Sovereignty Claims and Diplomatic Dissent in the Midst of Domestic Warfare: Ethiopia and the U.S. During the War in Tigray (2020-2022)
Panel POL104 “African Sovereignty, Contentious Foreign Policy and ‘Undiplomatic’ practices”, 27 June 2025 (co-convenors: David Ambrosetti and Léonard Colomba-Petteng)International audienceThe war in Tigray that broke out in November 2020 came with strained relations between some Western states and the federal government of Ethiopia. Considering that Ethiopian sovereignty was attacked, the latter resorted to various means in order to display its discontent towards the European Union and the United States, including expelling diplomats and UN senior officers. Simultaneously, mobilizations within the Ethiopian diasporas in the U.S. became a perfect example of what Alexander Betts and Wil Jones have called a “politics of animation” (Betts & Jones, 2016). Tensions rose, bringing analysts to the conclusion that the U.S. merely lost Ethiopia after failing to make its regional “anchor state” meet with minimal humanitarian and stability requirements as a condition of U.S. diplomatic support in the first place (Verhoeven & Woldemariam, 2022). Yet, Ethio-American business-as-usual relations resumed once the war was officially over in November 2022. Ethiopia was not lost. This paper intends to reflect how Ethiopian federal authorities may have, at that time, assessed the political risks they were taking when activating such levers of diplomatic action, more or less “undiplomatically”. It particularly explores the communication warfare that teared the U.S. Ethiopian diaspora apart. The case brings to correlate such diplomatic risk assessment with the involvement of the Eritrean neighbor as well as the role played by other foreign partners (notably in the Middle East), but also with a form of reciprocal “domestication” that Ethiopian and the U.S. diplomacies have gone through during previous episodes of diplomatic tension between them
International audienceThe guide “Sensitive Readings of Science” offers science communication methods based on sensory and affective approaches to data interpretation. It is intended for anyone—researchers, science communicators, librarians, facilitators—interested in exploring new ways of engaging with research through reading, storytelling, or play. The guide includes dedicated sections on the three workshops developed during the project: Telling Science: workshops focused on narrating scientific stories From Tree to Leaf: a science slam-style workshop Your Turn to Play: a game co-design workshopLe guide "Lectures sensibles de la science" propose des méthodes de médiation scientifique qui s'appuient sur des approches sensibles de lecture des données.

“Scott’s Voyage in the Lighthouse Yacht” and Intertextual Transmission
International audienceThis article takes as its point of departure a short note by Robert Louis Stevenson written as an introduction to his grandfather Robert Stevenson’s account of a trip taken in 1814 to inspect various Scottish lighthouses in the company of Walter Scott. The note, published in Scribner’s Magazine in 1893, is entitled “Scott’s Voyage in the Lighthouse Yacht.” Stevenson uses various source documents related to the trip in the lighthouse yacht written at different times. Together these documents form a complex intertextual network reflecting various points of view and purposes. They include the central document, Robert Louis Stevenson’s introduction to his grandfather’s account of the trip that focuses on Walter Scott; Scott’s written account of the trip which had appeared in J. G. Lockhart’s biography in 1837; and a wide variety of related texts. We are clearly dealing with an organic ensemble constructed not only to illuminate and memorialize the record of the Stevenson family of lighthouse builders but also to preserve the account of the state of early nineteenth-century Scotland described in the texts, thus ensuring that knowledge of the past lives and achievements of the family and of contemporary Scottish society would be preserved and transmitted
