    No full text
International audienceThe Spanish law implementing the European Union (EU) Data Protection Directive, advisory guidance on consent, facial recognition and biometric technologies from the European Union Article 29 Data Protection Working Party (WP29) , and proposals for EU data protection law reform are analyzed in this survey piece. EU legislative processes are illustrated by a specific occurence: Spanish Organic Law 15/1999 on the Protection of Personal Data is reviewed in the context of Court of Justice of the European Union (ECJ) joined cases, Asociación Nacional de Establecimientos Financieros de Crédito (ASNEF) v. Administración del Estado, and Federación de Comercio Electrónico y Marketing Directo (FECEMD) v. Administración del Estado. The addition of a condition for the processing of personal data not present in the 1995 Data Protection Directive was rejected, and in the process the ECJ case Productores de Música de España (Promusicae) v. Telefónica de España SAU is cited regarding the transposition of European directives into EU Member State national law. WP29 guidance on (i) consent to personal data processing, including in an employment relationship, and on (ii) the special risks involved in the use of facial recognition and biometric technologies, is discussed. Finally, the proposal by the European Commission of the General Data Protection Regulation is seen as the culmination of various trends in the development of EU data protection law

A decision support system for optimising the order fulfilment process

    No full text
International audienceMany authors have highlighted gaps at the interfaces between supply chains (SCs) and demand chains. Generally, the latter tends primarily to be `agile' by maximising effectiveness and responsiveness while the former tends to be `lean' by maximising efficiency. When, in the SC, disruptions (that lead to stock-out situations) occur after customer orders have been accepted, managers are faced with the problem of maximising customer satisfaction while taking into consideration the conflicting objectives of the supply and demand sides of the order fulfilment process. This article proposes a cross-functional multi-criteria decision-making (advanced available-to-promise) tool that provides different strategic options from which a solution can be chosen. It also proposes a performance measurement system to support the decision-making and improvement process. The results of some experimental tests show that the model enables to make strategic decisions on the degree of flexibility required to achieve the desired level of customer service

Unemployment and finance: how do financial and labour market factors interact?

    No full text
Using annual data for 18 OECD countries over the period 1980-2004, we investigate how labour and financial factors interact to determine unemployment. We estimate a dynamic panel model using the system Generalized Method of Moments (GMM). It is shown that the impact of financial variables depends strongly on the labour market context. Increased market capitalization as well as decreased banking concentration reduce unemployment if the level of labour market regulation, union density, and coordination in wage bargaining is low. Increasing intermediated credit and banking concentration is beneficial for employment when the degree of labour market regulation, union density, and wage coordination is high. These results suggest that the respective virtues of intermediated and market-based finance are crucially tied to the labour market context
