Implikacje zmian demograficznych w krajach najsłabiej rozwiniętych
Zmiany demograficzne są jedną z determinant kształtujących światową gospodarkę. W związku z rosnącą populacją analiza zmian demograficznych w krajach rozwiniętych oraz rozwijających się wydaje się kluczowa. Celem artykułu jest identyfikacja zachodzących zmian w strukturze demograficznej krajów najsłabiej rozwiniętych, w tym podjęcie próby oceny wpływu zaobserwowanych tendencji na gospodarkę światową. W opracowaniu scharakteryzowano wybrane tendencje demograficzne w krajach najsłabiej rozwiniętych, w tym: dodatni przyrost naturalny, wzrost oczekiwanej średniej długości życia, wzrost udziału osób w wieku 0-14 lat. Wskazano również możliwe konsekwencje wzrostu ludności w krajach LDC dla ich gospodarek oraz gospodarek krajów rozwiniętych. Na podstawie analizy literatury oraz danych ilościowych stwierdzono możliwy wzrost migracji netto z krajów LDC oraz możliwość wystąpienia problemów kulturowych w krajach przyjmujących. Metody badawcze zastosowane w artykule to analiza literatury oraz metoda wnioskowania.Demographic changes are one of the determinants shaping the global economy. Due to the growing population, the analysis of demographic changes in developed and developing countries is crucial. The aim of the article was to identify changes in the demographic structure of the least developed countries, and to assess the impact of demographic trends on the world economy. The study examines selected demographic trends in the least developed countries, including positive population growth, increase in life expectancy and in the number of children aged 0-14. The possible consequences for population growth in LDCs were also indicated. Based on the analysis of the literature and quantitative data, a possible increase in net migration from the LDCs and the probability of cultural problems in the host countries were identified. Realizacja koncepcji sprawiedliwości dystrybutywnej na przykładzie ulgi dla młodych w podatku PIT w latach 2019-2022
The aim of the article is an attempt to answer the research question: Is the relief for young people in the PIT tax introduced in August 2019 and modified in the following years implementing the concept of distributive justice and how? and guiding questions: What is the purpose of the youth relief and benefits for a privileged taxpayer? Has the objective of the tax relief been achieved in the examined period 2019-2022? The conducted analysis of the youth relief confirmed that its structure implements the concept of distributive justice. The relief has a clearly defined socio-economic goal, such as: reducing unemployment among young people, faster entry into the labour market and promotion of certain forms of employment. These goals were not achieved in the analyzed period, and the reasons for this state of affairs can be found in the Covid-19 pandemic, during which young people lost their jobs in the first place. The analysis of tax benefits shows that its value is falling, and it has definitely decreased after the entry into force of the tax reform of the Polish Order. It is postulated to extend the relief to all young people up to the age of 26, even at the cost of lowering the relief limit. This will allow, in the worsening situation of the Polish economy, to create equal conditions of competition on the labour market for young people starting their professional activity.(original abstract)Celem artykułu jest próba odpowiedzi na pytanie badawcze: Czy i jak ulga dla młodych funkcjonująca na gruncie podatku PIT wprowadzona w sierpniu 2019 roku i modyfikowana w kolejnych latach realizuje koncepcję sprawiedliwości dystrybutywnej? oraz pytania pomocnicze: Jaki jest cel ulgi dla młodych i jakie korzyści generuje dla uprzywilejowanego młodego podatnika na przykładzie umowy o pracę? Czy cel ulgi w badanym okresie 2019-2022 został zrealizowany? Przeprowadzona analiza ulgi dla młodych potwierdziła, iż jej konstrukcja realizuje koncepcję sprawiedliwości dystrybutywnej. Ulga ma określone cele społeczno-gospodarcze, tj. zmniejszenie bezrobocia wśród ludzi młodych, szybsze wejście na rynek pracy oraz promowanie określonych form zatrudnienia. Cele te nie zostały w badanym okresie zrealizowane z powodu m.in. trwającej w tym czasie pandemii COVID-19, podczas której młodzi ludzie w pierwszej kolejności tracili pracę. Analiza korzyści podatkowych wykazuje, iż jej wartość spada, a zdecydowanie zmniejszyła się po wejściu w życie reformy podatkowej Polski Ład. Postuluje się objęcie ulgą wszystkich osób młodych do 26. roku życia, nawet kosztem obniżenia limitu ulgi. Pozwoli to w razie pogarszającej się sytuacji polskiej gospodarki stworzyć jednakowe warunki konkurencji na rynku pracy dla osób młodych rozpoczynających swoją aktywność zawodową.(abstrakt oryginalny
Cyfryzacja osób będących na emeryturze w krajach europejskich w okresie pandemii COVID-19
The use of digital technologies plays an increasingly important role in the daily lives of all European citizens, regardless of their age, place of residence, gender or health. The article aims to determine whether there has been a change in the level of pensioners\u27 digital capability in European countries during the COVID-19 pandemic. The article uses data on 14,788 respondents from the SHARE 50+ Corona Survey 2. Changes in the level of digitization were analyzed using classification trees and on the variables related to the acquisition of new technological skills, such as: searching for information on public services, financial management, and buying or selling items or services online. The obtained results indicate that the pensioners\u27 digital capability during the COVID-19 pandemic increased in the younger age groups, between the ages of 50 and 70, as well as among retirees living in Greece. The change in the level of digitization is related to a greater extent to the frequency of making purchases via internet than to other variables.(original abstract)Zastosowanie technologii cyfrowych odgrywa coraz większą rolę w codziennym życiu wszystkich mieszkańców Europy niezależnie od ich wieku, miejsca zamieszkania, płci czy stanu zdrowia. Celem artykułu jest przedstawienie zmiany poziomu cyfryzacji emerytów w krajach europejskich w czasie pandemii COVID-19.W artykule wykorzystano dane dotyczące 14 788 respondentów z badania panelowego SHARE 50+ Corona Survey 2. Dokonano analizy zmian w zakresie poziomu cyfryzacji, wykorzystując drzewa klasyfikacyjne oraz zmienne dotyczące nabywania nowych umiejętności technologicznych, takich jak: wyszukiwanie informacji dotyczących usług publicznych, zarządzanie finansami oraz kupowanie lub sprzedaż przedmiotów lub usług online. Uzyskane wyniki wskazują, że poziom cyfryzacji emerytów w czasie pandemii COVID-19 podniósł się w grupach osób młodszych wiekowo, między 50. a 70. rokiem życia, a także wśród emerytów mieszkających w Grecji. Zmiana poziomu cyfryzacji w większym zakresie dotyczyła częstotliwości dokonywania zakupów przez Internet niż pozostałych zmiennych.(abstrakt oryginalny
Altruism and Patience in Choices between Financial Losses - Experimental Findings
In this empirical study (n = 102), the authors set out to investigate the relation between altruism (measured with the use of individual social discounting rates) and patience (measured with the use of delays) under the conditions of financial losses. Thanks to the titration algorithm by Holt et al. (2003), and the Area Under the Curve indicator by Myerson et al. (2001), the study could apply discounting procedures to assess the altruism and patience of individuals. It was found that altruism and patience can be but do not have to be positively correlated in the domain of economic losses. It turns out that the occurrence of a positive correlation between altruism and patience (as often reported in the behavioural economics literature devoted to economic gains) depends on the temporal structure of the discounting task (temporal context of choice). When both the loss for the decision maker and another person from the social distance scale is delayed (shifted in time), positive correlations between altruism and patience are not observed. The latter finding is novel and nuances the behavioural economics knowledge on the relation between altruism and patience in economic choices.(original abstract)Przy użyciu badania eksperymentalnego (n = 102) przeanalizowano związek między altruizmem (mierzonym za pomocą indywidualnych stop dyskontowania społecznego) a cierpliwością (mierzoną za pomocą dyskontowania w czasie) w warunkach strat finansowych. Dzięki algorytmowi miareczkowania (Holt, Green i Myerson, 2003) oraz wskaźnikowi powierzchni pod krzywą (Myerson, Green i Warusawitharana, 2001) możliwe było zastosowanie procedury dyskontowania do oceny altruizmu i cierpliwości jednostek. Odkryto, że altruizm i cierpliwość mogą, ale nie muszą być pozytywnie skorelowane w dziedzinie strat ekonomicznych. Okazuje się, że występowanie pozytywnej korelacji między altruizmem a cierpliwością (jak jest to przedstawiane w literaturze ekonomii behawioralnej w przypadku materialnych korzyści) zależy od struktury czasowej zadania dyskontowania (czasowego kontekstu wyboru). Gdy zarówno strata decydenta, jak i drugiej osoby ze skali społecznej jest opóźniona, nie obserwuje się dodatnich korelacji pomiędzy altruizmem a cierpliwością. To ostatnie odkrycie jest nowatorskie i poszerza wiedzę ekonomii behawioralnej na temat związku między altruizmem a cierpliwością w wyborach ekonomicznych.(abstrakt oryginalny
Dług Skarbu Państwa jako sposób na finansowanie deficytu budżetowego w Polsce w latach 2016-2021
The basic element of the effective functioning of each state is efficient and reasonable management of public finances. Each manifestation of activity of public structures requires financing with public funds. In modern countries, there are additional possibilities of financing budgetary needs, e.g. issuing bonds. When the sum of state expenditures exceeds the sum of its revenues, we are dealing with a deficit. The sum of these deficits over successive years, together with other factors, constitutes the public debt. The aim of the study is to examine the nature and causes of public debt and to assess its level and effects on the economy. The study uses the descriptive method and the method of statistical data analysis. The data was taken from the statistical studies of the Ministry of Finance. The results of the analysis indicate, among others, that the State Treasury debt is the most important item in the structure of the state public debt and was acquired on domestic markets.Podstawowym elementem efektywnego funkcjonowania każdego państwa jest sprawne i rozsądne zarządzanie finansami publicznymi. Każdy przejaw aktywności struktur publicznych wymaga finansowania środkami publicznymi. W nowoczesnych państwach istnieją dodatkowe możliwości finansowania potrzeb budżetowych, np. emisja obligacji. Gdy suma wydatków państwa przewyższa sumę jego dochodów, mamy do czynienia z deficytem. Suma tych deficytów z następujących po sobie lat, wraz z innymi czynnikami, stanowi dług publiczny. Celem opracowania jest zbadanie istoty i przyczyn powstawania długu publicznego oraz ocena jego poziomu i skutków dla gospodarki. W opracowaniu wykorzystano metodę opisową i metodę analizy danych statystycznych. Dane zaczerpnięto z opracowań statystycznych Ministerstwa Finansów. Wyniki analizy wskazują m.in., że dług Skarbu Państwa jest najważniejszą pozycją w strukturze państwowego długu publicznego i pozyskany został na rynkach krajowych
Strong ESG Risk Management as a Way to Improve Organisational Resilience in Times of Crisis: An Analysis of WIG-ESG Index Constituents
During the last decade sustainable investment practices have evolved significantly. ESG reporting is moving seamlessly from voluntary to mandatory. By investing in companies that score high in ESG rankings, investors hope for the organisation’s resilience to the crisis and higher returns. Due to the dynamic development of socially responsible investing both in Poland and worldwide, new indices using ESG screening criteria are being designed, which in turn are the underlying instrument for structured products. The aim of the study was to analyse the constituents of the newly created WIG-ESG index and to discuss its performance and organisational resilience in relation to ESG risk exposure and management. The research showed that the criteria for inclusion in the WIG- -ESG index should be amended to recognise companies that care about strong ESG risk management and exclude those with negligible ESG efforts. The second important issue is eligibility for inclusion. If all companies are eligible to be included in the index (ESG testing as a condition for inclusion), this will reduce the rotation of the index’s constituents and allow the relation between a company’s ESG score after each update and its long-term performance to be explored
Intraday liquidity modelling using statistical methods
The correct approach to liquidity risk management in banks is essential for securing their financial stability. The position of liquidity risk among the rest of bank risks is specific because the negative outcome is not just a loss, but directly the bankruptcy of the institution. Such an occurrence might start a chain reaction and bring uncertainty into the entire financial system. This paper focused on one source of liquidity risk, i.e. management of liquidity throughout the day. The management of intraday liquidity is related to cash inflows and outflows occurring during the business day, their timing and settlement. In 2013, the BCBS published the document Monitoring tools for intraday liquidity management, often referred to by the regulatory authorities. It offers basic concepts of intraday liquidity monitoring and sketchily defines stress scenarios. The author suggests possibilities of how to perform intraday liquidity stress testing in a bank, which is often required by supervisors, even though no detailed approach or methodology as to how to proceed was introduced by the regulators. The research was carried out on anonymised data of cash inflows and outflows recorded on a central bank reserves account of one of the Slovak commercial banks. Both a base and four stress scenarios were developed and suggested for the better understanding of expected cashflows in standard conditions and during stress. The author’s aim was to develop scenarios in a non-traditional way by means of a basic and EWMA historical bootstrap simulations, respectively. Stress scenarios are supposed to simulate reputation crisis, disruption in RTGS payment system, increased deposit outflows and bank run. The purpose of the proposed intraday liquidity monitoring scenarios was to strengthen resilience not only for a concrete bank, but also the entire financial system. The article discusses and evaluates, against the background of selected issues in the theory of urban demography concerning sustainable development, changes in the number of inhabitants in Lower Silesian cities, and to indicate possible development paths for individual categories of cities. All Lower Silesian cities are the subject of the study. The research covered the period 2000-2020. The cities are categorised into small, medium, and large, and their specific characteristics are primarily related to their location. The article uses a descriptive method, simple statistical methods, comparative analysis, and an expert method. The latter proposed the division of cities into categories in terms of demographic changes and sustainable development paths for individual city categories. City Development Concepts as a Response to the Current Challenges Cities Face
Contemporary cities differ in many structural and functional respects. Each of them has its own unique endogenous conditions and various external conditions. For the authors, the starting point was to discuss the common characteristic features and main problems that contemporary cities face. The main aim of the article was to investigate potential regularities between problems/ features of the cities and the implemented city development concepts. To this end, the theoretical concepts of development used by urban centres were analysed and the examples of those implemented. Contemporary cities pursue their goals based on the guidelines resulting, among others, from the following concepts: smart city, green city, accessible city, compact city, resilient city, creative city, 15-minute city. The methods used for the research were literature review and case studies. The analysed cases confirmed the belief that the municipal authorities must identify and firmly decide which of the existing problems in the urban space have the greatest destructive effect on them. As an element that binds all the concepts of development, a common goal should be indicated i.e. the optimisation of the quality of life of residents. The added value of the paper relates to capturing the relation between the development concepts used by cities and their features/identified problems.Contemporary cities differ in many structural and functional respects. Elastyczne formy zatrudnienia w dobie gospodarki 4.0
Within the Economy 4.0, both the amount of work and the demand for different skills are changing, as well as the organisation of work and the ways in which workers are employed. The aim of this paper is to identify changes taking place in workplaces as a result of technological progress and to assess the extent to which new, flexible forms of employment are becoming more widespread in workplaces. The changes taking place in workplaces to the greatest extent include an increase in labour productivity, the possibility to undertake elastic forms of employment, an increase in the quality of work, the need for continuous professional development, and easier reconciliation of work and private life. In Poland, the most common form of flexible employment is remote working, while the occurrence of other modern forms of flexible employment, such as job rotation, work sharing or job sharing, is incidental.(original abstract)W ramach gospodarki 4.0 zmienia się nie tylko ilość pracy i zapotrzebowanie na różne umiejętności, ale także organizacja pracy i sposoby zatrudniania pracowników. Celem artykułu jest zidentyfikowanie zmian zachodzących na stanowiskach pracy w wyniku postępu technologicznego oraz ocena stopnia upowszechnienia nowych, elastycznych form zatrudnienia w zakładach pracy. Zmiany, które w największym stopniu dokonują się na stanowiskach pracy, obejmują wzrost wydajności pracy, możliwość podjęcia elastycznych form zatrudnienia, wzrost jakości pracy, konieczność nieustannego rozwoju zawodowego, łatwiejsze godzenie pracy zawodowej z życiem prywatnym.
