    International audienceEn 1974, les Neuf créent, dans le cadre de la Coopération politique européenne (CPE), un groupe d’experts sur les pays de l’Est dont la constitution s’explique par le contexte de la Détente, des négociations d’Helsinki et de l’évolution des relations avec les États-Unis. La France, soucieuse de préserver ses relations bilatérales et son autonomie diplomatique vis-à-vis des pays communistes européens, s’oppose à toute politique commune trop structurée envers l’Est. Malgré ses réticences, le groupe élabore un rapport analysant les attitudes des régimes communistes face à l’Europe unie. S’esquisse alors une méthode de travail collective qui préfigure une culture diplomatique européenne partagée

    This thesis explores how diplomats and the French government viewed the rise of the princes of Brunswick-Lüneburg, also known as the Dukes of Hanover. From simple Duke of Hanover, Ernest Augustus and then his son George Louis rose to the dignity of Prince-Elector of the Holy Roman Empire before taking the royal crown in 1714, when George I succeeded Queen Anne in Great Britain. Through the study of diplomatic relations, this work explores the question of composite monarchies in the field of international relations. It traces the different levels of action of French diplomacy and examines the work and daily life of French diplomats who travelled to Hanover. Thus, the thesis aims to understand diplomacy both as a social practice and as a relationship between powers.La thèse explore la manière dont les diplomates et le gouvernement français appréhendaient l’ascension des princes de Brunswick-Lunebourg également appelés ducs de Hanovre. De simple duc de Hanovre, Ernest-Auguste puis son fils George-Louis parviennent à s’élever à la dignité de prince-électeur du Saint-Empire avant de ceindre une couronne royale en 1714, lorsque George Ier succède à la reine Anne en Grande-Bretagne. A travers l’étude des relations diplomatiques, ce travail explore la question des monarchies composites dans le domaine des relations internationales. Il s’agit de retracer les différentes échelles d’action de la diplomatie française ainsi que d’examiner le travail et le quotidien des diplomates français qui se sont rendus à Hanovre. Ainsi posée, la thèse se propose de saisir la diplomatie à la fois comme pratique sociale et comme relation entre pouvoirs

    Monitoring the Earth's deformation with the SPOTGINS series

    International audienceA distributed Global Navigation Satellite System analysis center, designated SPOTGINS, has been established by several research groups that utilize the GINS software and the CNES-CLS precise products. Despite the heterogeneity in their research objectives, the SPOTGINS members apply the same configuration and metadata. The computed global ambiguity-fixed precise point positioning time series are fully consistent among the members, and are subsequently published as a single product (https://doi.org/10.24400/170160/20250414, Santamaría-Gómez et al., 2025). At the time of writing (August 2025), the SPOTGINS dataset includes 5768 daily series from May 2000 to present. This product facilitates a range of research activities, including but not limited to the precise monitoring of the Earth's deformation. A comparison of the SPOTGINS series with published series from the Nevada Geodetic Laboratory solution shows no significant difference in quality

    Expected effects of a global transformation of agricultural pest management

    International audienceAmbitious policy goals to reduce pesticide use and risks have been established at global and regional levels. Here, we provide an assessment of the expected effects of such a global transformation of agricultural pest management. We develop a holistic assessment framework covering economic, human health, food security, social, and environmental effects and conduct a global survey with 517 experts from key disciplines and major agricultural production regions. This is an important step to identify leverage points for advancing pesticide policies and focusing future research efforts. Our results demonstrate that transforming agricultural pest management could be an important nexus for addressing multiple sustainability challenges. We find the highest expected benefits for the environmental and human health domains and the lowest for the economic and food safety domains. For regions with low income and low pesticide use, we find higher benefits and less trade-offs of the transformation than for intensive production systems in Europe and North America. Finally, a transformation is not free of costs and our results indicate that it will require a combination of new and locally adapted pest management solutions, research and support for their implementation on the ground, and an enabling policy environment

    Assessing migration and moulting strategy in closely related taxa based on stable isotope analysis: a population study of Balearic and Yelkouan shearwaters across their breeding range

    Animal migrations are unique phenomena involving mass movements of individuals, which pose significant challenges to develop conservation strategies. Migratory seabirds, particularly, face many anthropogenic threats across their distributions, and populations are declining worldwide. We provided a thorough isotopic method to characterise individual migratory patterns and identify main moulting areas of two closely-related Puffinus shearwaters breeding in the Mediterranean that produces minimal intrusion on birds. Using tracking data of 64 birds and the stable isotopic values (δ13C and δ15N) of one wing feather, we built a robust discriminant for rapid geographic assignment of post-breeding grounds, among Atlantic, Mediterranean and Black Sea basins. Afterwards, we applied the method to several wing feathers of non-tracked individuals and populations and assessed their most plausible post-breeding grounds. First, most tracked Balearic shearwaters from Ibiza and 7% from Minorca were moult-ascribed to the Atlantic; the remaining Balearic and all Yelkouan shearwaters displayed what resembled a longitudinal chain-migration, with an easternmost gradual proportion of individuals migrating towards the Black Sea. Second, the isotopic discriminant achieved high accuracy of correct classification (91.0%) with only six non-assigned individuals. Third, >80% of birds moulted all their primary feathers in a single location. Finally, we provided examples assigning moulting areas of non-tracked individuals (e.g., bycaught birds) and entire populations based on a single sampling. This isotopic approach and the examples we provided offer new insights into the study of seabird migration with minimal disturbance, requiring a single capture. The methodology offers valuable tools for studying endangered seabirds and supports conservation efforts by identifying key moulting areas and migration strategies
