    Public debt marriage with R&D management in the V4 and EU-27 countries in the context of the COVID-19 pandemic

    The aim of the article was to identify the relationship between the value of public debt and selected effects of research and development in the V4 and EU-27 countries, while taking into account the possible impact of the COVID-19 pandemic. Due to the breadth of issues related to the R&D sphere, 2 predictors were identified. The first is R&D expenditure, and the second is the number of employees with higher education employed in R&D. Statistical data analysis was used as a method of collecting and developing the empirical data. The practical implication of the study is to show that both before and in the first year of the pandemic, the relationship between public debt and research, and development activity in the V4 and EU-27 countries was strong, which justifies the in-depth monitoring and study of this relationship in subsequent years of the pandemic

    Actions of government administration focused on prevention of tax crime in Poland

    Economic crimes generates losses both for state budget and private sector. Losses for state budget are primarily reducing revenues, obtaining undue revenues, and phishing subsidies. In private sector losses are connected to lowering income and decrease of competitiveness. Honest entrepreneurs have difficulties staying on market, because prices of their products cannot compete with the prices of goods by criminal groups, which does not pay taxes allowing them to offer lower prices. Economic crime concerns not only security and public order, but also state economic safety connecting to business profitability and security. Economic crime is multifaceted, including lowering of public law climes, capital, banking and insurance market crimes, as well as public procurement crimes, copyright law and all profit-oriented crime taking into account market mechanisms. This article presents the problems of tax crime in Poland and the results of police activities in counteracting this crime

    Structure of technical efficiency of insurers in the life insurance industry in Poland

    The primary objective of the article was to examine the level and efficiency structure of insurance companies on life insurance market  in Poland. The study presents critical analysis of the insurance literature relating to technical efficiency of insurers, i.e. methods of estimating efficiency, the form of the efficiency  frontier  model, the choice of production factors and insurance production. The study used the methods of mathematical and econometric modelling in SFA  method. The results the technical efficiency study for 22 life insurance companies for a period between 2011-2020 using the SFA method, showed high average cost efficiency of insurers (0.9140) and lower profit efficiency (0. 8565). It was confirmed that a group of large companies achieved higher cost efficiency than the remaining companies, suggesting that large companies benefited from the scale of production.  In contrast, higher average profit efficiency was recorded for the remaining companies

    Attributes of human capital in the context of innovation of the Visegrad Group

    The aim of the article was to identify and quantify the impact of human potential on the level of innovation of the Visegrad Group (V4) countries. In the theoretical part of the considerations, a critical analysis of the literature on the subject and a library query were used, while in the empirical part a statistical analysis was applied, which included the characteristics of a sample of selected features, an analysis of a series of correlations examining the matching of features, and an analysis of the results obtained. The collected data was compiled using descriptive statistics - average values, dynamics of changes, and Pearson\u27s correlation coefficient. In the course of the analysis, it was possible to identify several dependencies with a fairly strong or moderate strength of the relationship. The main conclusions include the fact that there is a fairly strong positive correlation between human resources in science and technology and expenditure on research and development in the enterprise sector. The practical implication of the study may be the fact of diagnosing the main attributes of human capital which, in turn, may be interpreted as outlining a certain field for the application of a targeted policy aimed at increasing the innovativeness of the Visegrad Group

    The effect of international opportunity recognition processes on problem-solving competence: how does past negative entrepreneurial experience matter?

    Research background: Little research addresses how identifying an opportunity in the international market, whether through active search or serendipitous discovery, may have implications for the subsequent gestation behaviors. An emerging body of research suggests addressing this deficiency by focusing on the cognitive and experience-based factors that international entrepreneurs use to develop an opportunity in the foreign market once identified. Purpose of the article: The aim of this study is to explore the role of active and serendipitous international opportunity recognition (IOR) in entrepreneurs? problem-solving skills (problem-solving speed and creativity), as well as the moderating effect of past negative entrepreneurial experience (PNE) on such relationships. Methods: This study used the survey data collection method through an online self-administered questionnaire. Partial least square structural equation modeling (PLS-SEM) method was used to analyze the results over a sample of Spanish international entrepreneurs. Findings & value added: The results show that entrepreneurs that have identified an international opportunity (IO) actively are better equipped to solve problems speedily than those that have discovered an IO serendipitously. In contrast, entrepreneurs who identified an IO serendipitously are better equipped to solve problems creatively. Furthermore, the impact of active search on problem-solving speed is greater for entrepreneurs without PNE, and the impact of active search on problem-solving creativity is greater for entrepreneurs with PNE. Also, it is found that PNE does not moderate serendipitous IOR relationship with problem-solving competence. These findings are relevant as they indicate that the IOR processes have implications for the subsequent gestation behaviors. Thus, the value added of this study is the combination of cognitive and experience-based factors of the international entrepreneur to enrich the link between IOR processes and IO development. These are two intertwined and interdependent processes, which, however, have been scarcely studied as a whole. The results of this research help international entrepreneurs to understand how and why the way they recognized an IO and having or not PNE influence their problem-solving skills during the IO development phase

    Factors affecting SMEs growth: the case of the real estate valuation service industry

    Research background: Based on the literature, several ways of assessing the conduct of business and a number of factors influencing the growth and development of the companies can be identified. However, the diversity of business entities and their business environment raises the importance of considering the unique nature of the industry in the selection of performance measures. Our research focuses on real estate valuation firms that provide information and consulting services to real estate markets. Purpose of the article: As professional practice shows, there are different business models for property valuation. These businesses differ in their organisational and legal form and the type of valuations performed, the type of client served, or the scope of services provided. The main purpose of the research is to identify factors that significantly affect the development odds of valuation companies in Poland, especially the growth of income. Methods: The study was based on data collected from the survey of Polish real estate valuers. The analysis was conducted on a sample of 277 professionals who own valuation companies and were certified no later than the end of 2014. A quantitative analysis using a logistic regression model was conducted to identify the factors that influence the prospects for valuation business growth. Findings & value added: The research confirms the relationship between the way of conducting real estate valuation activities and its development chances. The most important factors are a spatial and substantive range of services, cooperation and employment, and clients\u27 profile. Demographic characteristics were also found to be significant. Although the results presented here are based on data from the real estate valuation industry, their relevance is much broader. The findings provide a better understanding of the factors that influence the performance and success of SMEs, particularly in the information and consulting industry

    Economic competitiveness vs. green competitiveness of agriculture in the European Union countries

    Research background: Many scientists have researched the economic competitiveness of agriculture. At the same time, considerably less attention is paid to the so-called green competitiveness. Considering a global trend searching for solutions to reduce the environmental impact of the agricultural sector, it seems reasonable to explore the overlap between economic competitiveness and green competitiveness. Purpose of the article: This study aims to answer the following questions: What is the level of economic and green competitiveness of agriculture in respective countries? What is the level of the comprehensive competitiveness of agriculture in EU member states?  Do the economic competitiveness outcomes of respective countries coincide with their green competitiveness rankings? Methods: Taxonomic methods were applied to design synthetic indices of economic, green and comprehensive competitiveness of 27 member states of the European Union, based on multi-criteria sets of specific indicators from 2018. Findings & value added: The results of analyses imply that, in general, the level of green competitiveness of agriculture is higher than the level of its economic competitiveness in EU member states. Simultaneously, the developed rankings show that respective countries\u27 economic and green competitiveness are not linked. In other words, economic competitiveness outcomes do not match green competitiveness outcomes for EU agriculture. This work is a genuine contribution to studies on the methods for measuring and evaluating the competitiveness of agriculture as it designs separate synthetic measures for economic and green competitiveness and confronts both types of competitiveness in EU member states. The research findings for the first time provide clear answers to questions about the mutual relationship between economic and green competitiveness in agriculture. Furthermore, an added value of this study is that it introduces and attempts to define the notion of green competitiveness

    In search of key determinants of innovativeness in the regions of the Visegrad group countries

    Research background: Discussions on the state of the economy in times of crisis focus not only on maintaining or improving innovativeness, but also on the emergence of new dimensions of this phenomenon and changing the significance of individual determinants of innovativeness. Innovativeness is a complex, multidimensional and difficult to measure phenomenon, which implies the need to select various indicators and methods for its assessment. Synthetic measures of innovativeness are widely used in comparative analyses, in particular presenting results in international or interregional cross-sections. The degree of innovativeness should also be assessed at different levels of economic aggregation. The lower the level of aggregation, the easier it becomes to capture the specific determinants of the increase in innovativeness of a given area. Purpose of the article: The main aim of the paper is to attempt to measure the relationship between expenditures and results of innovative activities for NUTS-2 regions of the Visegrad Group countries. Three variables were adopted to describe the effects of innovative activity: PCT patent applications per billion GDP (in PPS), trademark applications per billion GDP (in PPS) and public-private co-publications per million of population. Methods: The study covered 37 NUTS-2 regions of the Visegrad Group countries in the years 2014?2021. From the point of view of the purpose of the paper and the need to search for the relationship between expenditures on innovative activity and the results of this activity, it is worth emphasizing that the use of static and dynamic econometric models proved to be a substantively correct solution leading to the formulation of clear conclusions. Findings & value added: The conducted research confirmed that business R&D expenditure on GDP has a positive effect on inventions expressed by patents and trademarks, especially in the long run. In addition, the literature review and empirical analyses indicate that the main determinants of innovativeness (both before and during the pandemic) are the expenditures of economic entities on R&D, competences expressed by the level of education or participation in tertiary education, as well as the number of ICT specialists and the percentage of people employed in science and technology. Despite the deterioration of many macroeconomic indicators in the countries of the Visegrad Group, the expenditures of the business sector on R&D in most regions did not decrease between 2019 and 2021. The added value of the paper is the presented research procedure, which can be used in analyses of innovativeness also for other groups of regions

    Selected research capabilities of the Railway Research Institute Test Track Center in Żmigród on the example of Eurobalise

    The article describes trackside part of the ERTMS / ETCS system installed on Railway Research Institute Test Track Centre in Żmigród where functional tests of "trackside Control-Command  and Signalling" interoperability constituent prototypes i.e. eurobalises were conducted based on the elaborated test schedule and the conditions contained in the specifications of Susbset 040 and Subset 036. Moreover structure of an exemplary telegram sent from the eurobalise to the traction vehicle through the air gap i.e. interface A1 was shown. Selected requirements for timing and distance parameters that eurobalises have to meet during designing the trackside part of the ERTMS / ETCS system were also  presented. In addition, the methodology adopted during tests was characterized and the list of functional tests carried out at the selected test site was specified. The paper summary describes the conclusions of the tests and the main features of Railway Research Institute Test Track Centre

    Certification system as a tool for improving the safety and sustainability of school-related travels

    Despite the well-established physical, social, emotional, cognitive, and spatial benefits of active and autonomous school commuting of children and adolescents\u27, many are driven by car. Pilot surveys and field research held in 2019 in 10 Gdansk primary schools confirmed this trend. The article presents a certification system for schools, commissioned by the City of Gdańsk, which is an element of a systemic solution shaping patterns of transport behavior in school trips. The essence of the proposed approach is motivating and supporting schools by government to create conditions conducive to independent and active travel of children and adolescents. An important element of the certification process is the assessment stage in accordance with the set of criteria adopted and grouped into six areas concerning: children transport behavior, infrastructure and traffic organization in and around the school, mobility policy, road safety, promotion, and education. Groups of criteria were divided into basic and extended ones and assigned points in an assessment calculator. A minimum threshold of points has been set in each category to attract schools to take comprehensive action. The assessment calculator has been supplemented by catalogues of good practices describing possible actions that could be taken to meet a given criterion. The full certification process has not yet been completed in Gdańsk due to the coronavirus pandemic and the transition to remote learning. However, the first infrastructural improvements have already been made in the vicinity of schools
