Развитие телемедицины в повышении эффективности консультативно-диагностической помощи детям
Причины и важность проведенного исследования. Развитие телемедицины представляет собой важный шаг в модернизации системы здравоохранения, особенно в таких странах, как Казахстан, с его обширной территорией и разреженной сетью медицинских учреждений. Исследование направлено на анализ текущего состояния телемедицины и ее потенциала для улучшения консультативно-диагностической помощи детям, что может существенно повысить доступность и качество медицинских услуг. Проблема и цель исследования. Основная проблема исследования заключается в определении ключевых барьеров, препятствующих эффективному развитию телемедицины в Казахстане. Цель исследования – выявить и проанализировать эти барьеры, а также определить возможности для развития телемедицинских технологий в консультативно-диагностической помощи детям. Методология исследования. Для достижения поставленных целей использовались как качественные, так и количественные методы исследования. Были проведены интервью с ключевыми экспертами, анкетирование медицинских работников из различных регионов Казахстана и анализ статистических данных о распространенности и эффективности телемедицинских услуг. Методы системного анализа и моделирования применялись для оценки потенциального воздействия предложенных изменений на систему здравоохранения. Результаты исследования. Результаты исследования показали, что телемедицина в Казахстане активно развивается, однако сталкивается с рядом барьеров, включая технологические, регуляторные, экономические и культурные аспекты. Анкетирование врачей выявило высокий уровень заинтересованности в использовании телемедицинских технологий, но также указало на необходимость улучшения качества связи и доступности технических ресурсов. Анализ данных телемедицинских консультаций подтвердил эффективность телемедицины в уточнении диагнозов и рекомендациях по госпитализации, что значительно улучшает диагностику и лечение детей. Выводы. Внедрение и развитие телемедицинских технологий в Казахстане имеет значительный потенциал для повышения доступности и качества медицинской помощи детям. Для успешного развития телемедицины необходимо устранить существующие барьеры, улучшить законодательную базу, обеспечить техническую поддержку и повысить информированность медицинских работников и населения о преимуществах телемедицины

Sentiment Analysis of Texts in the Kazakh Language Using Machine Learning and Rule-based Methods
This thesis explores the effectiveness of rule-based and machine learning (ML) approaches in the sentiment analysis of Kazakh language texts across diverse domains in natural language processing (NLP). Recognizing the complexities and limited resources available for Kazakh, this research incorporates edit distance algorithms to refine rule-based methods, enhancing their accuracy and robustness. The study undertakes a comparative exploration between these methodologies, aiming to comprehensively assess and compare their performance, effectiveness, and adaptability. Diverse datasets, including daily news, Kazakh literary texts, and Amazon product reviews, have been utilized to delineate the strengths and weaknesses of both rule-based and machine learning approaches. By employing metrics such as accuracy, precision, recall, and computational efficiency, a detailed evaluation has been conducted. It has been found that subtle emotional nuances in literary texts are effectively captured by rule-based methods, while the adaptability of ML models to the varied linguistic elements commonly found in news and consumer reviews is confirmed. However, significant limitations in the rule-based approach have been exposed, revealing the superior scalability and adaptability of ML models when applied across different datasets. The extension of edit distance application to comprehensive sentence analyses and the integration with ML techniques to develop hybrid models are anticipated as future research directions. These advancements are expected to improve both the precision and the applicability of sentiment analysis tools, benefiting not only Kazakh but also other languages with complex linguistic structures. This work has advanced NLP capabilities for underrepresented languages and has promoted the development of more inclusive language processing tools
Blockchain based configuration files backup system
In today’s digital age, the need for robust data security and backup systems has become increasingly critical, especially in the face of rising cyber threats such as ransomware attacks. Traditional backup systems have shown vulnerabilities in safeguarding crucial data, prompting a search for innovative solutions to enhance data integrity and protection. This research presents a groundbreaking approach to address the challenges in data security and backup systems by leveraging blockchain technology. Blockchain technology, renowned for its decentralized and immutable nature, offers a secure and transparent platform for storing and safeguarding data. By harnessing the programmable and decentralized features of blockchain, this thesis proposes a novel blockchain-based configuration files backup system. The system aims to ensure the confidentiality and integrity of data backups in network environments, paving the way for enhanced network security measures. The research questions aim to explore how blockchain technology can be utilized to enhance the security of configuration files backup systems, the advantages of implementing a blockchain-based backup system over traditional methods, the impact of blockchain technology on cybersecurity innovation and data protection mechanisms, and how blockchain technology can contribute to the expansion of information security and improve overall data resilience in network environments. The methodology section delves into the fundamentals of blockchain technology, explaining different types of blockchain networks, consensus protocols, proof of work, and asymmetric encryption. The proposed system includes a detailed system architecture, data storage mechanisms, and blockchain algorithms for securing data and configuration files. Through experimentation and evaluation of the proposed system, the effectiveness of protecting data against vulnerabilities in real-world scenarios, including ransomware attacks, integration of blockchain, and evaluation of performance are analyzed. This thesis aims to make significant contributions to the field of information security by showcasing the transformative capabilities of blockchain technology in enhancing data security innovation, fostering data resilience in network environments, and advancing network security practices in the digital era
Personalized Career-Path Recommender System for STEM Students
This dissertation introduces a Personalized Career-Path Recommender System (PCRS) designed to help high school students in Kazakhstan, particularly those interested in STEM (Science, Technology, Engineering, and Mathematics) fields. The system uses the Myers-Briggs Type Indicator (MBTI) personality types and students’ academic performance to offer personalized recommendations for university specializations. The research addresses the common challenges faced by students, such as high dropout rates and frequent changes in majors, often due to the lack of structured career guidance. To tackle these issues, the study collected a variety of data, including students’ demographics, academic records, and personal attributes, as well as detailed profiles of university majors. Advanced machine learning techniques, including content-based filtering, collaborative filtering, fuzzy logic, and hybrid approaches, were used to process this data and generate accurate recommendations. The effectiveness of the PCRS was tested with real data from students at SDU University. The results show that the system can provide relevant and personalized career guidance, significantly improving students’ decision-making processes and satisfaction with their chosen specializations. By combining MBTI personality assessments with academic performance data, this research offers a fresh approach to educational technology and career counseling. The insights and methods developed in this study can be adapted for use in other regions facing similar challenges, ultimately helping more students make informed and satisfying career choices

”Sergeks” in area of Ecology Our country is very polluted because of the incorrect ecological laws, old manufactures and irresponsible users of natural resources. And our the state has no tools to control it. Our research work will solve this problem by using informational technologies. It is very important to constantly evaluate the air quality in urban areas to warn residents to risks posed by air they breathe. However, the construction typical monitoring networks in poor countries will impractical due to their enormous cost. Nationwide Air Quality Network monitoring was created to offer air quality indicators, and this is important for citizen to be informed about the present and upcoming air quality in its current place to avoid overexposure. This network made it possible to broadcast frequently quality control and development the most important information system that helps prevent dangerous circumstances. Difficulty in collection and interpretation of time series and Direct data is fundamental disadvantage of an unusual network topology. Old mathematical simulation model Actually in this area I acted more like as a developer. We had collabration of 2 ecological companies of Kazakhstan and Russia, ”Koktem Tech” where I am tech lead of company and ”Integral” Russian biggest green tech company. Little bit about current situation of environmental permits of Kazakhstan, we are currently using model approved in 1986 named OND-86. This model does not coincide with current realities and gives incorrect sanitary protection zones for residential areas, which could lead to an environmental disaster. Our country uses at this moment computer Russian program called ”ERA” which they themselves have not used since 2013. But for out Ministry of ecology doesnt see ant problem. We will also try to solve this problem and develop new desktop or web application which will correspond to current realities
