The Characterization and Definition of Public Performance: An Application to Local Government Authorities
No full textx-hal_journal_id=89684International audienceOver the last few years, the theme of public performance (PP) has been increasingly invoked in political, administrative and academic circles. Particularly for local authorities, the use of performance approaches is on the rise, contributing to the management of local government initiatives and structures (Folz and al., 2009; Fryer and al., 2009; Newcomer, 2007; Wechlsler and Clary, 2000). The concept of public performance, however, is not precisely defined, nor does it cover a set of common practices based on an explicit, recognized framework. It has a multiplicity of overlapping definitions that are often inadequate, either because they are too general or because they have been uncritically adopted from other disciplines. Moreover, the notion is also a vague one, since it means different things to different actors. A number of studies reinforce this analysis, pointing out that public practices suffer from a lack of abstraction or from oversimplification, due to an uncritical transfer of practices and tools from the private sector (Halachmi and Bouckaert, 1996; Moynihan, 2005)

Étudier les dynamiques de formation du réseau social du créateur d’entreprise doit pouvoir contribuer à une meilleure compréhension du processus entrepreneurial. Une étude longitudinale menée en France sur six projets de création d’entreprise technologique révèle que le réseau entrepreneurial émerge sur un fond de problèmes et d’obstacles. Dans ce contexte, les compétences sociales de l’entrepreneur et les objets matériels qu’il mobilise jouent un rôle important et complémentaire dans la dynamique de construction des liens sociaux
Le naming : facilitateur de management de grands projets industriels ?
No full textInternational audienceA tremendous amount of academic studies focus on branding issues, including most recently in the business to business field. However, possibly considered as 'going without saying' the process of giving a name (naming) is not investigated in marketing. Mainly based on linguistics contributions, combined with marketing concepts, this exploratory manuscript deploys an abductive method applied to large and complex industrial projects. A twofold approach towards brands and names experts on the one hand and towards aeronautical projects experts on the other hand, enables to refine here the naming concept. The crucial role of naming in terms of identification, differentiation and authentication of a project is highlighted. Above all, the main findings unveil other unsuspected managerial functions. Beyond giving birth to the project among the stakeholders, naming enables to federate and mobilise them to the project, hence easing its organization and management.Une très grande variété de travaux académiques porte sur la marque y compris, et plus récemment, dans le domaine business to business. En revanche, probablement considéré comme allant de soi, le processus même d'attribution d'un nom (naming) n'est pas étudié en tant que tel en marketing. En mobilisant les apports de la linguistique principalement et en les combinant aux concepts marketing, cet article à visée exploratoire met en œuvre une approche abductive appliquée aux grands projets industriels. La double démarche adoptée auprès d'experts en marques et noms et d'experts en projets aéronautiques permet de définir plus précisément ici la notion de naming. Est souligné le rôle essentiel du naming pour permettre l'identification, la différenciation et l'authentification d'un projet. Mais, au-delà, les résultats principaux révèlent d'autres fonctions managériales insoupçonnées/ du naming : le nom donne vie au projet (au sens fort du terme) ce qui a pour résultat de mieux fédérer et mobiliser les parties prenantes autour du projet et ainsi d'en faciliter l'organisation et le pilotage

No full textInternational audienceL'approche collaborative des stratégies et politiques publiques, qui s'est affirmée au cours de ces dernières années comme l'une des voies de recherche privilégiées au sein du courant du management public, met en avant l'importance des réseaux interorganisationnels dans la coproduction de stratégies publiques. L'objet de ce chapitre est de présenter les composantes conceptuelles, méthodologiques et managériales de cette nouvelle forme de management stratégique public. Une étude de cas permet d'illustrer sa mise en pratique et de tirer un certain nombre d'enseignements, à la fois théoriques et managériaux, quant à l'implantation et au pilotage d'un système d'action collaboratif
