Avaliação ambiental do plano estratégico dos transportes e infraestruturas - Relatório Ambiental

Ministério da Economia do Governo de Portugal, entidade responsável pelo “Plano Estratégico dos
Transportes e Infraestruturas” (PETI3+), o Laboratório Nacional de Engenharia Civil, I. P. (LNEC) foi
incumbido de proceder à elaboração do relatório ambiental deste plano para efeitos do respetivo
processo de avaliação ambiental, nos termos do disposto no Decreto-Lei n.º 232/2007 de 15 de
junho.
O presente documento constitui o referido relatório ambiental. Dele consta uma caracterização do
objeto de avaliação, e, de acordo com a metodologia adotada, uma análise das suas relações com
um quadro estratégico de referência, assim como com os fatores críticos identificados, numa
perspetiva de desenvolvimento sustentável. São extraídas as conclusões e apresentadas as
recomendações que se afiguram de maior relevância neste âmbito.
De acordo com a legislação em vigor, este relatório associado ao plano será submetido a consulta
pública, devendo o relatório e os resultados da consulta ser tidos em conta na elaboração da versão

An Integrated Approach for Flood Risk Assessment in Estuaries
Abstract: Floods in estuaries are associated to different hazard sources, such as high tide levels, storm
surges and large fresh water discharges. In adjacent urban areas, the impact of estuarine high water
levels is often amplified due to inadequate drainage conditions. As requested by the European
Directive on Floods, flood risk assessment and management is becoming a priority as the effects of
climate change and the growth of exposed population will increase inundation vulnerability. An
integrated approach for flood risk assessment was developed, in which inundation for different climate
scenarios and return periods is evaluated through estuarine and urban drainage numerical modelling.
Exposed elements assessment, including population, infrastructures and environmental resources,
supports territorial vulnerability mapping, and risk is analysed considering different spatial scales
(regional and local) and territorial topologies (urban and interface). Results will contribute to improve
the understanding of estuarine inundation processes and to develop adequate flood risk management

Daylighting in classrooms - the daylight factor as a perfomance criterion
Recent research has shown that environmental conditions in classrooms, and namely
daylighting conditions, can influence students health, well-being and performance. In the last years several
studies, dealing with the effects of environmental conditions in classrooms in the learning process, have
been published (Winterbottom, & Wilkins, 2009; Barret, Zhang, Moffat, & Kobbacy, 2013).
The daylight factor (DF) is the most used parameter in the characterization and quantification of daylight in
buildings. The DF at a point of a plane inside a room is defined as the ratio (expressed as a percentage)
between the daylight illuminance at that point in the interior of the room and the simultaneous exterior
horizontal global illuminance due to a hemisphere of a sky of known or assumed luminance distribution
(usually, a CIE overcast sky luminance distribution is considered). The DF reflects the effectiveness of
daylight penetration in a particular room or space. The exterior daylight conditions may vary, but the DF
remains constant, since the interior illuminances change proportionally to the simultaneous changes in the

Study on the weighting of building acoustics descriptors and their influence on the quality of acoustic comfort for the occupants
It was recently created in Portugal a methodology for residential building acoustics classification. This methodology takes into account three levels of evaluation, being one of them, the dwelling. To evaluate the dwelling are considered eight descriptors which are weighted by specific coefficients in order to establish a differential influence of each descriptor in the dwelling’s final evaluation score. This paper focus on a detailed analysis on the reliability of these weighting coefficients as values that are supposed to reflect the population complains related to the various types of sounds (neighboring; external; equipment) they are exposed to, and so that on which descriptors have more or less influence in the acoustic comfort provided by the dwelling. The magnitude of these coefficients was studied and obtained through a social survey, conducted using a fill tool on-line. Based on the obtained results, it was possible to define a set of adequate values for these coefficients, and thus compare them with the ones established on the acoustic evaluation scheme for residential buildings existing in Portugal.7ppSeminário / Forum AcusticumDED/NAIC
Contribution of complex pier components on local scour depth
An experimental campaign of 8 long-duration tests on scouring at complex piers was carried out under steady clear-water flow conditions. The aim was to evaluate the contribution of
complex pier components on the total local scour depth. Data was also used to describe the temporal evolution of scour. A new approach to evaluate the maximum scour depth associated with a subtraction concept is suggested which considers the different sets of complex piers
components. Two predictors (FDOT and HEC-18), based on a scour depth superposition
concept are discussed, concluding that FDOT leads to similar results as the measured values, while HEC-18 leads to underestimation of the total scour depth.ISBN 978-989-96479-2-3DHA/NRE201414 a 16 de abri

Inovação e tradição na conservação do património com base em cal
O que diferencia o conhecimento científico do tradicional? Não é o facto deste último ser imutável, porque transmitido pelas gerações, não recorrer a procedimentos investigativos, não inovar, nem aprofundar informação.
