    The Caribbean Basin Initiative: an analysis of United States policy toward Central America and the Caribbean in the 1980s, 1990

    Since 1983, when the Caribbean Basin Initiative was signed into law by President Reagan, there have been disagreements over the implications and practicality of such a policy. Many in the Caribbean Basin assumed that CBI was a repeat of the failed Alliance for Progress and its concomitant import substitution approach to industrialization. On the other hand, the Reagan Administration saw this policy program as a distinctly new approach to development (economic and political) in the region. These assumptions have never been critically nor thoroughly examined. This study, designed to evaluate CBI, is a critical analysis of the determining factors - economic and political. It covers the foundation and fundamentals of U.S. policy toward the Caribbean, the economics of CBI, and its political implications for the region. The major finding of this study is that the region has not benefited from CBI due mainly to its emphasis on political reform and import substitution rather than economic development. The study concludes that a comprehensive approach to regional economic and political problem solving is mandatory, but the U.S. must act as a partner in this venture and not as unilateral actor

    The purpose of this study was to investigate the dropout trend of kindergartners in the eight metropolitan statistical areas in Georgia for academic years 1986-1989. All data for this study were collected from archival records from the Georgia State Department of Education, and the United States Bureau of the Census. Data were analyzed by proportional hypothesis testing, and results indicated that there was insufficient evidence to reject the three study hypotheses

    This study was designed to assess the consumer's feelings and attitudes regarding how effectively the Atlanta University Center-Dual Degree Engineering Program (AUC-DDEP) renders its services. The consumers include: students who attend one of the four undergraduate schools affiliated with the Atlanta University Center (AU Center) (i.e., Clark College, Morehouse College, Spelman College or Morris Brown College); and faculty who teach engineering and other related courses. Specific focus was upon the various kinds of services rendered to each consumer by the AUC-DDEP. The data on which this study is based was obtained primarily from two sources: (1) Interviews held with each staff member of the AUC-DDEP to review the goals and objectives of the program; and (2) Questionnaires designed to measure each consumer's attitude, perception of and satisfaction with the services provided to them by the AUC-DDEP
