The Role of Health Services in Enhancing the Attractiveness of Cities, Case Study Of the University Hospital of Constantine 2019
Health services contribute to activating the attractiveness of cities, by increasing the number of populations flows to them, especially if they are linked to the factor of quality and abundance in the mother city with regional influence. The study aims to find out the level of attractiveness of the city of Constantine in health services within its general region and to research in order to find possible balances between the variables of the individual\u27s life environment, in addition to achieving the highest level of acceptance and aspiration for the population. The attractiveness of cities ends in the result of polarization. Will this polarization serve the city, or does it turn into a social, solidarity role? To answer the aforementioned questions, we chose a systematic approach based on three axes: the attractiveness of the city between the theoretical framework and spatial accumulations, then the role of health services in the attractiveness of the city.Finally, the spatial dynamism of the city through the health functions of the University Hospital Center, Ben Badis, and its reflection on the city and its sphere of influence. The salient result is that the city of Constantine plays an important role
through its important strategic location, enabling it to be a center of distinguished vitality through the therapeutic services of the University Hospital Ben Badis.
 
EFL Teachers’ Involvement in Designing Higher Education Syllabi: Reality and Expectations Case of EFL Teachers in Setif 2 University, Algeria
The motivation underlying this research is the indisputable importance of teachers’ involvement in contributing to the development of appropriate syllabi. Given that teachers interact directly with the syllabus through implementation without being involved in the design process, is likely to create a gap between expectations and reality. This study aims to clarify the actual situation of teachers’ involvement in designing higher education syllabi in Algeria by revealing whether or not they participate in the syllabus design process, and if so, what is the nature of their participation. 18 Permanent EFL teachers at Mohamed LamineDebaghineSetif 2 university volunteered to undertake the study by answering a questionnaire with both limited-scale and open-ended questions. Findings revealed that teachers’ role in syllabus design is overlooked. Teachers are considered as mere implementers of the syllabi which come from the top. Despite this, they believe to have a voice to contribute beyond the classroom, especially that they recognize several issues in the current syllabi. Referring to teachers only at the final stages of syllabus design (i.e., implementation) may negatively impact syllabi adequacy and the overall efficacy of the educational system. Hence, the study proposed some recommendations as to make room for teachers’ voice.
 
Modernization of the Justice Sector in Algeria: Study in Achievements and Diagnosis of Obstacles
The sector of justice defined several reform in order to develep them and retionalize it various serrices where the media and modern communication Play important role in dealing with the media communication and services on both the physical and temporal, something that breaks into the administration from the paper administration the modern digital management that save lot of effort and money and inorder to improve and rationalize administrative services in the sector of justice, the Algerian government includes a set of reforms supported by a legal and legislative framwork that guarantees good for it to continue and overcome its obstacles.For the purpose of discussing this research we relied on the descriptive approach.
 
Evaluation of the assessment practices of mathematics teachers in the intermediate education stage in the light of the competencies approach - a field study on the middle schools in the state of Mila-
The current study aimed to reveal the field assessment practices carried out by mathematics teachers in the intermediate education stage to evaluate the students’ work and their school achievements, in the framework of implementing the reforms witnessed by the Algerian educational system since 2003. In order to achieve the objectives of this study, we used the descriptive approach and we relied on the form as a main tool to collect the data. The study sample included 73 mathematics teachers (males and females) randomly selected from among 590 teachers; representing the total number original of mathematics teachers affiliated with the Directorate of Education of the State of Mila during the academic season 2020/2021 AD. The data was processed using the statistical program for social sciences (SPSS22).
The results of the study concluded that the level of practicing the methods as well as the stages of achievement evaluation in a continuous and regular manner, in the light of the competency approach is high among mathematics teachers in the intermediate education stage in terms of planning, implementation, evaluation of students’ product.
 
The Effect ofFourth Century (HIJRI)Compendiums on Facilitating & Teaching Arabic Grammar The Book "Al-Wadih" by Al-Zobaidias a Sample
Our research paper aims to monitor the effect of the 4th century grammatical compendiums on facilitating and teaching the Arabic grammar, by selecting to Al-Zobaidi’s book “Al-Wadih” as an example through which we seek to simplify and teach the approaches of the 4th century gramaticians in facilitating and teaching grammar, and the approach of Al-Zobaidi in particular. By authoring this book, Al-Zobaidi did not criminalize himself as a leader of facilitation and education; this is why we aim through this study to highlight the significance of his book “Al-Wadih” in facilitating and teaching the Arabic grammar,by means of a unique curriculum that was carried out in the fourth century (HIJRI). After addressing the approach of the 4th century (HIJRI) in general, which should render us to raise the questionon the gramaticians of the 4th century (HIJRI)and on whether they had aneffect on facilitating and teaching the Arabic grammar? What is the value of Al-Zobaidi\u27sAl-Wadih book, and what is its status? Seeking to meet the objectives, it has been sought to adopt a methodology based on clarifying some of the concepts and terminologies of the study, then to address the approach of the fourth century toward facilitation, and then to study the content of Al-Wadih book, the approach of the Zebeidi in it, and its effect on facilitating the grammar.Following that analytical descriptive approach, this is why, using inference and proof, we have concluded with the following results: Al-Zobaidi\u27sAl-Wadih book has a clear and profound effect on facilitating and teaching the rules of the Arabic grammar to beginners, for it is characterized by its ability, competence and the right approach based on the learners’ level

Courts with Expanded Local Jurisdiction as a Mechanism for Fighting Serious Crimes
The idea of creating courts with expanded local jurisdiction is an effective way in fighting and diminishing crimes that have huge risks on the economy and nation’s safety.
This conforms with law 04-14 modifying the criminal procedure code, which is the extension of local jurisdictions of some mentioned courts, through regulations, and charging with special types of crimes, including but not limited to: drug offences, transnational organized crime, data automation systems crimes, money laundering, terrorism and infringements related to the legislation of exchanges for effective and positive results in this field.
The legislator had submitted those courts to regulations and procedures to work, which are different from classic criminal courts, as he reinforced it with investigative ways that make fighting against the above-mentioned crimes more effective.
That is why, we shed the light on the different regulations related to the competences of courts with expanded local jurisdiction, their procedural rules, and the most important problems that arise in thought analytical descriptive approach
