    EXPLORING GLOBAL BEST PRACTICES IN HIGHER EDUCATION FOR STUDENTS WITH DISABILITIES AND OPPORTUNITIES FOR MONGOLIA

    The right of students with disabilities to higher education is a fundamental aspect of social development and an essential human rights issue addressed globally. It reflects the core principle of humanism, which emphasizes equality, providing equal opportunities, and treating all individuals as equals without discrimination. Ensuring the equal inclusion of students with disabilities in higher education not only guarantees the right to education but also promotes their professional and economic independence. It enhances self-confidence, improves quality of life, and boosts societal participation, ultimately contributing to increased productivity within the population. This is a crucial step toward fostering a more equitable and fair society, offering students the chance to succeed in any field they choose. However, in Mongolia, there remain numerous challenges to providing higher education to students with disabilities, including infrastructure accessibility, the capabilities of educational institutions, and the training of teachers and staff. The lack of advanced technological tools and specialized methods within the learning environment stands as a significant barrier. Globally, several countries have made significant strides in ensuring equal access to education for students with disabilities. The United States, European Union, and Japan have introduced comprehensive laws, policies, support services, and cutting-edge technological solutions to facilitate greater access to education for people with disabilities. By adapting and implementing these practices in Mongolia, we can make substantial progress toward creating a more inclusive and equitable education system

    CLIMATE CHANGE-RELATED DISASTERS AND RISK REDUCTION THROUGH INDIGENOUS KNOWLEDGE APPROACHES IN OSUN STATE, NIGERIA

    This study focuses on people's risk reduction techniques in response to emerging disasters due to the constantly changing climatic conditions. Library and Archival data on disaster episodes in Osun State were sourced from selected libraries in Tertiary Institutions in the State. The study focused on communities with unique indigenous techniques and a history of consistent use for disaster management and risk reduction within the State. The study utilized an interviewing technique to gather and record participants' past experiences, followed by content analysis and an ethnographic summary of the gathered data. The study identified the type of disasters experienced in the study settings within the state. This included those originating from solid earth (geophysical), those caused by the occurrence, movement, and distribution of water on earth (hydrological), climate inclined like droughts and wildfires, weather conditions such as storms (meteorological) as well as those caused by exposure to living organisms and their toxic substances or diseases such as disease epidemics (biological). The study proved that indigenous knowledge systems are effective in helping communities manage and reduce the risk of disasters. This, in turn, explained why it was consistently used to avert calamities and alleviate their effects whenever they did occur

    Recalling a doctoral study undertaken at the University of Architecture, Civil Engineering and Geodesy, Sofia, this article focuses on architecture, cultural values and politics in contemporary Sofia. It addresses urban landscapes and cultural heritage legislation in Bulgaria with specific emphasis on immovable and intangible culture. It concludes by arguing for mapping the city’s monuments of cultural value, addressing its urban challenges, and positioning this capital amongst Europe’s leading capital cities

    METODOLOGIA DE CREARE A PAȘAPOARTELOR ELECTROFORETICE ALE HIBRIZILOR DE PORUMB ȘI FORMELE LOR PARENTALE LA NIVELUL MOLECULELOR PROTEICE

    The development and use of rapid methods to control the genetic purity of seed material contributes to ensuring the quality of hybrid maize seeds. The purpose of the research was to systematize the main stages of preparation and modeling of electrophoretic passports for 65 local maize hybrids from different maturity groups and their 108 parental lines. The initial electrophoretic spectra of the storage protein of maize seeds (zein) were obtained by the electrophoresis method on polyacrylamide gels in acidic medium according to the national standard SM 233:2003. The analysis of the spectra and the obtaining of the passports was carried out in the „FOREZ-2” program. As a result, the main stages of biochemical preparation, digital creation and modeling of electrophoretic passports for 37 simple, 2 modified, 23 trilineal, 2 double and one multilineal hybrids, were experimentally argued and successively analyzed. The presented results will simplify the interpretation and efficiency of their use both for commercial purposes and in the research process. The proposed principles have a great potential for increasing the accuracy and expanding the possibility to expressly perform an objective diagnosis of the genetic purity and the level of hybridity of certified maize seed lots. Elaborarea și utilizarea metodelor rapide de control al purității genetice a materialului semincer contribuie la asigurarea calității semințelor de porumb hibrid. Scopul cercetării a constat în sistematizarea principalelor etape de pregătire și modelare a pașapoartelor electroforetice pentru 65 de hibrizi autohtoni de porumb din diferite grupe de maturitate și cele 108 linii parentale ale acestora. Spectrele electroforetice inițiale ale proteinei de rezervă a semințelor de porumb (zeina), au fost obținute prin metoda electroforezei pe geluri de poliacrilamidă în mediu acid conform standardului național SM 233:2003. Analiza spectrelor și obținerea pașapoartelor s-a realizat în programul „FOREZ-2”. În rezultat, au fost argumentate experimental și analizate succesiv principalele etape de pregătire biochimică, crearea în format digital și modelare a pașapoartelor electroforetice pentru 37 hibrizi simpli, 2 hibrizi simpli modificați, 23 hibrizi trilineali, 2 hibrizi dubli și un hibrid multilineal. Rezultatele prezentate vor simplifica interpretarea și eficiența utilizării acestora atât în scopuri comerciale, cât și în procesul de cercetare.     The present study presents research results on the productivity and agroecological adaptability evaluation of five new winter barley genotypes under the conditions of various agro-climatic zones of Moldova during 2022–2024. Indicators contributing to agroecological adaptability were studied, such as the relative yield index, genotype responsiveness to favorable years, and degree of yield depression. It was established that the average genotypic grain yield across the country ranged from 3.62 t/ha (southern zone) to 8.12 t/ha (central zone), with an average across zones of 6.48 t/ha. Calculations of genotype responsiveness showed high values, ranging from 65.28% (Excelent) to 74.69% (HVM 018), indicating high potential for yield increase under favorable conditions. The degree of yield depression among genotypes did not vary significantly, ranging between 53.37% (HVU 021) and 57.73% (HVR 021). Agroecological adaptability of all studied genotypes was in the positive segment, varying from 8.29% (Excelent) to 18.74% (HVG 020). Genotypes HVM 08 and HVG 020 showed high adaptability, HVR 021 and HVM 021 showed moderate adaptability, and the control variety Excelent showed low adaptability

    ROUNDABOUT – ELEMENT OF SAFETY, ECOLOGY AND ECONOMY

    Statistical analysis reinforces the conclusion that road accidents are not random and even more unpredictable or unavoidable, although their occurrence is random. The concentration of road accidents at intersections is high, around 25-30% of the total number of road accidents. The intersection itself is an area of concentration of conflict points, where the occurrence of road accidents is both theoretically and practically possible due to the contact of vehicle flows from three different directions: intersecting, separating and merging. Increasing the safety of intersections therefore boils down to taking measures to reduce the number of conflict points and the degree of their potential danger. The article describes the purpose, advantages and disadvantages, conflict points, classification and types of roundabouts. The benefits of roundabout organization in terms of road traffic safety, environmental safety and increasing the road's passing capacity, thus reducing waiting time at intersections, are also analyzed

    INTERFACE ADAPTATION DESIGN FOR EXTRACELLULAR RECORDINGS FROM EXCITABLE TISSUE

    For a clear and almost exhaustive perspective on the physiology of living organisms, it is important to use the best method to sample the signal and to process it correctly, without affecting the content of information. Therefore, the method must ensure the best possible sensitivity and selectivity. In this work, a device for processing physiological signals is designed. The main component will be an instrumentation amplifier, whose characteristics meet specific requirements. This is an amplifier suitable for high-quality recording of extracellular signals from muscle and nervous tissue. Its characteristics are related to the fact that it has a gain and bandwidth for the signals of interest, a common mode rejection rate, filtering and low internal noise. The input impedance is high, and the consumption is low are other key features of this device. In addition, the component costs are very low, and the design is very compact. Due to the high input impedance of the amplifier, it adapts very easily to different signals. The final experimental results show the viability of the solution chosen by design

    THE RELEVANCE OF E-LEARNING RESOURCES IN COMPUTER NETWORKS COURSES: AN EVALUATION BASED ON STUDENT PERCEPTIONS

    This study evaluates the effectiveness of e-learning strategies implemented within the „Computer Networks” course, focusing on student perceptions and outcomes. Based on a post-experimental survey of 98 students, the study examines the relevance and utility of various e-learning resources, including multimedia, interactive simulations, and supplementary materials. The results highlight the significant impact of these resources on students' understanding of complex concepts and the development of essential technical skills for future careers in IT. Students reported high satisfaction with the e-learning tools, emphasizing the importance of multimedia content and practical examples in enhancing their learning experience. Additionally, the frequent use of supplementary resources and the high likelihood of recommending the course to peers underscore the perceived quality and relevance of the provided content. These findings suggest that e-learning strategies, when integrated effectively, not only improve academic performance but align closely with the professional demands of the job market. The study concludes by recommending continuous innovation and optimizing e-learning resources to support practical learning and professional competencies in higher education

    WHAT IS PREDATORY PUBLISHING AND WHAT IMPACT IT HAS

    The article explores the phenomenon of predatory publishing, an increasingly debated topic in the scientific community, with a particular focus on its impact in the Republic of Moldova. Predatory publishing is defined as journals and conferences that exploit researchers through false promises of rapid review and indexing, without meeting academic standards. They prioritize profit over scientific quality and integrity, leading to the publication of low-quality research and the dissemination of misinformation. The impact of this is significant, affecting the integrity of research, the credibility of science and the global academic economy. In the Republic of Moldova, where research resources are limited, publication in such journals jeopardizes scientific development, wasting financial and human resources and negatively affecting international collaborations. In order to combat this phenomenon, education and strict regulations on scientific publishing are needed, especially for young researchers who are often victims of this type of practice

    THE ROLE OF THE CONSTRUCTION INDUSTRY IN ECONOMIC GROWTH AND SUSTAINABLE DEVELOPMENT

    The construction industry is one of the determining driver of economic growth and sustainable development, particularly in developing economies, where it contributes significantly to GDP and employment creation. This study investigates the dual role of the sector as an economic engine and a sustainability agent, focusing on Moldova and the European Union. The research hypothesizes that integrating innovative technologies and circular economy principles can enhance the sector’s economic and environmental performance while addressing regional disparities. The study aims to analyse the sector's contributions to GDP, employment, and sustainability, identifying challenges and opportunities for improvement. Using a quantitative framework, the research assesses the contributions of construction activities to GDP formation in dynamics, including by country, sector-specific sustainable practices and activity structure. In this article such tools as linear regression, comparative analysis and cause-effect analysis are used in order to achieve the research aim. The findings reveal significant regional disparities, with stable growth in developed economies and higher volatility in developing countries, highlighting the impact of the construction sector on economic development. The findings emphasize the importance of specific policies geared towards increasing skills, keeping the workforce at home and mainstreaming sustainable practices. This research provides a clear vision of the construction industry's role in stimulating economic growth and promoting sustainable development through innovation and specific sustainable practices
