Catastrophes naturelles : exposition et sous-assurance
Insurance coverage against natural disasters remains low in many exposed areas. Limited insurance supply is commonly identified as a primary factor causing low insurance coverage. The French overseas departments provide an unusual combination of a well-developed natural disasters insurance supply in highly exposed regions. Indeed, the French natural disasters insurance system is guaranteed by the French government; first foreseen for continental France only, it was extended to overseas departments after Hurricane Hugo in 1989, in a state of emergency. This situation enables to analyze the determinants of insurance coverage on the demand side. Using unique household-level micro-data, I estimate a semi-structural model of insurance market which had not been empirically tested. The structural approach enables to show that underinsurance in the French overseas departments is neither due to perception biases nor to unaffordable insurance, but mainly to uninsurable housing and to anticipated assistance, which crowds out insurance. Individual insurance decision is impacted by neighbors' insurance choices via peer effects and via neighborhood eligibility for assistance.La couverture assurantielle contre les catastrophes naturelles reste faible dans de nombreux pays pourtant fortement exposés, comme en Amérique Latine ou dans les Caraïbes. Une raison souvent invoquée pour expliquer cette faible couverture est la limitation de l'offre d'assurance. Les départements d'Outre-mer français présentent une situation rare d'offre d'assurance développée dans ces régions. En effet, le régime français d'assurance contre les catastrophes naturelles est garanti par l'Etat ; il était initialement prévu pour s'appliquer uniquement en métropole et a été étendu aux départements d'Outre-mer dans l'urgence, après l'ouragan Hugo en 1989. Cette situation permet d'analyser les déterminants de la demande d'assurance. Avec une base unique de données microéconomiques relatives aux assurés et aux non-assurés, j'estime un modèle théorique d'équilibre sur le marché de l'assurance habitation, assurance incluant obligatoirement la couverture des catastrophes naturelles. Cette approche structurelle me permet de mesurer les distorsions induites sur la tarification du risque de catastrophes naturelles et de montrer que la faible pénétration de l'assurance est due, non pas au prix de l'assurance ou aux biais de perception, mais au caractère inassurable de certains logements et à l'anticipation par les ménages d'une aide financière, qui se substitue à l'assurance. Je montre également que les décisions d'assurance de leurs voisins modifient les choix d'assurance des ménages, à la fois par des effets de pair et par l'éligibilité commune du quartier à des aides potentielles
Quelle amplitude et quelle évolution du multiplicateur de dépenses publiques en France (1980-2010) ?
The importance of the stimulus packages that were injected in most advanced economies from the start of the financial crisis and the speed at which budgets are now being consolidated in Europe has revived the long-lasting debate on the size of fiscal multipliers. In this study, we focus on government expenditures on goods and services. Our conclusion following Blanchard and Perotti (2002) for the identification of government spending shocks is that the multiplier is significant and not far from 1 on impact and becomes statistically insignificant after about 3 years in France. We provide numerous robustness checks concerning the definition of expenditures, assumptions about data stationarity, the role of expectations and the choice of the sample. Moreover, using a time-varying SVAR model, our main findings are (1) that the multiplier did not evolve significantly at any horizon since the beginning of the 1980s and (2) that the variance of shocks hitting the economy evolves a lot more than the model autoregressive parameters. Even in alternative specifications where the Bayesian priors are pushed towards time-variation, the main evolution that we uncover is a (non-significant) decrease of the medium term expenditure multiplier, partly linked to a more aggressive monetary policy since the 1990s. We do not find evidence of an increase of the multiplier during every recession in France, contrary to the finding of Auerbach and Gorodnichenko (2012) for the United States. At least, business cycle conditions do not seem to be the main driver of the evolution of the expenditure multiplier in the last 30 years in France.L'importance des plans de relance budgétaire mis en œuvre dans la plupart des économies avancées depuis le déclenchement de la crise financière et la vitesse à laquelle les budgets des États sont maintenant consolidés en Europe a donné une nouvelle actualité au débat sur le multiplicateur de dépenses publiques. Cette étude est centrée sur l'effet des dépenses publiques en biens et services. En utilisant la procédure d'identification des chocs de dépenses publiques proposée par Blanchard et Perotti (2002), nous parvenons à la conclusion que le multiplicateur est statistiquement significatif et peu éloigné de 1 à l'impact et qu'il devient non significatif après environ 3 ans en France. Nous effectuons de nombreux tests de robustesse liés à la définition des dépenses publiques, aux hypothèses de stationnarité des variables considérées, à l'effet des anticipations et au choix de l'échantillon de données. Par ailleurs, en estimant un modèle VAR structurel à coefficients variables dans le temps, nous trouvons (1) que le multiplicateur n'a pas significativement évolué, quel que soit l'horizon temporel considéré, depuis le début des années 1980 et (2) que la variance des chocs affectant l'économie évolue bien davantage que les coefficients autorégressifs du modèle. Même avec des spécifications alternatives où les a priori bayésiens favorisent l'évolution des coefficients dans le temps, l'évolution principale est une réduction (non significative) du multiplicateur de moyen terme, en lien avec une politique monétaire plus réactive depuis les années 1990. Nous ne trouvons pas d'indice d'une augmentation systématique du multiplicateur de dépenses publiques lors de chaque récession en France, contrairement à la conclusion d'Auerbach et Gorodnichenko (2012) pour les États-Unis. En tout cas, la position dans le cycle économique ne semble pas être le facteur principal ayant influencé le multiplicateur de dépenses publiques en France au cours des 30 dernières années
Inventory Investment Dynamics and Recoveries: A Comparison of Manufacturing and Retail Trade Sectors
International audienceThis paper explores the existence of a bounce-back effect in inventory investment using the European Commission opinion survey on stocks of finished products in manufacturing and retail trade sectors for France, Germany and a European aggregate, from 1985q1 to 2011q4. Our empirical findings support the existence of a high recovery episode for inventory investment, during the quarters immediately following the recessions: it occurs later and lasts longer in manufacturing than in retail trade sector. Since a third phase of rapid recovery has not been found in final sales data so far, the rebound in inventories could in turn explain the GDP growth bounce-back pointed out in previous empirical studies. This calls for a careful modeling of the inventory investment behavior in any sensible theoretical explanation of aggregate business cycles
Milder multiple sclerosis course in patients with concomitant inflammatory bowel disease.
International audience: An association between multiple sclerosis (MS) and inflammatory bowel disease (IBD) has been suggested. The purpose of this study was to compare the disease course of patients with both MS and IBD with that of patients with isolated MS or isolated IBD. Sixty-six MS-IBD patients were identified and were matched with 251 isolated MS and 257 isolated IBD controls. Main outcomes were scores using the Expanded Disability Status Scale (EDSS) in MS and extent of disease extension in IBD at last clinical evaluation. After a median 12 years of disease duration, the median EDSS and the percentages of patients reaching an EDSS of 3.0 and 4.0 were significantly lower in MS-IBD patients than in controls. MS had no impact on IBD. MS course appears to be milder in patients with concomitant IBD
Sustainability matters
This documents aims at bridging productivity measurement and weak sustainability in a specific data envelopment analysis framework that allows for negative output. In this framework countries use two inputs: capital and labour and seeks to maximize output and adjusted net saving. The indicator suggested dwell on the new growth theory with multiple equilibria. Adjustment net saving is seen as a sustainability indicator and then the productivity indicator computed can be understood as a sustainability productivity index.Ce document a pour objectif de rapprocher la mesure de la productivité et la durabilité du développement à travers un cadre spécifique de la méthode d'enveloppement des données. Dans cette analyse un pays utilise deux facteurs de production : le capital et le travail et cherche à maximiser la production ainsi que l'épargne nette ajustée. Ce nouvel indicateur se place dans le cadre des nouvelles théories de la croissance ou des équilibres multiples sont possibles. L'épargne nette ajustée est vue comme un indicateur de durabilité et l'indicateur de productivité calculé peut être considéré comme un indicateur de productivité durable

International audienceIn 2011, 8.9 million grandmothers and 6.2 million grandfathers lived in Metropolitan France, i.e. a total of 15.1 million grandparents. Among people aged 75 or over, one in five was not a grandparent, either because they did not have any children (14%) or because their children had none (6%). People who had more than one child were virtually assured of being grandparents. On average, women become grandmothers at the age of 54 and men grandfathers at the age of 56. After the age of 75, grandparents have an average of 5.2 grandchildren. Nord - Pas-de-Calais and Lorraine are the French regions with the most grandparents among those aged 75 or more (85%), while Île-de-France is the region with the fewest (75%). The more brothers and sister a person has, the more children and grandchildren he or she has. Lastly, grandchildren more often know their grandmothers than their grandfathers, and more often their maternal grandparents than their paternal grandparents.E n 2011, 8,9 millions de grand-mères et 6,2 millions de grands-pères, soit 15,1 millions de grands-parents vivent en France métropolitaine. Y a-t-il eu dans la zone Euro un « Greenspan conundrum » ?
This paper implements an affine term structure model that accommodates"unspanned" macro risks for the Euro area, i.e. distinct from yield-curve risks. I usean averaging-estimator approach to obtain a better estimation of the historicaldynamics of the pricing factors, thus providing more accurate estimates of the termpremium incorporated into the Eurozone's sovereign yield curve. I then look forepisodes of the monetary cycle where long yields display a puzzling behavior vis-à-vis the short rate and its expected average path in contrast with the ExpectationHypothesis. The Euro-area bond market appears to have gone through its own"Greenspan conundrum" between January 1999 and August 2008. The termpremium substantially contributed to these odd phenomena.Cet article estime un modèle affine de la structure par terme de la courbe des tauxsans risque qui prend en compte les risques macroéconomiques « non engendrés »pour la zone Euro, c’est-à-dire distincts des risques liés à la courbe. J’utilise uneapproche basée sur une moyenne d’estimateurs afin d’obtenir une meilleureestimation de la dynamique historique des facteurs de pricing, ce qui permet d’avoirau final des estimations plus précises de la prime de terme incluse dans les tauxlongs de la courbe sans risque de l’Eurozone. J’isole alors des épisodes du cycle depolitique monétaire durant lesquels les taux longs ont un comportement vis-à-vis dutaux court et des anticipations associées contraire à la théorie des anticipations. Measuring the Effect of the Local Ethnic Composition on Natives' and Immigrants' Geographic Mobility in France. Evidence from Panel Data (1982-1999).
This article provides empirical results on the patterns of native and immigrant geographic mobility in France. Using longitudinal data, we measure mobility from one French municipality (commune) to another over time and estimate the effect of the initial municipality's ethnic composition on the probability of moving out. Relying on a unique methodology, we try to correct for biases related to selection based on geographical and individual unobservables. Our findings tend to discredit the hypothesis of the "white flight" central pattern in residential mobility dynamics in France. Some evidence nevertheless denotes ethnic avoidance mechanisms in natives' relocating. We also find a strong negative and highly robust effect of co-ethnics' presence on immigrant geographic mobility. The final discussion explores some avenues to interpret these findings.Cet article étudie la mobilité résidentielle des immigrés et des natifs en France en utilisant des données longitudinales. Il cherche à mesurer le degré auquel les comportements de mobilité sont affectés par les compositions ethniques du lieu de résidence. En tirant profit de l'architecture en panel des données, nous cherchons à corriger l'estimation de ces effets contextuels des biais liés à la sélection en raison de caractéristiques individuelles et géographiques inobservables ou inobservées. Nos résultats tendent à discréditer l'hypothèse du "white flight" longtemps dominante dans la littérature sur la mobilité résidentielle. Un certain évitement ethnique est néanmoins mesuré dans le choix de la commune d'installation pour les natifs mobiles. Les résultats attestent également que la présence d'immigrés de la même origine dans la commune réduit fortement les chances des immigrés de quitter cette dernière
Network Integration Through Franchised and company-Owned Chains: Evidence from French Distribution Networks
International audienceTo the best of our knowledge, no previous studies have examined the degree of vertical integration by comparing franchised and company-owned chains. On the basis of recent data from the French distribution networks in retail and services, this paper investigates the determinants of network integration in the French distribution systems. The level of network integration increases from franchised chains to company-owned chains. This paper provides evidence that the level of network integration is positively related to the brand name value and negatively related to the resource constraints and monitoring costs of the upstream firm
