Miro Haček（ミロ・ハチェック）教授および Simona Kukovič（シモーナ・クコヴィッチ）博士は、
2000年代に EU 加盟を果たした、ポスト社会主義国である中東欧諸国のスロヴェニアを代表する政治
学者であり、共著として Slovenian Politics and the State（スロヴェニアの政治と国家：2017年）、The
Peculiar Evolution of Slovenian Local Government（スロヴェニア地方政府の特異な進化：2023年）を出
版している。また本報告の関連では、Simona Kukovič and Petr Just, The Rise of Populism in Central and
Eastern Europe（中東欧におけるポピュリズムの台頭）, Elgar, 2022が出版されている。
本報告の冒頭では、報告者の母国であるスロヴェニアと、同じくポスト社会主義国である中東欧諸国
の概要が説明された。
スロヴェニアは、中世以来ハプスブルク帝国の領土であり、第 1次大戦によるハプスブルク帝国の終
焉によりセルビア・クロアチア・スロヴェニア王国が建国され（1929年にユーゴスラヴィア王国）、第
2次大戦後はユーゴスラビア社会主義連邦共和国の一部となった。独立は 1991年であり、スロヴェニ
ア人国家としては 30年強の歴史しかない若い国家である。スロヴェニアは、中東欧諸国で最も一人当
たり所得が高い国であるとともに、他の旧ユーゴスラヴィア諸国と比較してスロヴェニア人の比率が高
く、社会・政治状況が安定していることがその特徴である。
次に、中東欧諸国におけるポピュリズムを中心とした政治・経済状況が説明された。中東欧諸国で
は、ハンガリーのオルバン首相が率いる Fidez（フィデス＝ハンガリー市民同盟）、ポーランドのカチ
ンスキー元大統領が率いる法と正義（PiS）によるポピュリズム政治が知られているが、スロヴェニア
においても、Miro Cerar（ミロ・ツェラル）政権（2014年）、自由への運動（2022年）などポピュリズ
ム政治がみられる。
ポピュリズムには定まった定義はなく、右派においても（中東欧諸国）、左派においても（南米）ポ
ピュリズムがみられるように、イデオロギーに基づくものではなく、既成勢力を批判し、大衆迎合的な
政策を訴える。2008年の世界金融危機、2015年の移民危機を経てポピュリズムの流れが強くなってい
る。
中東欧諸国においてポピュリズムが広がっていることが、フリーダム・ハウスの移行諸国（Nations
in Transit）、EIU の民主化指標（Democracy Index）などの指標により確認されたほか、ユーロバロメー
ターによる「あなたは民主主義に満足していますか」という質問に対し、デンマークでは 90％の回答
者が「満足している」と答えている一方、スロヴェニア 50％、スロヴァキア 30％と中東欧諸国での満
足度が低く、ほぼすべての移行国で民主化度が低下してきていることが示された。

なぜ中東欧諸国でポピュリズムが盛んであるかについては次の理由が挙げられた。
・歴史的トラウマ
・社会的・経済的状況
・移民危機
・伝統的政党への支持の低下
・社会メディアの影響
・攻撃的で強い口調による対決
報告の最後に、以上のように中東欧諸国でポピュリズムが広がってきた結果、ロシアのウクライナ侵
攻による安全保障・国防問題、移民問題なども加わり、一致して EU 加盟への動きを進めたヴィシェグ
ラド 4カ国（チェコ、ハンガリー、スロヴァキア、スロヴェニア）では、それぞれの政策の方向性が異
なってきたという興味深い指摘が行われた。
