As the only country in Southeast Asia to escape colonialism, Thailand has successfully preserved a distinctive culture. Since 2014, the new government has greatly emphasized social well-being and integration. It seeks to ground Thailand’s national identity in strong Buddhist culture by promoting “Thai values.” To achieve the Thailand 4.0 vision and 20-year national strategy to become a high-income country by 2037, education and science diplomacy that foster international cooperation are a crucial part of Thailand’s external cultural policy. Regional cooperation and exchange with ASEAN countries are also a paramount priority to Thailand

Rather than an outward-facing regional focus, Qatar's external cultural policy operates primarily within its own borders. The declared aim of the Qatar National Strategy 2030 is to develop the country into an international center for culture, education and research. This is why many cooperative initiatives with international partners take place within the country's borders, drawing the world to Qatar, rather than the opposite. For example, renowned universities and cultural institutions are motivated above all by financial incentives to set up branches in Qatar
