothing parameter λ than commonly applied in most business-cycle studies. We recalibrate the smoothing parameter with panel data covering almost one-and-a-half centuries of data. As a result, the 2008 crisis does not dominate the results and sample length helps contain filter initialization problems, i.e. most observations are preceded by decades of data. Suomalaisten talousosaaminen : Analyysi 2000-luvulla tehtyjen tutkimusten ja selvitysten perusteella
Talousosaaminen on keskeinen kansalaistaito, jota kaikki kansalaiset tarvitsevat markkinoilla toimiessaan sekä oman talouden raha-asioita hoitaessa. Tässä raportissa tarkastellaan suomalaisten talousosaamisen tilaa uusimpien tutkimusten ja selvitysten pohjalta.
Kansainvälisesti tarkasteltuna suomalaisten talousosaaminen näyttää hyvältä, vaikka vertailut ovat myös osoittaneet talousasioissa tietämyksessä ja käyttäytymisessä aukkoja.
Suomalaiset ovat pääsääntöisesti kiinnostuneita raha-asioista. Kiinnostus tosin vaihtelee: miehet ovat naisia kiinnostuneempia talousasioista, samoin kuin korkeasti koulutetut ja hyvätuloiset. Raha-asioiden suunnittelu on kuitenkin usein lyhytjänteistä. Suomalaiset ovat kiinnostuneita säästämisestä, mutta tämä ei useinkaan toteudu käytännössä. Myös maksuhäiriömerkintöjen voimakas kasvu kertoo taloudenhallinnan ongelmista osalla kuluttajista.
Suomessa on kartoitettu erityisesti nuorten talousosaamista. Finanssiala ja monet järjestöt ovat esittäneet yhteisenä huolenaiheena nuorten oman näkemyksen heikosta talousosaamisestaan. Nuoret ovat myös kokeneet, etteivät ole saaneet talousasioihin riittävästi opetusta. Kotien opetustaitoihin luotetaan vankasti. Onkin havaittu, että lapsuudenkodin turvalliset olosuhteet ja vanhempien esimerkki tarjoavat nuorille hyvät valmiudet hoitaa omaa talouttaan ja pärjätä elämässä muutenkin. Näin ollen nuorilla on erilaiset lähtökohdat hoitaa omaa talouttaan.
Taloudellista osaamista tarvitaan arjen ostoksiin, mutta myös säästämiseen, sijoittamiseen, lainanottoon ja vakuuttamiseen. Erilaisilla kuluttajilla eri elämänvaiheessa ja tulotasoilla vaatimukset talousosaamiselle vaihtelevat. Monet tahot ovat alleviivanneet nuorten ja nuorten aikuisten talousosaamisen tärkeyttä, vaikka tosiasiassa talousosaamisen vahvistaminen on tärkeää elämänkaaren kaikissa vaiheissa ja muutoksissa.
Vaikka talousosaamisen tieteellisellä tutkimuksella on vahvat perinteet maailmalla, ei Suomessa tämän alueen tutkimus ollut kovinkaan yleistä. Suomessa on tehty tutkimusta myös talousosaamisesta eri konteksteissa, kuten vakuuttamisen ja eläkeikään varautumisen yhteydessä. Myös tutkimustulokset yksilön ja vallitsevan yhteiskunnallisen taloudellisen tilanteen merkityksestä nuorten taloudelliseen kyvykkyyteen ja hyvinvointiin ovat mielenkiintoisia ja merkityksellisiä avauksia. Niin ikään kouluissa tehdyt kokeilut talousopetuksen vaikutuksesta ovat tuottaneet hyviä tuloksia. Tätä tutkimusosaamista olisi hyvä hyödyntää myös erilaisten hankkeiden vaikuttavuuden tutkimisessa. On kuitenkin suuri puute, että kattavaa ja koko väestöä koskevaa talousosaamisen tutkimusta ei ole tehty vuoden 2014 jälkeen. Jatkossa olisikin tärkeää tehdä aika ajoin koko väestöä kattavaa haastatteluihin perustuvaa tutkimusta kansalaisten talousosaamisesta.ei tietoa saavutettavuudest
Käteisen käytöstä harmaassa taloudessa Suomessa
Tässä selvityksessä pyritään arvioimaan harmaan talouden suuruusluokkaa ja käteisen käyttöä harmaassa taloudessa Suomessa. Mallitusten sijaan selvityksessä arvioidaan harmaan talouden määrää toimialoittain. Tästä löytyy erillisiä tutkimusarvioita verotarkastuksista, joita voidaan pitää luotettavimpina arvioina harmaasta taloudesta. Pääasiallisena lähteenä toimialoittaisissa tarkasteluissa käytetään eduskunnalle vuonna 2010 laadittua verotarkastuksiin perustuvaa tutkimusta harmaan talouden osuuksista. Osuuksia voidaan pitää todellista suurempina siksi, että verotarkastuksia ei kohdisteta pääsääntöisesti satunnaisesti kaikkiin yrityksiin vaan valikoituihin yrityksiin, joilla saattaa olla ilmiantojen tai muiden syiden vuoksi suurempi todennäköisyys harmaan talouden toimintaan. Koska harhan suuruutta ei voida arvioida, tämä selvitys pyrkii selvittämään harmaan talouden enimmäismäärää suomalaisessa yhteiskunnassa.ei tietoa saavutettavuudest
Do Banks Learn from Financial Crisis? The Experience of Nordic Banks
Using a large panel data set of Nordic (Finland, Norway and Sweden) and European banks for the period 1994–2010, we study whether banks can retain their lessons from the experience of a severe financial crisis. Our key finding is that the Nordic banks had better returns and greater financial stability compared to other European banks during the 2008 crisis, after controlling for key bank characteristics and macroeconomic factors. Our findings are consistent with the learning hypothesis of Fahlenbrach et al. (2012), suggesting that the Nordic banks were able internalize the lessons from the Nordic systemic banking crisis of the early 1990s.Published in Bank of Finland Research Discussion Papers 30/2016.http://urn.fi/URN:NBN:fi:bof-20161214153
Regulation of short-term consumer credits
The regulation of short-term consumer credit markets is heatedly debated around the world. This article uses economic research as a basis for a qualitative assessment of the regulation of the short-term consumer credit market and discusses the experience of the recent regulations implemented in Finland. According to research, the interest rate ceiling is an inefficient way of regulating the short-term consumer credit market. In contrast, the regulations should be based on price transparency and results from behavioral economics
Bank Stability and the European Deposit Insurance Scheme
Empirical evidence shows that a financial distress, faced by a bank or the whole economy, might cause large-scale withdrawals of deposits even when bank deposits are protected by deposit insurance, implicitly or explicitly guaranteed by a government. Building on Kiema and Jokivuolle (2015), we present a new model of such partial bank runs. In our model withdrawals are caused by the fear that both the bank and the government's deposit guarantee might fail in the future. Our focus is on a guarantee rather than on insurance, since the assets of deposit insurance funds might not be sufficient in large-scale systemic crises. Guarantee failure is possible because, being sovereign, the government may choose not to keep its promises. This option causes a fixed welfare cost (e.g. a reputational cost), which in a sufficiently severe crisis may be smaller than the costs from deposit guarantee payments. We also assume that, being welfare-maximizing, the government recapitalizes the bank during the early stage of the bank run. When decisions concerning deposit guarantee payments are made, recapitalization costs are already sunk costs, but the partial bank run has reduced the coverage costs that the remaining deposits might cause for the government. In this way, the depositors who withdraw funds during a partial bank run decrease the danger of a deposit guarantee failure and increase the incentives of the remaining depositors to keep their deposits in the bank. We apply our framework to the European Deposit Insurance Scheme (EDIS), and we view the reliability of the Single Resolution Fund and its backstop as the counterpart to the reliability of the government's promises. It turns out that in an asymmetric shock that affects only a single eurozone country, the EDIS improves bank stability, but its effects might be ambiguous in a systemic crisis that affects the whole Banking Union
Foreign ownership, bank information environments, and the international mobility of corporate governance
This paper investigates how foreign ownership shapes bank information environments. Using a sample of listed banks from 60 countries over 1997–2012, we show that foreign ownership is significantly associated with greater (lower) informativeness (synchronicity) in bank stock prices. We also find that stock returns of foreign-owned banks reflect more information about future earnings. In addition, the positive association between price informativeness and foreign ownership is stronger for foreign-owned banks in countries with stronger governance, stronger banking supervision, and lower monitoring costs. Overall, our evidence suggests that foreign ownership reduces bank opacity by exporting governance, yielding important implications for regulators and governments

Forecasting Quarterly Russian GDP Growth with Mixed-Frequency Data
This paper presents a pseudo real‐time out‐of‐sample forecast exercise for short‐term forecasting and nowcasting quarterly Russian GDP growth with mixed‐frequency data. We employ a large set of indicators and study their predictive power for different subperiods within the forecast evaluation period 2008–2016. Four indicators consistently figure in the list of top-performing indicators: the Rosstat key sector economic output index, the OECD composite leading indicator for Russia, household banking deposits, and money supply M2. Aside from these indicators, the top indicators in the 2008–2011 evaluation period are traditional real‐sector variables, while those in the 2012–2016 evaluation period largely comprise monetary, banking sector and financial market variables. We also compare the forecast accuracy of three different mixed‐frequency forecasting model classes (bridge equations, MIDAS models, and U-MIDAS models). Differences between the performance of model classes are generally small, but for the 2008–2011 period MIDAS models and U-MIDAS models outperform bridge equation models
