From crisis to reconstruction: the crossroads of the chilean pension system
No full textEl presente artículo aborda la crisis del sistema de pensiones en Chile, marcada por la insuficiencia e inequidad de las prestaciones. Primero, se realiza un diagnóstico de la situación actual y se analizan los factores que desencadenan la crisis del sistema de capitalización individual imperante desde mayo de 1981, hoy a sus 43 años de vigencia.En segundo lugar, se ahonda en una medida constitucional excepcional, surgida como solución del Estado ante la pandemia mundial por COVID-19, que permitía el retiro de los fondos individuales de pensiones de las personas trabajadoras, con determinados requisitos.Finalmente, se destaca como a través de la resiliencia se ha trabajado en la reforma del régimen a través de diversos proyectos de reforma del sistema de pensiones en la búsqueda de un sistema más sólido y equitativo. Para finalizar con el último proyecto que crea un sistema de pensiones mixto, que recientemente ha sido promulgado como ley y entrará a regir en abril de 2027.This article addresses the crisis of the pension system in Chile, marked by the insufficiency and inequity of benefits. First, a diagnosis of the current situation is made and the factors that triggered the crisis of the individual capitalization system in force since May 1981, now in the 43rd year, are analyzed.Secondly, it delves into an exceptional constitutional measure, which arose as a state solution to the the global pandemic by COVID-19, which allowed the withdrawal of individual pension funds of working people, with certain requirements.Finally, it is highlighted how resilience has been used to reform the system through various pension reform projects in the search for a more solid and equitable system. To finish with the latest project that creates a mixed pension system, which has recently been enacted into law and will come into force in April 2027

No full textEste ensayo busca introducir al lector en el espíritu originario del movimiento sindical argentino, ofreciendo una descripción de la fenomenología de los antecedentes históricos que dieron forma al sindicalismo reconocido por el decreto-ley 23.852/45, considerado la piedra angular del modelo sindical argentino. Para ello, se abordan aspectos económicos, sociales y culturales, junto con elementos de materialismo e ideología, que contribuyeron a la construcción de la conciencia nacional de los trabajadores y trabajadoras en Argentina.This essay aims to introduce the reader to the original spirit of the Argentine labor movement by providing a description of the phenomenology of the historical antecedents that shaped the labor union model recognized by Decree-Law 23,852/45, regarded as the cornerstone of Argentina’s union framework. To this end, the essay examines eco-nomic, social, and cultural aspects, along with elements of materialism and ideology, which contributed to the construction of a national workers’ consciousness in Argentina

No full textIn the wake of the fourth technological revolution and Industry 4.0, Healthcare 4.0 (Healthcare 4.0) is proposed, which encompasses the set of digital transformations that are taking place in the health sector and that aim to transform the way we care for health, the organization of health systems, products and services that companies in the sector develop. The development of new information and communication technologies (5G, IPv6, cloud/cloud, cyber-security, Big Data and Artificial Intelligence) are already allowing -and will increase in the future- personalized, precise, preventive, predictive and participatory medicine (“5P medicine”). The digitalization of medicine, through the “Internet of Things” (IOC) and in particular of wearables, it allows the patient to take the leading role by putting their health information permanently in the hands of health professionals and at the same time participating in the control of their health.En la estela de la cuarta revolución tecnológica y la Industria 4.0, se plantea el Cuidado de la Salud 4.0 (Healthcare 4.0) que engloba el conjunto de las transformaciones digitales que se están produciendo en el sector sanitario y que pretenden transformar la forma en que cuidamos de la salud, la organización de los sistemas sanitarios, los productos y servicios que las empresas del sector desarrollan. El desarrollo de las nuevas tecnologías de la información y la comunicación (5G, IPv6, la nube/cloud, la ciber-seguridad, el Big Data y la Inteligencia Artificial) están permitiendo ya -y se irá incrementando en el futuro- la medicina Personalizada, Precisa, Preventiva, Predictiva y Participativa (“medicina 5P”). The impact of Society 4.0 on healthcare organisation and management

Se plantea en este trabajo como está afectando a la organización sanitaria esta Transformación, en un Sistema Sanitario con tensiones, siendo necesario garantizar su sostenibilidad con una gestión eficiente y una financiación adecuada. Se ha establecido una Estrategia de Salud Digital en el Sistema Nacional de Salud, con intervenciones en gestión sanitaria. No full textLos sistemas de Seguridad Social español e italiano comparten una serie de características que, en algunos supuestos, constituyen desafíos que se deben afrontar para preservar la sostenibilidad de las pensiones. Pero, asimismo, de cara a asegurar ese principio, los actuales respectivos gobiernos han desarrollado recientemente distintas medidas, que, sin duda, conducen a resultados que no siempre favorecen esa esencial sostenibilidad, como ocurre en el caso italiano. Asimismo, la doctrina establecida por los Tribunales Constitucionales de ambos países ha consistido en planteamientos también diferentes, en el caso italiano favoreciendo la existencia de medios económicos precisos para garantizar el mantenimiento de pensiones, de cuantía suficiente que permitan una vida adecuada de los ciudadanos, mientras que el alto tribunal español tiende a limitar este derecho.The Spanish and Italian social security systems share a number of characteristics which, in some cases, constitute challenges that need to be addressed in order to preserve the sustainability of pensions. However, in order to ensure this principle, the current respective governments have recently developed different measures, which undoubtedly lead to results that do not always favour this essential sustainability, as in the case of Italy. Likewise, the doctrine established by the Constitutional Courts of both countries has also taken different approaches, in the Italian case favouring the existence of the necessary economic means to guarantee the maintenance of pensions, of a sufficient amount to allow citizens to live an adequate life, while the Spanish high court tends to limit this right
