Health Capacity to Work at Older Ages in France
France stands out as a country with a low labor force attachment of older workers. A reversal in the trend of French labor participation rates over 50 is under way, partly due to the pension reforms that took place since 1993. The French ageing process is driven by large gains in life expectancy and Pension reforms allocate part of these gains to work rather than to retirement. The implicit assumptions guiding the reforms have been that additional years of life are years with a health status that can be considered reasonably compatible with work. If this is not the case, the idea of sharing these additional years of life between work and retirement is questionable.Considering mortality and health status, we question the fact that the reforms may have gone too far in increasing the retirement age. To tackle these issues, we rely on two different methodological approaches developed in the economic literature: one based on the gap in employment rates across time for given mortality rates; the other using the work/health relationship measured at certain ages to predict the health-related work capacity of older age groups at the same period of time. Both methods aim at providing measures of additional work capacity. This capacity may be defined as a measure of the distance between current retirement ages and what we call the “health barrier”, i.e. the age at which health prevents people from working longer.Both methods predict high average levels of additional work capacity. However, the picture becomes somewhat different when disaggregating the results by social groups or education. Our results emphasize the idea that policies aiming at activating any estimated additional work capacity should take into account, when possible, the heterogeneity of health conditions in the population. Moreover, additional work capacity cannot be a general indicator of how much seniors should work. The methods used here indeed leave aside many factors that determine the employment rate of older workers
Les entreprises employant des salariés au Smic : quelles caractéristiques et quelle rentabilité ?
The objectives of this study are to draw a profile of firms with employees paid at theminimum age level and to examine the correlation between profitability and exposition to theminimum wage. This exposition to the minimum wage is measured through the proportion ofthe firm’s employees affected by the annual increases of the minimum wage. The profitabilityof the firm is approached through four indicators: margin rate, gross and net economicprofitability and financial profitability. The exposition to the minimum wage is greater forsmaller, younger, independent and capital intensive firms, especially in the hotel, foodservice and trade industries. An econometric analysis, controlling firms’ size, industry andage, shows no significant link between exposition to the minimum wage and profitability. Thisdoesn’t mean that the minimum wage has no effect whatsoever on a firm’s profitability. Othermechanisms can interfere, for example the fact that the exposition to the minimum wage andthe profitability can be codetermined by unobserved factors, such as the negotiation powerof the firm on the labour market. Firms could also have adapted their productivity or thestructure of the workforce to the enduring presence of a minimum wage, reaching a form ofequilibrium.Cette étude vise à caractériser les entreprises employant des salariés au Smic et àdéterminer s’il existe une corrélation entre niveau d’exposition au Smic et rentabilité.L’exposition au Smic est mesurée par la proportion de salariés de l’entreprise concernés parles revalorisations légales du Smic. La notion de rentabilité de l’entreprise est, quant à elle,appréhendée à travers quatre indicateurs : le taux de marge, la rentabilité économique brute,la rentabilité économique nette et la rentabilité financière. La proportion de salariésrémunérés au Smic est plus élevée dans les entreprises à faibles effectifs, appartenant auxsecteurs de l’hébergement et restauration, du commerce et des autres activités de services,principalement jeunes, à forte intensité capitalistique et n’appartenant pas un groupe. Uneanalyse tenant compte notamment de la taille, du secteur et de l’intensité capitalistique nemontre pas de lien global entre exposition au Smic et rentabilité. Cette absence de lienglobal ne signifie pas que le Smic n’a aucun effet sur la rentabilité car cet effet peut secombiner à d’autres mécanismes : par exemple le fait qu’exposition au Smic et rentabilitépeuvent être co-déterminées par des facteurs inobservés tels que le pouvoir de marché del’entreprise, ou le fait qu’une: elle pourrait provenir de la conjonction de deux effets opposés(selon la capacité de l’entreprise à fixer le niveau de rémunération de ses salariés), ou biensignifier qu’une forme d’équilibre aurait été atteint, les entreprises s’étant adaptées auniveau du Smic en ajustant leur productivité ou la structure de leur main d’œuvre. ou leursstratégies de rémunération
La mesure des flux migratoires entre la France et l’étranger : et si on parlait (aussi) d’émigration ?
International audienceThe measure of migratory flows has always been a difficult and awkward task. During the last decades, the knowledge about immigration flows, and specially emigration flows, has been incomplete, making difficult any international comparison. A new methodology for estimating flows between France and other countries, designed by Insee and presented in this article, offers a global vision of migrations, insofar as, for the first time departures from French territory are taken into account (not only of foreigners, but also of nationals). The first results for the period 2006-2014 show that, even if France remains an immigration country, people also leave it, so it is also an emigration territory.La medición de los flujos migratorios ha sido siempre compleja y delicada. En las últimas décadas, los trabajos sobre los flujos de inmigrantes y, sobretodo, de emigrantes, han sido muy limitados, dificultando así toda posibilidad de realizar estudios comparativos a nivel internacional. El nuevo método de cálculo de flujos migratorios entre Francia y otros países, actualizado por el Insee y presentado en este artículo, nos ofrece una visión global de las migraciones, permitiendo analizar por primera vez no solo la salida de extranjeros del territorio francés, sino también la de los propios nacionales. Los primeros resultados relativos al periodo 2006-2014 indican que, aunque Francia sigue siendo un país de inmigración, es también un territorio desde el cual «se producen» salidas, y por tanto, es un país de emigración.La mesure des flux migratoires a toujours été complexe et délicate. Au cours des dernières décennies, la connaissance des flux d’immigration et surtout d’émigration est restée incomplète rendant difficiles les comparaisons internationales. 21 000 centenaires en 2016, 270 000 en 2070 ?
International audienceOn 1 January 2016, there were 21,000 centenarians living in France, almost twenty times more than in 1970. Five out of six centenarians were women, and among the ‘supercentenarians’, i.e. those aged 110 or over, almost all were women. Nearly one in two centenarians lived at home, whether alone, in a couple, or with someone other than their spouse. Centenarian men were more likely than women to be living at home. By 2070, nine out of ten women and eight out of ten men born in 1990 will be in their eighties, while 13% of women and 5% of men born in 1970 will reach their hundredth birthday. If current trends continue, there could be 270,000 centenarians in France by then, thirteen times more than today.A u 1er janvier 2016, 21 000 centenaires vivent en France : c'est près de vingt fois plus qu'en 1970. Cinq centenaires sur six sont des femmes et parmi les « supercentenaires », c'est-à-dire les personnes de 110 ans ou plus, il n'y a quasiment que des femmes. Près d'un centenaire sur deux vit à domicile, qu'il soit seul, en couple, ou avec une autre personne que son conjoint. Les hommes centenaires, plus souvent en couple, sont plus fréquemment à leur domicile que les femmes. En 2070, neuf femmes sur dix et huit hommes sur dix nés en 1990 deviendraient octogénaires, tandis que 13 % des femmes et 5 % des hommes nés en 1970 atteindraient leur centième anniversaire. L’infrastructure TGV est-elle un facteur de compétitivité pour les entreprises françaises ?
We document the impact of travel time between affiliates and headquarters of geographicallydispersed corporate groups on the management of such business organizations. Theory suggeststhat the easier circulation of managers might facilitate the transmission of information betweenproduction plants and headquarters, thus fostering growth and functional specialization (onproduction activities) at remote affiliates and decreasing operational costs at the group level. Wetest these predictions on the population of French corporate groups, using the expansion of theHigh Speed Rail network as an arguably exogenous shock on internal travel times. Results aremost pronounced in the service industries, where information to be transmitted is arguably softer(Petersen and Rajan, 2002): we estimate that HSR induced the creation of one production job forthe average affiliate in these industries (against 0.2 job in retail, trade or manufacturingindustries), and the shift of around one managerial job from affiliate to HQ. These results arerobust to alternative identification strategies addressing the problem of the endogenousplacement of the HSR infrastructure (use of high-dimensional fixed effects controlling for local andaffiliate-level shocks as in Giroud, 2013 and evidence from un-realized lines as in Donaldson,2014). At the group level, descriptive regressions suggest that the impact on the operational profitmargin is around 0.5 percentage points in most industries.Dans ce document, nous documentons la pertinence empirique de différentes modélisations de la gestion des groupes à implantations multiples proposées dans la littérature. Elles suggèrent que des réductions de temps de transport facilitant le déplacement des managers entre quartiers généraux et filiales facilitent la transmission d'information entre ces unités, avec un impact associé positif sur la taille des filiales et leur degré de spécialisation fonctionnelle sur leurs activités de production, ainsi que sur la marge opérationnelle du groupe dans son ensemble. Ces prédictions sont testées sur la population des groupes français à implantations multiples, en tirant profit des réductions de temps de transport induites par l'extension du réseau TGV jusqu'en 2011. Les résultats obtenus sont particulièrement élevés dans les secteurs des services, pour lesquels les mécanismes de transmission d'information sont réputés cruciaux (Petersen et Rajan, 2002) : le réseau TGV y est associé à une augmentation moyenne d'un poste de production par filiale bénéficiaire (contre 0,2 poste dans les secteurs du commerce et de l'industrie), et au transfert d'environ un poste de manager de la filiale vers son quartier général. Ces résultats sont robustes à l'utilisation de différentes stratégies d'identification permettant de traiter le problème de l'endogénéité de la localisation de l'infrastructure TGV (inclusion de plusieurs ensembles d'effets fixes de grande dimension contrôlant finement des chocs locaux comme dans Giroud, 2013, ou utilisation placebo des lignes non réalisées du plan gouvernemental de 1991, selon la méthodologie de Donaldson, 2014). Au niveau groupe, des régressions descriptives suggèrent que l'impact sur la marge opérationnelle serait de l'ordre de 0,5 point de pourcentage en moyenne
Relèvement de l'âge de départ à la retraite : quel impact sur l'activité des séniors de la réforme des retraites de 2010 ?
We examine the consequences on older workers activity of the 2010 French pension reformthat increased the legal age of retirement from 60 to 62 years. Globally, the activity rate ofworkers affected by the reform is by 19 to 22 percentage points higher than that of workers ofthe same age but belonging to generations not affected by the reform.This result is consistent with an ex-ante evaluation using the microsimulation model Destiniemanaged by the Insee. Moreover, microsimulation allows to first quantify and then sweep outpossible interactions between the reform on ages and the other ongoing reforms: the increasein the qualifying period for full pension on the one hand and the so-called “long careers” reformon the other hand, which allows people with sufficient years of service to retire earlier than thelegal age with full pension.The declining number of pensioners at ages affected by the reform results in a higheremployment rate for older workers, but also raises unemployment and, to a lesser extent,inactivity (other than retirement)Cette étude s'intéresse à l'évolution du taux d'activité des séniors induite par l'augmentation des âges légaux de la retraite programmée par la réforme de 2010. À âge et autres caractéristiques égaux par ailleurs, le taux d'activité des salariés impactés par la réforme, entre 2008 et 2014, serait entre 19 et 22 points plus élevé que celui des salariés non impactés. Ce résultat confirme une évaluation ex ante réalisée à l'aide du modèle de microsimulation Destinie de l'Insee. La microsimulation permet en outre de relativiser la difficulté potentielle pour l'évaluation résultant des interactions potentielles entre la réforme évaluée (celle des âges) et deux autres réformes : l'augmentation de la durée de cotisation nécessaire pour obtenir le taux plein (réforme 2003 et extension 2014) et le dispositif des carrières longues. Ces interactions seraient assez faibles sur la période considérée. Le surcroît d'activité induit par la réforme se traduit surtout par un accroissement de l'emploi mais également par un accroissement du chômage. L'inactivité (hors retraite) augmente également pour les hommes
On the influence of environmental factors on harvest: the French Guiana shrimp fishery paradox
International audienceThe purpose of this paper is to investigate the environmental nature of the French Guiana shrimp fishery dynamics through an empirical analysis. To do so, we specify a global harvest production function, in which the output depends on the number of days at sea and the stock level. In addition, we use some environmental variables representing the 'El Niño' and 'la Niña' phenomena, the sea surface temperature, and the flow of some Amazonian rivers as instruments. This method enables us to correct the well-known simultaneous bias between the harvest and the stock levels and to show that harvest is significantly dependent on the environmental factors analyzed, which may compromise the future of the French Guiana shrimp fishery in the context of climate change
Sociologie de la mal-inscription et de ses conséquences sur la participation électorale
International audienceAufgrund einer repräsentativen Auswahl von ca. 40 000 eingetragenen Wählern, deren Wohnsitz und Anschrift der Eintragung gekreuzt wurden, wird in diesem Aufsatz zum ersten Male auf nationale Ebene der Umfang und die Soziologie der Fehleintragungen in die Wählerlisten vorgestellt. Der Aufsatz zeigt anhand der Abstimmungen im Jahre 2012, daß die Fehleintragung zu diesem Zeitpunkt 6.5 Millionen Einschreibungen betraf und insbesondere die zu meisten mobilen Kategorien, dabei vor allem die Studenten und die Führungskräfte, deren Bereitschaft zur Wahlbeteiligung somit beeinträchtigt wird. Aufgrund der Analyse des tatsächlichen Verhaltens zur Wahlbeteiligung wird dargelegt, daß die Tatsache, nicht im Wahllokal des Wohnsitzes registriert zu sein, die Risiken einer dauerhaften Wahlenthaltung verdreifacht.Drawing on a representative sample of nearly 40,000 registered voters in France, the article measures, for the first time at the national scale, the magnitude of voter “misregistration” — being registered to vote but not at current or main residence address — and the sociological characteristics of the phenomenon. Six and half million persons eligible to vote in the country’s 2012 national elections were misregistered; i.e., they had not re-registered at their new address after moving. The largest groups in this situation are highly mobile — notably students and senior managers; being misregistered undermines their predisposition to vote. Analysis of individual voting records finds that voters not registered in the municipality they reside in are three times more likely than others to abstain consistently.Este artículo establece por primera vez a escala nacional, a partir de una muestra representativa de aproximadamente 40.000 inscriptos en la que se cruzan las direcciones de residencia y de registro electoral, la extensión y la sociología de la mala inscripción electoral. Apoyándose en los escrutinios de 2012, muestra que afectó en ese año a 6,5 millones de inscriptos, en particular, a las categorías más móviles, es decir a los estudiantes y a los ejecutivos, lo que constituye un obstáculo a sus predisposiciones a la participación electoral. Este artículo demuestra, a partir del análisis de las prácticas efectivas de participación, que el hecho de no registrarse en la circunscripción electoral de su municipio de residencia multiplica por tres los riesgos de ser un abstencionista recurrente.Cet article établit pour la première fois à l’échelle nationale, à partir d’un échantillon représentatif de quelque 40 000 inscrits dont on croise l’adresse de résidence et l’adresse d’inscription, l’ampleur et la sociologie de la mal-inscription électorale. Il montre, en prenant appui sur les scrutins de 2012, qu’elle affecte à cette date 6,5 millions d’inscrits, et frappe en particulier les catégories les plus mobiles, notamment les étudiants et les cadres supérieurs, dont elle contrarie les prédispositions à la participation électorale. Il démontre, à partir de l’analyse des pratiques effectives de participation, que le fait de ne pas être inscrit dans le bureau de vote de sa commune de résidence multiplie par trois les risques d’être un abstentionniste constant
A quoi tient la solidarité de l’assurance maladie entre les hauts revenus et les plus modestes en France ?
International audienceThis article analyses the solidarity of the French health insurance system with a new index which measures the cross-subsidies from the rich to the poor induced by health expenses and financing, using the 2012 Inès-Omar microsimulation model. The solidarity index is decomposed by financing sources (public and private insurances and out-of-pocket payments) and discussed with respect to equity principles. The solidarity is less driven by the horizontal equity in use of the system than by the vertical equity in finance insured by the progressivity of the public part of the system. The magnitude of social health inequalities explains a large part of the concentration among the poorest of public health expenses, even if the solidarity of the system is limited by barriers to access to care.Cet article analyse la solidarité assurée par le système d’assurance maladie français grâce à un nouvel outil mesurant les transferts opérés entre classes de revenu par les consommations de soins et leur financement, appliqué au modèle de microsimulation Inès-Omar 2012. L’indice de solidarité est décomposé selon les sources de financement (assurances obligatoires et complémentaires, restes à charges) et discuté au regard de principes d’équité. La solidarité tient moins à l’équité horizontale dans la consommation de soins qu’à l’équité verticale du financement garantie par la progressivité de l’assurance obligatoire.Les inégalités sociales de santé contribuent largement à expliquer l’importance des transferts reçus de l’assurance publique par les plus modestes, même si les barrières d’accès aux soins limitent la solidarité du système
Life expectancy by socio-economic position and diploma in France : the difference between executives and blue-collar workers remains stable
International audienceThe difference in life expectancy at the age of 35 between executives and blue-collar workers is 6 years for men and 3 years for women in 2009-2013. Social inequalities between executives and blue-collar workers remains stable since the end of the 70's. Life expectancy of female manual workers is higher (0.8 year) than the male executives one. Women without a diploma live as long as men with a diploma above the bachelor’s degree. Men without a diploma live on average 7 years less than men with a diploma above the bachelor's degree (the difference is 4.5 years for women). For men, an additional diploma leads to a longer life expectancy. All women who have a diploma have almost the same life expectancy, whatever the diploma is. Only those who have no diploma at all live shorter
