    International audienceThis study proposes to take an analytical and critical look at the functioning of organisations promoting entrepreneurship in Cameroon. Are these organisations real levers of socio-economic development or more institutional ornaments ? We will analyse the elements that contribute to making organisations promoting entrepreneurship potential levers of socioeconomic development. However, by carefully examining all the actions implemented by these organisations promoting entrepreneurship, we realise that these state structures are far from producing the expected results. This situation puts them in a posture of institutional ornament insofar as unemployment and underemployment are almost endemic in Cameroon.Cette étude se propose de poser un regard analytique et critique sur le fonctionnement des organismes de promotion de l'entrepreneuriat au Cameroun. Est-ce que ces structures étatiques sont de véritables leviers du développement socio-économique ou de simples ornements institutionnels ? L'on analysera les éléments qui concourent à faire des organismes de promotion de l'entrepreneuriat de potentiels leviers du développement socio-économique. Cependant, en examinant minutieusement l'ensemble des actions mises en oeuvre par ces institutions étatiques, l'on se rend compte que ces structures étatiques sont loin de produire les résultats escomptés. Cette situation les met dans une posture d'ornement institutionnel dans la mesure où le chômage et le sous-emploi sont quasiment endémiques au Cameroun

    Background: Transidentity refers to a gender identity that does not align with the sex assigned at birth. Recent guidelines place general practitioners at the center of transgender healthcare. While the expectations of transgender patients in general practice are increasingly well known, the perceptions of general practitioners remain underexplored, particularly in Reunion Island.Method: A qualitative study inspired by grounded theory was conducted through semi-structured interviews with 10 GPs (established or locum) practicing in Reunion Island. Data analysis was performed through open coding using Maxqda software. Data triangulation was conducted with a co-intern. Axial and then selective analysis were performed to propose an explanatory model.Results: The physicians expressed a benevolent willingness to care for transgender patients, and their representations were generally aligned with patients’ expectations. However, a tendency to pathologize transidentity persisted, which conflicted with those expectations. Some barriers were also identified, particularly a lack of knowledge leading to disengagement in favor of specialists. The study did not allow conclusions to be drawn regarding differences related to the cultural and healthcare context of Reunion Island.Conclusion: Despite their willingness to engage, general practitioners still held some pathologizing representations of transidentity, potentially contributing to a gap between transgender patients and physicians. Training programs for general practitioners, along with the development of local transgender healthcare networks in Reunion Island, could help reduce this gap.Introduction : La transidentité désigne une identité de genre qui n’est pas en accord avec le sexe assigné à la naissance. Les nouvelles recommandations placent les médecins généralistes au cœur de la prise en charge des personnes trans. Si les attentes des patient·es trans sont de mieux en mieux connues, les représentations des médecins généralistes restent encore peu explorées, en particulier à La Réunion.Méthode : Étude qualitative inspirée de la théorisation ancrée menée à partir d’entretiens semi-dirigés auprès de 10 médecins généralistes (installé·es ou remplaçant·es) exerçant à La Réunion. Analyse des résultats par codage ouvert à l’aide du logiciel Maxqda et triangulation des données avec une co-interne. Analyse ensuite axiale puis sélective pour proposer un modèle explicatif.Résultats : Il existait une volonté bienveillante des médecins à prendre en charge les patient.es trans et leurs représentations étaient globalement en accord avec les attentes des patient.es. Il persistait cependant une pathologisation de la transidentité en désaccord avec ces attentes. Certains freins étaient aussi évoqués, notamment un manque de connaissances à l’origine d’un désengagement au profit des spécialistes. Aucune différence en lien avec le contexte culturel et sanitaire réunionnais n’a pu être mise en évidence.Conclusion : Malgré une volonté de s’impliquer, les médecins généralistes conservaient certaines représentations pathologisantes de la transidentité pouvant être à l’origine d’un décalage avec les besoins des patient.es trans. La formation des médecins ainsi que le développement de réseaux de soins trans réunionnais permettraient sans doute de réduire ce décalage

    Caisse nationale de péréquation versus projet de développement local de 145 territoires: Une atteinte au processus de la décentralisation territoriale en République démocratique du Congo

    International audienceThe national policy of the Democratic Republic of Congo (DRC) has decided, through a constitutional provision, that 40% of revenues from mining operations should be transferred to decentralized territorial entities. To this end, a constitutional mechanism has been established. This is the National Equalization Fund, which is responsible for managing and implementing the transfer. Curiously, instead of returning the revenues from mining, it is other projects, such as the development of 145 territories (PDL145), that benefit from the transfer, thus bringing the law organizing the ETDs to a standstill. This reflection highlights the damage and blow dealt to the process of territorial decentralization by the implementation of the 145-territory development programme.La politique nationale de la République démocratique du Congo (RDC) a décidé, à travers une disposition constitutionnelle que les revenus provenant de l'exploitation minière soient rétrocédés à raison de 40 % aux entités territoriales décentralisées. À cet effet, un mécanisme constitutionnel a été prévu. Il s'agit de la Caisse nationale de péréquation, qui est chargé de la gestion et de la mise en œuvre de la rétrocession. Curieusement, au lieu de rétrocéder les recettes issues de l'exploitation minière, c'est plutôt d'autres projets, tel celui de développement de 145 territoires (PDL145), qui bénéficient de la rétrocession, mettant ainsi en impasse la loi organisant les ETD.     An article exposing over the life of children in wars and the politics established to prevent and protect children in wars.The present article is a strive contributing to the fight against the enrollment and the recruitment of children in armed groups in Africa during conflictual periods. This paper proves the fact that several armed forces during wars enrolls children to warfare. Children’s enrollment in armed bands occurs to the moment when children are abandoned, separated and left without parental control during armed conflicts. This parental forsaking facilitates the forceful recruitment of children with the systemic guise of mentalities colonized by violence and domination. This article ponders over a socio-historical observation with the objective to understand violence occurrence and the colonization of mentalities by domination; which are societal ills observed from human attitudes towards the society and its components. Sometimes, political crisis leads to wars which causes a spatial domineering frame of mind and a pervasive increase in the establishment of politics over the enrollment of children as soldiers in African regions endangered to conflicts and terrorism in the contemporain world. The institutionalization of war leads to government’s instability and undergoes an assertive control over the rule of law foreseeing the consequences of the levelling of republican theories with the aim to encounter societies within peace and harmony. Consequently, this article blares to be a plaidoyer so that a better attention should be taken in regard to the recruitment of children in armed bands during conflicts. We can look from the presence of this article an operative engagement of the civil society over the fight against the sociofactory recrudescence of children as soldier

    International audienceLes réorganisations managériales, souvent guidées par des impératifs financiers ou des logiques économiques et structurelles, tendent à imposer des normes et des objectifs chiffrés qui bousculent les routines de travail. Comme l’indique Marie-Anne Dujarier, ces décisions, prises par un top management éloigné du terrain, créent un pilotage déconnecté des réalités du travail réel. Aussi, ce phénomène est (souvent) perçu par les employés comme un empêchement de produire un travail de qualité conforme à leurs attentes et celles des usagers ; générant ainsi une perte de sens de plus en plus documentée. Or, le sens au travail est un moteur d’engagement essentiel. Coralie Perez et Thomas Coutrot montrent que son absence est un facteurdéterminant des départs volontaires et du désengagement professionnel. Les travailleurs recherchent non seulement une utilité sociale, mais aussi une cohérence avec leurs valeurs et un épanouissement personnel.Lorsqu’ils ne peuvent plus accomplir un travail « bien fait », le mal-être s’installe, pouvant aller jusqu’au burn-out. Si la perte de sens conduit au désengagement, elle a aussi un impact économique tangible. Longtemps étudiée par les sociologues du travail, cette question intéresse désormais les économistes, signe de sesrépercussions sur la performance des entreprises.     Highlighting the resilience potential of marine protected areas in the face of coral bleaching with passive acoustic monitoring

    International audienceMarine Protected Areas (MPAs) can increase the resilience of reef communities to disturbances, playing a role in sheltering biodiversity from climate-related impacts. To determine if the protection status allows for better resilience after coral bleaching events, we recorded soundscapes of eight reefs of Moorea Island (French Polynesia). We compared the biophony of MPAs to the one of adjacent non-protected zones recorded in 2015, before two bleaching events (2016 and 2019), to the one in 2021. Then, the biophony from 2021 was compared within and outside MPAs. We hypothesize that differences in the biophony between these periods vary within and outside MPAs. The main result is an increase in the nocturnal high frequency (2–22 kHz) mass phenomena of benthic invertebrates, observed at sites with higher coral cover post-bleaching compared to pre-bleaching: nocturnal power spectral density (PSD) and peak frequency of invertebrate sounds varied between 2015 and 2021. For fish sounds, no daytime difference was observed, while nocturnal PSD was higher in 2021. These observations reflect distinct bleaching histories. High-frequency PSD measurements and the associated frequency values demonstrated strong correlation with temporal changes in coral cover. We suggest including it in long-term reef monitoring due to its complementary nature with respect to classical methods

    Source Agritrop Cirad (https://agritrop.cirad.fr/615033/)International audienceMosquitoes are vectors of many disease-causing pathogens, including malaria, dengue, chikungunya, and yellow fever. According to the World Health Organization, these vector-borne diseases account for several hundred thousand deaths annually. They also cause zoonoses, such as Rift Valley fever and West Nile fever. In this context, the development of operational tools to support surveillance and control strategies is essential—not only in countries of the Global South, where mosquito-borne diseases are most prevalent in tropical and subtropical regions, but also in the countries of the North, where the establishment of invasive species such as the tiger mosquito is increasing the risk of disease emergence. To address these challenges, Earth observation imagery offers valuable potential: the spatial distribution and seasonal dynamics of mosquito populations are closely linked to climatic factors (such as temperatures, rainfall, and humidity) and environmental variables (such as the presence of water bodies and vegetation), many of which can be monitored through satellite data. Numerous recent studies have led to the development of innovative methods that combine remote sensing with spatial modelling to predict the spatial and temporal dynamics of vector mosquitoes and associated diseases. Moving beyond proof-of-concept, some of these approaches have given rise to operational tools and processing chains that are now actively used by public health authorities and vector control agencies. This book, intended for students, researchers, and public health professionals, offers a synthesis of current research and operational tools in the field
