Competitive Convergence:
China’s Challenge to the Global Development Finance Regime
and the Western Response

2024年 4月 24日、海外客員教員として来学中であった米国ドレイク大学の D・スキッドモア教授を
招いて教授研究会を開催した。同教授の研究テーマは米国の対外政策と国際政治経済である。研究発表
のテーマは、教授の最近の関心事である、中国の金融イニシアティヴがリベラルな国際秩序に与える影
響についてであった。要旨は以下の通りである。
Can an illiberal great power contend for global leadership without profoundly disrupting a pre­
existing liberal international order (LIO)? This question is examined through the prism of the global
development finance regime at both multilateral and bilateral levels.
It has been often expected that Chinese challenge to the global aid regime would lead to a
bifurcated development finance landscape marked by sharp lines of differentiation between a US­led
regime and a China­led regime.
Instead, the following new landscape features are getting clearer.
•A more complex regime featuring institutional proliferation, less centralized authority,
increased normative contestation, & greater agency for recipients.
•The neoliberal era has been firmly left behind in favor of a period in which states are
expected to play stronger roles in steering economic growth, including through infrastructure.
NGOS have been reduced in importance.
•The new era more closely resembles the embedded liberal era, which tolerated diverse
models of state­market relations.
•Growth has taken priority over poverty reduction.
•The impact on recipient economies is difficult to discern: the flood of new borrowing over
the past decade at commercial rates has led to debt distress.
•For low­income countries, unclear whether heavy infrastructure spending over the long term
will prove a better investment than the alternative (e.g., agricultural productivity).
In other words, we can find a tendency of “Competitive Convergence” rather than divergence
between a US­led regime and a China­led regime.
