    Huile d’olive de Beni Maouche : critères d’identification et perspectives de valorisation

    International audienceFace aux changements qui ont marqué le secteur agricole et agroalimentaire, la question des produits de terroir et leur valorisation est devenue importante. Les acteurs publics et privés s’engagent de plus en plus à valoriser ces produits sur la base de leur spécificité territoriale et du savoir-faire local. Cependant, la réflexion stratégique sur le développement et la valorisation des produits du terroir, en Algérie, est encore à ses débuts, la prise de conscience est récente comparativement à d’autres pays. L’application à la filière oléicole, fournit une étude empirique qui s’insère dans les programmes en cours conduits par le Ministère de l’Agriculture et du Développement Rural, en Algérie. Par ailleurs, l’intérêt d’une analyse dans le secteur oléicole provient également du fait que la filière oléicole connait un essor qui nécessite un accompagnement. Notre étude de cas porte sur l’huile d’olive de la région de Beni Maouche dans la wilaya de Bejaia qui se caractérise par des modes de culture et de transformation traditionnels. De petites exploitations agricoles subsistent dans des conditions difficiles (taille foncière exigüe, zone montagneuse etc.) et pratiquent l’extraction de l’huile d’olive à l’ancienne. Le choix de la question de recherche conduit d’une part à nous baser sur les approches terroir et savoir-faire, permettant d’identifier les atouts spécifiques de notre produit de terroir qui favorisent sa différenciation afin de le valoriser, d’autre part à prendre en compte le rôle des institutions (règles formelles et informelles) dans l’organisation/coordination des organisations (acteurs locaux publics et privés) afin d’évaluer les contraintes qui entravent la valorisation de ce produit de terroir, pour se demander ensuite à quel niveau il faudrait intervenir pour corriger ou améliorer le niveau de performances et la durabilité de la filière

    Multidimensional assessment of food security and environmental sustainability: a vulnerability framework for the Mediterranean region

    Recurrent food crises and climate change, along with habitat loss and pollution, have put food security and environmental sustainability at the top of the political agenda. Analyses of the dynamic linkages between food consumption patterns and environmental concerns have recently received considerable attention from the international and scientific community. Using the lens of a wide sustainability concept, this paper aims at developing a multidimensional framework for evaluating sustainability in food systems and diets applicable to the Mediterranean countries. The Mediterranean region - a geographically interlocked and heterogeneous area including South European, North African and South-East Mediterranean Countries – presents several conditions of vulnerability to food insecurity and unsustainability. Furthermore the demographic growth, in urban and coastal areas of the Basin, leads to an increasing pressure on natural resources and widening disequilibria with rural areas. Derived from natural disaster and sustainability sciences, a coupled domain/vulnerability approach has been applied to the analysis of the concepts of sustainable food security and diets. Within consensus-based preselected domains, the vulnerability methodology offers a coherent framework that disentangles exposure, sensitivity and adaptive capacities. A DELPHI method is applied to select the final set of indicators from the literature. The main result is the elaboration of an innovative conceptual evaluation framework for measuring sustainability in the agrofood system. The framework draws upon two existing approaches: a vulnerability-based assessment method combined with an analysis of detailed empirical domains relevant for Mediterranean countries. The DELPHI selection process, involving several international experts, has reduced the number of indicators to a reduced pool of indicators. Use of the participatory approach of the DELPHI method helps move beyond subjective evaluation and reach consensus. Recognizing the systemic dimension of sustainability, the vulnerability approach enables to investigate the causal factors dynamics, instead of targeting exclusively the final outcomes. The domain-based framework reflects the region- specific attributes that necessarily need to be identified to link scientific concepts with metrics.     National audienceL’étang de Montady, desséché au Moyen âge, a tardivement été remodelé par l’irrigation. Cette expérience historique perdure plus de sept siècles après sa fondation, en se fondant sur des savoirs spécifiques et des institutions communautaires basées sur des initiatives locales et privées, mais de plus en plus articulées avec les politiques publiques de l’État français. Parallèlement, les trames radioconcentriques étudiées dans le Saïss au Maroc peuvent être rapprochées du dispositif radioconcentrique de Montady, même si les savoirs techniques et les institutions créées sont au départ l’émanation d’un modèle étatique de réforme agraire. Il n’y a aucune preuve d’un quelconque mimétisme entre les deux exemples, mais des éléments leur sont communs : la défense de leur singularité dans l’environnement immédiat et le besoin de maintenir une certaine cohésion autour du phénomène radioconcentrique

L'avenir est lourd d'incertitudes. Les évènements du « printemps arabe » et leurs suites, qui se déroulent actuellement, ont de multiples dimensions et soulèvent de nombreuses questions. Pour ceux qui s'intéressent à l'agriculture, dans toutes ses dimensions, il ne fait pas de doute que ces évènements ont confirmé l'existence de graves problèmes, notamment en matière de pauvreté rurale, que l'on avait tendance à oublier ou à ignorer au cours des années récentes. Ruling the CommonsInternational audienceMedicinal and Aromatic Plants (MAPs) is an important sector of the agrarian economy today in Albania, counting for approximately M25 exports, 60 000 collectors, various localized value chains and first transformation industries. Wild MAPs collection mainly occurs in common mountainous pasture and forest lands, and was based on traditional uses in pastoral and medicinal local practices. The real economic take off and massive collection the resource occurred during the communist regime, to fulfil the need of export cash-flows. It was a total State organized system structured by cooperatives and State farms. After the regime collapse, the MAPs sector was basically driven by commercial forces and markets. This drastic change is, for the theory of collective action of great interest, because neither one system nor the other totally abolished the existence of the commons as commons. Our communication will highlight major institutional problems related to the management of commons throughout the conventions and agreements organizing the MAPs collection. An historical (and yet not done) analysis of these two antagonist systems, based on field studies for the contemporary situation and on Albanian archives for the past periods (1860-1991) is of great interest for today challenges. Both in terms of rural development and agro-biodiversity conservation, there is a need to find innovative ways for a collective action to sustainably rule these commons.
