    Évaluer les prévisions probabilistes de population

    International audienceStatisticians have developed scoring rules for evaluating probabilistic forecasts against observations. However, there are very few applications in the literature on population forecasting. A scoring rule measures the distance between the predictive distribution and its outcome. We review scoring rules that reward accuracy (the outcome is close to the expectation of the distribution) and sharpness (the distribution has low variance, which makes it difficult to hit the target). We evaluate probabilistic population forecasts for France, the Netherlands, and Norway. Forecasts for total population size for the Netherlands and for Norway performed quite well. The error in the jump-off population caused a bad score for the French forecast. We evaluate the age and sex composition predicted for the year 2010. The predictions for the Netherlands received the best scores, except for the oldest old. The age pattern for the Norwegian score reflects the under-prediction of immigration after the enlargement of the European Union in 2005.Les statisticiens ont développé des règles de notation pour évaluer les prévisions probabilistes par rapport aux observations. Toutefois, on en trouve peu d'applications dans la littérature sur les prévisions de population. Une règle de notation mesure la distance entre la distribution prédictive et le résultat. Nous passons en revue les règles de notation qui privilégient l'exactitude (le résultat est proche de l'espérance de la distribution) et la précision (la distribution présente une faible variance, de sorte qu'il est difficile d'atteindre l'objectif). Nous évaluons les prévisions de population probabilistes établies pour la France, les Pays-Bas et la Norvège. Les prévisions de la taille de la population totale des Pays-Bas et de la Norvège ont obtenu de bons scores. L'erreur sur la population de base a engendré un mauvais score pour la prévision française. Nous évaluons aussi la prévision de la composition par âge et par sexe pour 2010. Les prédictions relatives aux Pays-Bas ont reçu les meilleurs scores, excepté celles concernant les personnes très âgées. Pour la Norvège, le score de la structure par âge reflète la sous-prédiction de l'immigration après l'élargissement de l'Union européenne en 2005

    Does e-cigarette experimentation increase the transition to daily smoking among young ever-smokers in France?

    International audienceIntroduction: According to multiple studies, e-cigarette use among adolescents is associated with subsequent smoking initiation. However, little is known about its effect on the transition from smoking initiation to daily smoking. Methods: Using retrospective data from a French national representative survey collected in 2017 (n = 39,115), we analyzed the role of ever using e-cigarettes on daily cigarette smoking status at 17 among ever smokers (n = 21,401). Risk-ratios (RR) were computed through modified Poisson regressions with an inverse probability of treatment weighting (IPTW) approach. Results: Among French adolescents aged 17, 16.8 % declared current e-cigarette use (1.9 % reported daily use) and 34.1 % cigarette smoking (25.1 % reported daily smoking). Among ever-smokers, adolescents who declared having ever used e-cigarettes were less likely than those who did not to transition to daily smoking at 17: RR = 0.62 95 %CI [0.60 – 0.64]. We found similar results for those who experimented with e-cigarettes before initiating smoking, RR = 0.76 95 %CI [0.66 – 0.89]. Conclusions: Our results found no evidence of an increased risk of transitioning to daily smoking at 17 among ever-smokers who also experimented with e-cigarettes. Further studies should investigate the longer-term role of vaping on future smoking habits with the use of causal inference methods

    How French general practitioners respond to declining medical density: a study on prescription practices, with an insight into opioids use

    International audienceDisparities in physicians' geographical distribution lead to highly unequal access to healthcare, which may impact quality of care in both high and low-income countries. This paper uses a 2013-2014 nationally representative survey of French general practitioners (GPs) matched with corresponding administrative data to analyze the effects of practicing in an area with weaker medical density. To avoid the endogeneity issue on physicians' choice of the location, we enriched our variable of interest, practicing in a relatively underserved area, with considering changes in medical density between 2007 and 2013, thus isolating GPs who only recently experienced a density decline (identifying assumption). We find that GPs practicing in underserved areas do shorter consultations and tend to substitute time-consuming procedures with alternatives requiring fewer human resources, especially for pain management. Results are robust to considering only GPs newly exposed to low medical density. Findings suggest a significant impact of supply-side shortages on the mix of healthcare services used to treat patients, and point to a plausible increased use of painkillers, opioids in particular

    Social Inequalities and the Politicization of Ethnic Cleavages in Botswana, Ghana, Nigeria, and Senegal, 1999-2019

    This paper draws on political attitudes surveys to document the evolution of political cleavages in Botswana, Ghana, Nigeria, and Senegal, four African countries that have held regular multi-party elections in the past two decades. We discuss how colonialism, the politicization of ethnic identities, and the structure of social inequalities have differentially shaped party politics in these countries. Ethnic cleavages are tightly linked to ethnic inequalities, and are highest in Nigeria, at intermediate levels in Ghana, and lowest in Botswana and Senegal. We find evidence of strong educational and rural-urban divides, which cannot be explained by ethnic or regional affiliations. Our results suggest that in these four countries, electoral politics are not only explained by patronage, valence, or leader effects, but also clearly have a socioeconomic dimension. At a time when class cleavages have partly collapsed in old Western democracies, these African democracies could well be moving towards class-based party systems

    Within-firm product switching is recognised as an important source of growth. We examine how portfoliodynamics is related to product market power, product efficiency and within-firm differentiation. We derive per-product markup and marginal cost following De Loecker et al. (2016) on a large panel of French manufacturersover 2009-2017 and build three novel measures of product similarity. We find that selection based onperformance is a leading driver of the performance gap between entrant and incumbent products. Markups are asimportant as marginal costs in explaining selection patterns. Our results suggest that firms renew their portfoliousing trial and error and select the best performing products, closer to their core competency. However at thefirm level, most of markup growth is accounted for by a reallocation toward best performing products, with aminor role for product entry and exit in the short run.Le renouvellement des portefeuilles de produits au sein des entreprises est une source importante de croissance. Nous analysons la relation entre l'évolution des portefeuilles de produits, les marges réalisées, et la différenciation des produits au sein des entreprises. Nous estimons par produit une marge et un coût marginal en suivant la méthode développée par De Loecker et al. ( 2016), appliquée à un large panel d'entreprises industrielles françaises sur la période 2009-2017, et proposons trois nouvelles mesures de similarité de produits. La survie des produits les plus performants expliquerait l'écart de performance entre produits entrants et les produits déjà présents dans le portefeuille, ces derniers étant le fruit d'un mécanisme de sélection basée sur la performance. Reflets de la performance d'un produit, les marges comme les coûts marginaux sont d'égale importance pour expliquer ce mécanisme de sélection. Les entreprises renouvelleraient leur portefeuille en procédant par essais et erreurs, sélectionnant les produits les plus performants, qui se révèlent être les plus proches de leur produit coeur de compétence. Toutefois, au niveau de l'entreprise, la croissance des marges est surtout due à la croissance de la part des ventes des produits les plus performants, avec un rôle mineur pour l'entrée et la sortie des produits à court terme

    International audienceFrench pension system is based on numerous schemes: this complexity results from its historical singularity. Frequent reforms and decrees generate many changes in the pension system, which has a strong impact on statistical production. In this context, CNAV -entity that manages France's leading pension scheme -developed a dynamic microsimulation model called PRISME in the early 2000s. Contrary to other models, PRISME is characterized by its insertion within a pension scheme, making it a main tool for operational uses. Thus it's carrying a double objective: management and prospective. Moreover, PRISME benefits from rich and unique sources of data since it is based on the Social Security management databases. The model consists of different modules built as close as possible to the life paths of the insured: demography, career, retirement. PRISME is technically complex, being able to simulate both short-term and long-term scenarios (horizon 2070). But its is also very flexible, which allows it to adapt continuously to changes in the legal framework, as shown by the recent integration of the self-employed workers scheme in the model.En France, les nombreux régimes qui composent le système de retraite sont le fruit de sa singularité historique mais aussi les témoins de sa complexité. Ce système connaît régulièrement des évolutions législatives portées par les différentes réformes et décrets, impliquant la mobilisation de maints acteurs de la production statistique. Dans ce contexte, la Cnav -premier régime de retraite français -s'est dotée dès le début des années deux-mille d'un modèle de microsimulation dynamique nommé Prisme. Contrairement à d'autres modèles, Prisme se distingue par son insertion au sein d'un régime, l'inscrivant dans un usage « métier ». Ainsi il porte un double objectif : de gestion et de prospective. Par ailleurs, Prisme bénéficie de données riches et uniques puisque qu'il s'appuie sur les bases de gestion de la Sécurité sociale. L'architecture du modèle se décompose en modules construits au plus proche des trajectoires de vie des assurés : démographie, carrière, retraite. Si Prisme est techniquement complexe, pouvant projeter des scénarios à court terme comme à long terme (horizon 2070), sa malléabilité lui permet de s'adapter continuellement aux évolutions du système comme en témoigne l'intégration récente du régime des travailleurs indépendants

    International audienceEditor’s note It seemed difficult to produce a new issue of the Courrier desstatistiques without mentioning the impact of the pandemic on official statistics,especially since this period was rich in innovations, particularly during the firstlockdown (Spring 2020). This article is based on a first paper written by the DirectorGeneral of INSEE for the Journal of the IAOS, presenting the new sources, methodsand organisational elements put in place on this occasion. It has been enriched witha great deal of information, in particular on the resulting publications: nowcastingpublished every two weeks from late March to mid-July, death statistics, summarydata on mobility. For the sake of clarity, we chose a scope : original developmentsof the spring of 2020, and resulting analyses up to September 2020. The period thatfollowed raised other difficulties, such as the modalities of continuing cooperationwith the various operators , and the issue free of charge vs paying, but these willnot be discussed here.Finally, unlike the other articles in the Courrier, this one is written in the first person:it seemed important to present the approach adopted, the decisions taken, but also,in a more operational way, the impacts on the organisation of day-to-day statisticalactivity.Note de l’éditeur : Il semblait difficile de produire un nouveau numéro duCourrier des statistiques sans évoquer l’impact de la pandémie sur les statistiquespubliques : cette période a été riche en innovations, particulièrement lors du premierconfinement, au printemps 2020.     Since the end of the 19th century, mortality has tended to decline from generation to generation, but for those born between 1941 and 1955, it has stagnated in adulthood. In early adulthood, this stagnation is mainly due to an increase in traffic accidents, suicides and, for those born around 1955, to the onset of AIDS. Throughout their adult lives, the evolution of mortality is less favorable than for previous or subsequent cohorts, for almost all causes of death. Depending on the cause, mortality declines less for the cohorts born between 1941 and 1955 than for previous and subsequent cohorts, or it increases while it decreases for other cohorts. This is the case in particular for tumors, cardiovascular diseases and deaths mainly caused by alcohol or tobacco. The women of these cohorts started smoking massively in their youth, while the men are the ones who smoked the most during their lifetime. These cohorts may also be more physically or mentally fragile. In March and April 2020, these cohorts experienced a significant excess of deaths, mainly due to the COVID-19 epidemic.Depuis la fin du XIXe siècle, la mortalité a tendance à baisser de génération en génération, mais pour celles nées entre 1941 et 1955, elle stagne à l’âge adulte. Au début de leur vie adulte, cela s’explique principalement par une augmentation des accidents de la route, des suicides et, pour les personnes nées vers 1955, par l’apparition du sida. Tout au long de leur vie adulte, l’évolution de la mortalité est moins favorable que pour les générations précédentes ou suivantes, et ce, pour quasiment toutes les causes de décès. Selon les causes, la mortalité baisse moins pour les générations nées entre 1941 et 1955 que pour les générations précédentes et suivantes, ou bien elle augmente alors qu’elle diminue pour les autres générations. C’est le cas notamment pour les tumeurs, les maladies cardiovasculaires et les décès fortement liés à la consommation d’alcool ou de tabac. Les femmes de ces générations se sont mises massivement à fumer dans leur jeunesse, tandis que les hommes sont ceux qui ont le plus fumé au cours de leur vie. Ces générations pourraient aussi présenter une fragilité physique ou mentale plus importante. En mars et avril 2020, elles ont connu un excès de décès important, lié principalement à l’épidémie de Covid-19

    Le recours aux extensions d'indemnisation à l'assurance chômage

    Claimants do not always take-up the Unemployment Insurance (UI) benefit extension they are eligible for. The French National Employment Agency grants benefit extensions to recipients who reach benefit exhaustion and have worked for a certain period of time since the start of their spell. To this end, claimants are required to send an Employer Certificate for each contract they undertook. Until mid-2014, above one fifth of unemployed workers did not fully certify their work history. In this paper, we show that a simple informational intervention may strongly increase the take-up of potential UI benefit extensions, especially among recipients with little unemployment experience. The ``renewal-of-entitlement'' reform of October 2014 introduced an informative letter automatically sent to claimants upon benefit exhaustion and emphasizing the role of Employer Certificates. Relying on the administrative file of French UI claimants (FNA) in a regression discontinuity design, we estimate that the letter reduced by 14 points the share of claimants who do not certify their full work history and extended the potential benefit duration by one month on average. This informational mailing narrowed the gap in certification behavior between claimants with different levels of unemployment experience.Lorsqu'ils atteignent la fin de leur allocation, les bénéficiaires de l'assurance chômage ne font pas toujours valoir l'intégralité des extensions d'indemnisation auxquelles ils sont éligibles. En droit, au-delà d'un seuil minimum de jours travaillés, chaque emploi effectué contribue à étendre la durée potentielle d'indemnisation d'une durée équivalente, sous réserve qu'une Attestation Employeur a été envoyée par l'allocataire à Pôle Emploi. De fait, jusque mi-2014, plus d'un cinquième des allocataires ne communiquaient pas l'intégralité de leurs attestations. La réforme des Droits Rechargeables a introduit l'envoi automatique d'un courrier à destination des allocataires dont la fin de droits est prévue après le 1er Octobre 2014 afin de les informer de la nécessité d'envoyer ces attestations. Dans cette étude, nous montrons que ce courrier les a effectivement incités à produire ces documents plus systématiquement, permettant ainsi un allongement de leur durée d'indemnisation potentielle. A partir des données du Fichier National des Allocataires (FNA) de l'Unédic, nous estimons par une régression sur discontinuité que ce courrier a réduit de 14 points la part des allocataires ne certifiant pas l'intégralité de leurs emplois passés et ainsi augmenté d'un mois en moyenne la durée d'indemnisation potentielle. Cet effet de l'information est plus marqué parmi les personnes inscrites à l'Unédic pour la première fois, qui sont également les moins familières de ces démarches
