    Public policies and the juvenile justice system, with a focus on 1960-1990, 1996

    Focusing on the period 1960 - 1990, this study explored the impact of common and statutory public policies on the juvenile justice system in the United States. Critical content analysis was employed in the study. As a supplement, questionnaires were administered to selected juvenile court jurists and professionals, and other individuals concerned with juvenile affairs. Employing Richard Quinney1s social reality of crime, the researcher sought to discover the social reality of juvenile offenses. Our findings mirror those in the model. The findings reveal that: dominant elements of society define behavior and establish and manage policies; behavior is affected by structures of society; dominant elements diffuse an ideology of crime; the use of common policies resulted in unfair treatment of juveniles and led to the U. S. Supreme Court's establishment of Constitutional rights of juveniles; current policies show movement toward more punishment of juveniles
